M00264-16-T-0159 Amendment 01

The purpose of this amendment is to respond to questions asked in response to the solicitation. Additionally, this amendment hereby incorporates Paragraphs 8.0 through 13.0 as they were erroneously omitted from the original solicitation. All changes made as a result of this Amendment have been highlighted in yellow text in the revised solicitation “M00264-16-T-0159 Conformed with Amendment 01”.

The following questions were submitted in response to the solicitation. The respective answers are identified below each question. Questions were due by 05 August 2016 at 2:00 PM EDT.

QUESTION
ANSWER

QUESTION #1:

Who is the incumbent contractor for this requirement? What is the contract number? What is the incumbent contract value?

The incumbent for this requirement is Northern Roots Consulting, LLC. The previous/current contract is M00264-15-P-0224, for a total award amount of $144,414.00.

QUESTION #2:

Does the projected workload described in the Solicitation actually reflect the historical workload? If not, what is different?

Yes, the projected workload described in the solicitation reflects the historical workload. The requirement for this solicitation remains the same as M00264-15-P-0224.

QUESTION #3:

How many full-time equivalents are on the current contract?

The current contract, M00264-15-P-0224, has one (1) full time equivalent (FTE).

QUESTION #4:

What labor categories does the Government expect to perform which particular tasks?

The suggested labor category is Logistics Analyst for all tasks; however, quoters may recommend/quote other labor categories.

QUESTION #5

Does the combined synopsis/solicitation under solicitation M0026416T0159 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the Government?

Yes, the solicitation is issued as a follow-on requirement to the current contract, M00264-15-P-0224.

QUESTION #6

Is it expected to include Attachment II NDA with the Quoter’s proposal submission? If so, as part of which Factor or is it a standalone Appendix?

The successful quoter will be required to sign a Non-Disclosure Agreement (NDA) at the time of award. Providing a signed NDA is not an evaluation factor or an element of an evaluation factor; however, it is a compliance requirement.

QUESTION #7

Is the Quoter required to respond to paragraphs 6.0 and 7.0 (to include all clauses and provisions) of the PWS? If, yes…

a) Which Factor are they intended to be included in?

b) If not included in a Factor, can they be included as a standalone Appendix?

c) Will the inclusion of a response to paragraphs 6.0 and 7.0 (to include all clauses and provisions) of the PWS count against the page response requirements identified in “52.212-1 ADDENDUM “INSTRUCTIONS TO QUOTERS””?

Paragraph 6.0 “Performance Requirements Summary (PRS)” does not contain any clauses or provisions as it is not seeking information. There are no responses required for Paragraph 6.0 of the PWS. The PRS is a summary of the elements in the Performance Work Statement. It is presented as a matrix that includes each requirement, associated performance standards, defined maximum allowable degree of deviation from the standard(s), method(s) of surveillance to determine adherence to the standard(s), and positive and negative incentives for meeting, exceeding, or failing to meet the standard(s). The clauses and provisions contained within the solicitation are not part of the PWS

Paragraphs 6.0 and 7.0 are not elements of evaluation factors. Paragraph 6.0 is a matrix of the performance requirements. Paragraph 7.0 is the mandatory “Enterprise-wide Contractor Manpower Reporting Application (ECMRA)” for all DoD Service contracts. Although there are clauses and provisions contained within the solicitation, they are not part of the PWS.

Quoters are required to complete and return the following provisions identified within the solicitation:

· DFARS provisions 252.209-7991, 252.209-7996, and 252.209-7997 (see Attachment IV); and

· FAR Provision 52.212-3 (see instructions of 52.212-3: “The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.”

Quoters are encouraged to send such provision responses as separate/stand-alone documents. Completion of the required provisions above and/or SAM registration does not count towards the page limitation specified in the solicitation. Completion of such provisions is not a “factor” of award but a matter of responsiveness to the solicitation.
