This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This solicitation, M00264-17-R-0034 is a Request for Quotation (RFQ) for a commercial requirement prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 13, as supplemented with additional information included in this notice.
All contractors must be registered in the System for Award Management (SAM) in accordance with FAR 52.204-7 prior to receiving any award. Information on registering in SAMs may be obtained via the internet at https://www.sam.gov.
This acquisition is full and open competition under NAICS code 721110, Hotels (except Casino Hotels) and Motels, size standard $32.5 million. All responsible sources may submit a firm-fixed price (FFP) quote.
This solicitation incorporated provisions and clauses in effect through FAR and Supplements, Federal Acquisition Circular (FAC) 2005-94, DFARs Change Notice (DPN) 20161222, and NMCARS 2013 Edition. The FAR clauses and provisions are available via Internet address: http://www.acquisition.gov/far.
The Marine Corps Installations Command, National Capital Region, Regional Contracting Office (MCINCR-RCO) located at MCB Quantico is soliciting for lodging for Marine Corps Personnel within .5 mile of 1 Hart Plaza, Detroit, MI 48226.
Description of Requirements: Marine Week is an annual community relations event conducted for the purposes of cultivating the Corps’ relationship with the public and to showcase the Marine Corps as America's Expeditionary Force in Readiness. See STATEMENT OF WORK (SOW) for specific details.

STATEMENT OF WORK (SOW)
MARINE WEEK LODGING
1. Scope
1.1 Intent. This work item describes the requirements for the contractor to provide lodging for Marine Corps personnel.
1.1.2 Marine Week is an annual community relations event conducted for the purposes of cultivating the Corps’ relationship with the public and to showcase the Marine Corps as America's Expeditionary Force in Readiness. The nature of the program requires that Marines directly interact with the civilian population of the Marine Week city to the maximum extent possible. This not only includes billeting and messing them in close proximity to the populace, but also includes positioning static displays and conducting Marine Air Ground Task Force (MAGTF) Demonstrations that provide easy access to the public. The focal location for this event is downtown Detroit and specifically Hart Plaza area.

3. Requirements
3.1 Lodging Requirements. The contractor shall provide quality temporary lodging, for 700 Marine Corps personnel within a .5 mile radius of 1 Hart Plaza, Detroit, MI 48226.

3.1.2 Commencement and completion. Lodging shall commence with check-in no later than 3:00 PM and check-out no earlier than 11:00 PM.
3.2 Regulations and standards. The contractor shall ensure that all lodging facilities provided shall meet the following minimum standards:
· Provide rates that that do not exceed the federal lodging per diem rates established by the General Services Administration
· Meet the Hotel and Motel Fire Safety Act of 1990 (PL 101-391) and be listed on the Hotel-Motel master list
Facility shall provide sufficient personnel to in-process 700 Government personnel during check-in days and during check-out days below:

· Full indoor laundry facility on premises with 24/7 guest access
· Full access and use of a workout facility or fitness center in designated exercise room complete with dedicated equipment specialized for the use of working out i.e. treadmill, rowing, machine, elliptical machine, weight machine, free weights etc. The workout facility shall be either on the lodging facility premises or within walking distance (not to exceed ½ mile or 5 minute commute via vehicle.
· Access to wireless internet in all rooms
· Full daily maid service and cleaning
· Iron and ironing board in every room
· Full bath in every room
· Microwave, coffeemaker and refrigerator
· Personal belongings safe in every room
· Lodging facility room entrances shall be accessible only by internal hallways. The internal hallways shall have locked exterior doors, accessible by key holding facility guests only. Internal hallways shall be accessible by the berthing facility’s lobby. The lobby shall be manned by a front desk attendant 24 hours a day 7 days a week.
3.3 Parking. The contractor shall ensure that the lodging facility has parking available for a minimum of 75 vehicles during the entire duration of the stay.
3.4 Dining requirements. Provide dining areas that can hold 300-700 Marine Corps personnel during breakfast, lunch, and dining times or have local restaurants within .5 miles from the location.
3.5 Commercial standards. The contractor shall meet, at minimum, the requirements of three stars for a Forbes (formerly Mobil) Travel Guide rating or three diamonds for an American Automobile Association rating for lodging.
The closing date and time for quote submission is 5 June 2017, 11:00 am eastern standard time. Offers received after this date and time may be considered non-responsive and will not be given further consideration. Offerors shall submit quotes electronically via email. Please provide all submissions to Government Point of Contact: Judith Campbell at judith.campbell@usmc.mil.
All offers must comply with the requirement listed above for this request. Failure to comply may result in disqualification.
EVALUATION OF QUOTATIONS/OFFERS:
Evaluation of quotes will be conducted on a lowest-price, technically acceptable basis. All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. If the lowest priced quote is found to be technically acceptable, no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable, the next lowest priced quote will be evaluated, and so on until a technically acceptable quote is found.

AWARD DECISION:
A best value determination will made based on the lowest priced quotation that has been determined to be technically acceptable.
The provisions FAR 52.212-1 Instruction to Offerors – Commercial Items and FAR 52.212-3 Offeror Representations and Certifications- Commercial Items apply to this acquisition. The clause FAR 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items apply to this acquisition. The offer shall comply with all Federal, State, and Local regulations.

52.209-5 Certification Regarding Responsibility Matters (Oct 2015) (a)
(1) The Offeror certifies, to the best of its knowledge and belief, that --
(i) The Offeror and/or any of its Principals --
(A) Are [_] are not [_] presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;
(B) Have [_] have not [_], within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) contract or subcontract; violation of Federal or State antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks “have”, the offeror shall also see 52.209-7, if included in this solicitation); and

(1) Federal taxes are considered delinquent if both of the following criteria apply:
(i) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(ii) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(2) Examples.
(i) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(ii) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(iii) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(iv) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
(ii) The Offeror has [[_] has not [_], within a three-year period preceding this offer, had one or more contracts terminated for default by any Federal agency.
(2) “Principal,” for the purposes of this certification, means an officer; director; owner; partner; or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).
This Certification Concerns a Matter Within the Jurisdiction of an Agency of the United States and the Making of a False, Fictitious, or Fraudulent Certification May Render the Maker Subject to Prosecution Under Section 1001, Title 18, United States Code.
(b) The Offeror shall provide immediate written notice to the Contracting Officer if, at any time prior to contract award, the Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the certification will be considered in connection with a determination of the Offeror’s responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a) of this provision. The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If it is later determined that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.

WAWF-RA is the only method authorized by the United States Marine Corps to electronically process payment requests. Compliance with WAWF-RA is mandatory. Include in each offer a statement acknowledging that you are WAWF-RA compliant. In order to get registered with WAWF-RA, visit https://wawf.eb.mil/. In order to WAWF-RA you must designate an Electronic Business Point of Contact (EB-POC) to serve as the group administrator within you company.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
