SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 15-Jun-2016 12:00 PM to 05-Jul-2016 11:00 AM.

The following have been modified:

INSTRUCTIONS TO QUOTERS

52.212-1 Addendum – Instructions, Conditions, and Notices to Offerors

1.0 GENERAL

1.1 The Government intends to award a single contract to satisfy the needs of this requirement.

1.2 Quotes must be prepared in accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined to be unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer or a designee upon receipt to ensure completeness and compliance with the instructions contained in the RFQ. Elimination of a Quoter is at the sole discretion of the Contracting Officer.

1.3 The purpose of this procurement is to obtain teledirectory attendant console software for the United States Marine Corps Operations Center. The resulting contract shall be made per the information contained in 52.212-1 and 52.212-2 Addendums. The Quoter must submit a quote including information pertaining to Technical and Price.

2 INSTRUCTIONS FOR SUBMISSION OF QUOTES

2.1 Quotes must be submitted no later than the time and date specified in Block 8 on Page 1 of this solicitation. To maximize efficiency and minimize the effort involved in the quote evaluation process, the Quoter must comply with the following instructions for quote format and content. A quote that does not comply with these instructions may be considered non-responsive and may render the Quoter ineligible for award. Provide your quote to the following POC and address prior to the cutoff date/time:

Submit quotes electronically via electronic mail to BOTH Monica Curley at monica.curley@usmc.mil and also Grace Gonzalez at grace.gonzalez@usmc.mil

3 QUOTE FORMAT

3.1 To maximize efficiency and minimize the time for quote evaluation, the offeror is required to submit their quote per the format and content specified. The quote shall be prepared and submitted electronically. The electronic documents shall be completed so that if an evaluator prints the individual quote volumes, it meets the following Hardcopy format requirements:

•8.5x11paper
•1 inch margins on all sides;
•Graphs and drawings must be clear / legible and may use a smaller font;
•No photographs or hyperlinks are permitted; and
•Unlocked MS Word and MS Excel files

3.2 Quote Content

The quote shall contain the following:

Technical

a. Technical Volume Cover Letter with Name of Firm, CAGE code and/or DUNS code, Tax ID number, Vendor POC (name, telephone number, email), Solicitation No.

b. Technical Capability Information: The software manufacturer’s name and software title (and part number if applicable) shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.

c. Clearly state whether the quoter can meet the required installation timeframe and period of performance for support maintenance. Vendors who cannot meet the required installation/period of performance timeframe will not be considered technically acceptable.

d. Quoters shall complete responses to provisions 252.209-7991, 252.209-7996, and 252.209-7997 which are provided in this solicitation. The provisions are also provied in Attachment 1 that is included for quoters to complete and return with their quote package.

Price

a. Each CLIN shall be separately priced and a total price for all CLINs shall be provided in price quote.

3.3 The Quoter shall demonstrate software that meets or exceeds the requirements outlined in the Statement of Work, including the required support maintenance.

4 EVALUATION FACTORS

Award will be made to the Lowest Price Technically Acceptable quote. In accordance with FAR 15.101-2 (b)(1), past performance will be not evaluated. The Government intends to make a single Firm Fixed Price award to satisfy this requirement. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.

The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.

Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. If the lowest priced quote is found to be technically acceptable, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable, the next lowest priced offer will be evaluated, and so on until a technically acceptable quote is found.

4.1 Factor: Technical Capability

4.1.1 The Quoter demonstrates a software solution that clearly articulates meeting or exceeding the requirements outlined in the Statement of Work.

The following ratings/definitions will be utilized:

RATING
DEFINITION
Acceptable
Quote meets the requirements of the solicitation.
Unacceptable
Quote does not meet the requirements of the solicitation.

4.2 Factor: Price

4.2.1 The Quoter shall provide firm fixed pricing for each CLIN identified in the solicitation.

Proposed software delivery/installation rates shall include all direct and indirect costs to perform the work, to include travel associated with the install. The Contractor shall provide a price quote that includes a breakdown of pricing for each support maintenance period of performance. The CLINs for the support maintenance shall include the cost of travel.

Quoter’s prices will be evaluated to determine fair and reasonableness. Evaluation of price will be performed using one or more price analysis techniques in FAR 15.404-1(b).

Unbalanced Pricing: Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by application of cost or price analysis techniques. Unbalanced pricing may be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices. The Government reserves the right to reject an offer if it is determined that it poses an unacceptable risk to the Government.

FAR 52.217-5 Evaluation of Options (Jul 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

(End of Provision)
