SOURCES SOUGHT ANNOUNCEMENT

The Regional Contracting Office – National Capital Regional (RCO-NCR), Marine

Corps Base, Quantico, VA is seeking sources for an Inflatable Wall Training System.

CONTRACTING OFFICE ADDRESS: MCINCR –RCO, 2010 Henderson Rd, Quantico, VA 22134

INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses

(including the following subsets, Small Disadvantaged Businesses, HUBZone Firms;

Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned

Small Business) provide the required products and/or services.

The Marine Corps Embassy Security Group is seeking information for potential sources for an inflatable training wall system. The training wall system needed is a system of structures that will provide a realistic training atmosphere that will help prepare Marines to face any type of response situation.

DESCRIPTION IS STRICTLY VOLUNTARY.

CONTRACT/PROGRAM BACKGROUND:

This is a new requirement.

REQUIRED CAPABILITIES:

The Government requires an inflatable wall training system in support of the Marine

Corps Security Battalion Group. This training system should include a fully configurable system of inflatable wall structures to simulate environments suitable for battle training.

The intent of this Sources Sought is to assess the availability of products that could be applied to meet this requirement.

The Government envisions a solution for the inflatable wall training system that meets the following operational and program requirements:

Description:

Requirements needed are a structure system that will provide a realistic training atmosphere that will help prepare Marines to face any type of response situation and should meet the following criteria:

The Marine Corps Embassy Security group aboard Marine Corps Base, Quantico (MCBQ) requires an inflatable structure that will provide a realistic training atmosphere to help prepare Marines to face any type of response situation. This structure should be able to be altered.

The structure must replicate real works and be deployable at any location to include level or uneven ground, in any temperature environment between -

40C up to +60C, all weather use including snow and rain, and any altitude.

The system must be able to withstand all types of training ammunition and carry a certificate of approval from the training ammunition supplier. (state

Simunition if necessary)

The system must be compactable for storage and transportation to less than

10% of its operational size.

The system must be modular and self-standing without the need for pegs or ropes and allow climbing over the walls or into the windows and withstand the weight of a large person doing so.

The system must be configurable to give varied room sizes of unlimited proportions with multiple joining positions for each wall.

The system must be made of a material that will allow direct heat contact from hot weapons up to 400 degrees Celsius.

The system must be able to be erected and built by one person on their own anywhere using electric or petrol driven tools as supplied

The system must be supplied with a drawing program in 3D to allow trainers to plan layouts and training outcomes before training and build.

The system supplier must provide training for trainers on assembly and disassembly and an updated user manual.

The system must be safe for trainee impact.

The system must be supplied in a choice of real world wall designs and interchangeable covers.

The individual components must all be serial and part numbered for inventory

SPECIAL REQUIREMENTS

The system must carry a warranty for at least five (5) years after the date of delivery and acceptance which covers the rubber core of the structure.

The system must be made to accredited standards ISO9001 AS9100 and

14001 and be supplied by a CE certificate of conformity, as a minimum.

SOURCES SOUGHT:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 339999, with the corresponding size standard of 500 employees. This

Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code.

To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.

This includes responses from qualified and capable Small Businesses, Small

Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

Responses must demonstrate the company’s ability to perform in accordance with the

Limitations on Subcontracting clause (FAR 52.219-14).

SUBMISSION DETAILS:

Responses must include:

1) Business name and address;

2) Name of company representative and their business title;

3) Type of Business;

4) Cage Code;

5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service

Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply

Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)

Vendors who wish to respond to this sources sought should send responses via email

NLT 09 February 2018 4:00 PM Eastern Daylight Time (EDT) to Janice Harvey at janice.harvey@usmc.mil. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format.

Proprietary information and trade secrets, if any, must be clearly marked on all materials.

All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.

All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The

Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
