This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a Request for Quotation (RFQ) for Calibration Services in support of Marine Corps Base Quantico, VA. Ordering period comprises a one (1) base year and four (4) one-year option period. Calibration services consist of furnish all labor, materials, and equipment necessary to provide calibration services on the equipment listed.

Calibration Services are being procured as Indefinite Delivery/Indefinite Quantity (IDIQ) contract in support of the Marine Corps Base Quantico (MCBQ) G-4 Transportation Branch. The Government intends to award a single contract as a result of this solicitation. This acquisition will be conducted in accordance with the format set forth under the Federal Acquisition Regulation (FAR) Subpart 13, as supplemented with additional information included in this notice.

This RFQ document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, published 19 Jan 2017.

This acquisition is a 100% small business set-aside under NAICS code 811219, size standard of $20,500.00

Terms and Conditions Calibration Services Requirements

1. SCOPE

1.1. The Contractor shall furnish all labor, materials, and equipment necessary to provide calibration service on the equipment listed in Attachment “A” as may be required and ordered during the term of the contract. Calibration shall include the inspection, repair, and calibration. Materials shall include repair parts, and consumable supplies (i.e., nuts, bolts, screws, lubricates, O-rings, etc.).

2. CONTRACTOR REQUIREMENTS

2.1. All calibration performed under this contract shall be performed in accordance with Marine Corps Order (MCO) 4733.1B and the National Bureau of Standards for Calibration.

2.2. The Contractor shall be responsible for obtaining all manuals required to perform the calibration/repair of the equipment listed in Attachment “A” of this solicitation. The Government will provide the meteorology requirements list to the contractor for peculiar Government equipment.

2.3. The Contractor shall provide appropriate vehicles to ensure the safety of equipment being transported to and from the Government facility.

2.4. The Contractor shall prepare a service/work ticket in triplicate for each piece of equipment calibrated and/or repaired. This service/work ticket shall be returned with each piece of equipment and shall include, as a minimum, the following information:

Line item number, description of repairs and labor costs.

Parts required, which will include quantity, part number, description and cost;

Date calibrated and the due date of next calibration;

If cost exceeds Equipment Repair Order (ERO) estimate, name of individual who authorized the work to be performed at additional cost;

(e) Percent of tolerance plus/minus from zero on all items in Attachment “A”;

2.5. If requested, by the Government, all parts that are replaced in the equipment shall be returned to the Government along with the repaired piece of equipment.

2.6. The Contractor shall accept collect calls from the Motor Transportation Maintenance, Transportation Support Branch (TSB), G-4, MCB, Quantico, Virginia during the performance of this contract.

2.7. The Contractor shall be responsible for providing all contractor labels required under this contract. Contractor labels shall be attached to each piece of equipment that is being calibrated as per the current version of Marine Corps Technical Instruction T1-4733-15/ID.

2.8. The Contractor shall follow the requirements of MCO 4733.1B, section 6a.3.a-d & f.

2.9. The support calibration laboratory is subject to onsite review by Marine Corps/Navy auditors to validate compliance with the above requirement.

2.10. All calibrations on all items listed in Training Manual 10510._ will be done in accordance with the appropriate Technical Instruction (TI). All items not listed in TM 10510._ will be done according to MCO 4733.1_.

2.11. The Contractor’s standard commercial warranty shall apply to all parts and labor furnished under this contract.

2.12. The Contractor shall not perform any work under this contract and/or task order, and the Government shall not be obligated to pay for work performed, except as covered by the basic contract and/or task order, or modified by the Contracting Officer.

2.13. In the event the Contractor should lose any Government property, the Contractor shall replace lost equipment at no cost to the Government.

2.14. The Contractor shall not perform service and/or repairs on any of the equipment if the total cost of the service and/or repair on that piece of equipment exceeds 50% the estimated cost of the Equipment Repair Order (ERO) without obtaining authorization from the TPOC which determines the ERO.

3. REQUIRED CERTIFICATIONS

3.1. The Contractor will be American National Standard for Calibration laboratories (ANSI) compliant, certified by the Department of Navy (DON).

3.2. The Contractor must meet the requirements set forth in the American National Standard for Calibration Laboratories, ANSI/NCSL Z540-1-1994.

3.3. The Contractor shall adhere to all requirements of MCO 4733.1B.

3.4. The Contractor shall ensure that his facility is an approved facility and is recertified every two (2) years this certification shall be in accordance with the following references:

(b) TI-4733-15/10, Special Calibration of Torque Wrenches.

Provides instructions for the calibration of torque indicating (measuring) instruments;

4. DELIVERY

4.1. All equipment shall be calibrated and returned to the Government within 30 days of receipt of the equipment

4.2. All critical OEM Sponsored Engineering Changes shall be shall be installed on the calibration equipment within 15 days of notification by the OEM of the change and issuance of task order by the Contracting Office

4.3. Any change to the schedule must be approved by the Technical Point of Contact (TPOC) on a case-by-case basis, in coordination with the Contracting Officer.

5. ENGINEERING CHANGES

5.1. It will be the Contractor’s responsibility to track all Original Equipment Manufacturer (OEM) engineering change levels for calibration equipment contained in Attachment “A” and ensure that changes are installed within a 30-day period after written authorization by the TPOC. These changes shall use only the latest part numbers commencing from the date each change was released by the OEM.

5.2. The Contractor shall have an information database with the capability to ensure that the engineering changes will not have a negative impact or result in unnecessary outage/calibration equipment downtime. This database shall also have the capability to alert the Contractor that engineering changes are due to be installed.

5.3. All OEM sponsored engineering changes to calibration equipment shall be made available to the Government and the Contractor shall have the ability to install and maintain engineering changes at a sufficiently advanced level so that current software releases by the manufacturer will be installed in a timely manner.

5.4. Contractor sponsored alterations or added Attachments to the calibration equipment shall be made only issuance of a task order. Any alteration or change which either enhances the value of the system to the Government or causes an increase or decrease in the overall maintenance costs shall be cause for negotiations between the Contracting Officer and the Contractor prior to issuances of task orders.

6. GOVERNMENT RESPONSIBILITIES

6.1. The Contractor shall pick up and deliver equipment on a consolidated packing list. This packing list shall be verified and signed by both the Contractor and the TPOC. The Contractor shall provide the Government with one (1) copy of the packing list showing both signatures at the time of pick up and delivery.

7. PLACE OF PERFORMANCE

7.1. All services shall be performed at the Contractor’s Facility.

7. Period of Performance

7.1. The period of performance shall be 12 months from date of contract award with four (4) one (1) year option periods.

EVALUATION STANDARD:

The Offeror shall address the following two factors:

1. Factor 1 – Technical Capability – Offeror shall clearly demonstrate its approach to technical ability to meet the calibration services crane type, capacity, operator and rigger certification and response time requirements.

1. Factor 2 – Price – Once the offeror is deemed Technically Acceptable, price will then be observed and the vendor with the lowest price technically accepted will be awarded the contract.

DISCUSSIONS: If during the evaluation period it is determined to be in the best interest of the Government to hold discussions, Offeror responses to clarifications/discussion notices will be considered in making the source selection decision.

AWARD DECISION: The award decisions will be made as follows:

1. Step One – Determine Technical Acceptability. The technical evaluation, Factor 1, stated above, will assess the offerors capability to satisfy the Government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. The Technical Capability factor will receive a rating of acceptable and unacceptable. If any factor is rated “unacceptable”, the entire quote is rendered technically unacceptable, and the quote will be removed from the competitive range. Only quotes deemed technically acceptable (either initially or as the result of discussions) will be considered for award. The ratings are defined in the following table.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

52.217-5 EVALUATION OF OPTIONS (JUL 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.216-18 Ordering. (OCT 1995)

(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from 09/01/2017 through 08/31/2022.

(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.

(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.
