PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) for

Marine Corps Embassy Security Group (MCESG)

Professional and Analytical Support Services

1. Scope

1.1 Mission

This MCESG aboard Marine Corps Base (MCB), Quantico requires professional analytical and technical support services to support a triad of functional component requirements, enable Information Related

Capabilities (IRCs), and optimize execution of Marine Corps Information Warfighter mission objectives.

1.2 Background

The MCESG provides protection to mission personnel and prevents the compromise of national security information and equipment at designated diplomatic and consular facilities. Marine Corps Embassy

Security Group is prepared to execute plans for the protection of the mission and its personnel as directed by the chief of mission or principal officer through the regional security officer. The MCESG Region

Headquarters ensures the continued training, operational readiness, personnel administration, logistical support, as well as the morale, welfare, and discipline of Marines assigned for duty to MSG detachments at designated U.S. diplomatic missions in order to support the Department of State in the protection of classified material at foreign posts.

Post Benghazi, in 2013, the National Defense Authorization Act (NDAA) authorized an expansion of up to

1,000 for the Marine Security Guard (MSG) program. Due to the growth of the program (currently over

2000 Marines worldwide), additional personnel are required in order to provide adequate support to the increased operational structure that includes MCESG HQ, Marine Security Augmentation Unit (MSAU), Marine Security Guard School, 9 Region Headquarters, and 173 Detachments around the world.

The tasks required in this PWS provide the additional capabilities required to meet mission requirements and respond to unforeseen world events.

1.3 References:

All applicable documents will be made available by the Government POC. The guiding documents for work performed under this PWS include the most current versions of the following.

a. 10 U.S. Code § 5983 - State Department: assignment of enlisted members as custodians of buildings in foreign countries

b. Memorandum of Agreement (MOA) dated 27 June 2013 between the Department of

State and Department of Defense

c. U.S. Department of State Foreign Affairs Manual Volume 12

1.4 Period of Performance & Location:

The base Period of Performance for the contract is 08 August 2016 through 07 August 2017. There will be four (4) option years for this requirement. In addition, FAR clause 52.217-8 Option to Extend Services will be included with an optional PoP not to exceed six (6) months. All work shall be performed within

Government facilities at USMC Embassy Security Group, Marine Corps Base Quantico, Virginia. All contractor employees performing services on MCBQ, requiring physical access to the installation must be properly screened in accordance with the standards set forth MCBO 4200.03.

1.5 General Requirements: The contractor shall provide sufficient manpower, talent, and task appropriate

Labor Categories (LCAT) to execute support services in accordance with each task description. Qualified contractor personnel shall possess and maintain: required security clearance, skill sets, experience level, applicable professional certifications and training needed to successfully perform requirements detailed in this PWS. The Quality Assurance Surveillance Plan (QASP) defines Government expectations and characteristics of acceptable task execution, and provides the basis for monitoring contractor performance.

The Contracting Officer Representative (COR) shall monitor Contractor performance in accordance with the QASP.

1.6.1 Network Access

The Government will provide access to the contractor all mandated Information Assurance (IA) and Cyber

Awareness training required in support of this contract to allow establishment of Government IT user accounts and access to Government operated networks. All other training requirements required to attain, or maintain skill levels and qualifications of contractor personnel are considered contractor responsibility and will not be reimbursed by the Government.

1.6.2 Identification Badges

MCESG shall provide each employee with an identification badge, which identifies by photograph the individual as an employee of MCESG. These badges will be presented for examination upon the request from the Contracting Officer, COR, QA Personnel, MSAU or any other Marine on guard who is required to see the badge. All contractor personnel attending meetings, answering Government telephones, working on site, where their contractor status is not known to third parties, must identify themselves as contractors.

Contractor personnel shall also ensure that when logged onto Government equipment that their profile and email account show them as contractor personnel. Badges that are issued to contractors from the MCESG security office are not to be worn outside of MCESG facilities and are not an official government badge or form of identification; they are only intended for access to the MCESG facility.

Undergraduate degree with a major study in education or similar field or seven years related experience

All requests for key personnel substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitutions; a complete resume for the proposed substitute, and any other information requested by the COR and Contracting Officer to approve or disapprove the proposed substitution - without the Government's approval, substitutions cannot be made. All proposed substitutes must have qualifications that are equal to or higher than the qualifications of the person being replaced and at least two weeks’ notice must be given to MCESG. The Government will provide feedback on requested substitutions, and the individual will be replaced in 30 days or less, with no more than two days of turnover.

2.0 Tasks

This PWS identifies performance requirements and support. Task descriptions identify contract deliverables in the form of specific reports, briefings, analysis papers, ad-hoc reports, etc. (as required), which are detailed below. Task

Descriptions are as follows:

2.1 Passport Administrative Support

The contractor shall perform Passport Administrative Support to include:

Preparation of annual passport applications for members of MCESG, both military and civilian, to include family members and supporting officials associated with MCESG.

Coordination with the Assignments Section to initiate VISA applications.

Inputting all updates to passport/visa tracker.

Providing weekly passport update on aged applications.

Initiating all correspondence for the Passports/VISA section.

2.2 Visa Administrative Support

All MCESG regions and embassies throughout the world rely on the MCESG Passport/Visa section to obtain all appropriate visas for diplomatic/official travel. The Contractor shall obtain visas and must maintain current knowledge of the required forms, photos, and other required information. The Contractor shall ensure the visa is valid for the required travel time; accordingly, the incumbent must maintain constant liaison with other administrative sections within MCESG to obtain the requisite information. Visa

Administration Support includes the following:

Maintain liaison with Diplomatic Security, Department of State to ensure all visa requests are processed in a timely manner. Provide updates on various political and systematic changes with pertinent embassies which may affect processing time or approval of visa applications.

Consult with embassy officials for verification of requirements in unique cases, especially when dealing with alien dependents as visa requirements differ with the nationality of the individual, becoming increasingly sensitive when the individual has children not of the current marriage.

Track all submitted visa applications for timely processing.

Ensure region HQ’s personnel and all applicants are informed on any procedural changes.

Inform Department of State when changes in the Foreign Clearance Guide occur.

2.3 Communications Program Management

The Contractor shall provide supervisory management of MCESG Communications programs and initiatives. These programs and initiative include, but are not limited to: cross-domain interoperability efforts, MS SharePoint design and administration, help desk operations, mobile IT solutions, information management program, cyber security initiatives and posture, and DOD/DOS liaison functions. Qualified personnel shall be certified as an Information Assurance Technician (IAT) Level II, as set forth in DOD

Instruction 8570.01M. Support activities and requirements include, but are not limited to the following:

Performs day-to-day management of overall communications support operations, possibly involving multiple projects and groups of personnel at multiple locations.

Organizes, directs, and coordinates the planning and production of all contract support activities.

Establishes and alters (as necessary) MCESG communications management structure to direct effective contract support activities.

Submit a minimum of (1) weekly synopsis regarding the status of all S-6 projects, initiatives, and personnel issues.

Exercise bi-annual contingency communications plans, monthly cybersecurity verifications, and weekly trouble ticket reconciliations.

Deliverables: IT task performance will yield deliverables in the form of: routine reports, information papers, capabilities analysis, event schedules, training materials, draft documents, policy recommendations, technical and programmatic assessments, presentation packages, briefing slides, databases, visual aids, and meeting minutes.

2.4 SharePoint / Web Design and HTML Development Support

The Contractor shall provide Web Master support by developing and testing web based portals hosted by the Marine Corps Enterprise across three security domains: Non-Classified Internet Protocol Router

(NIPR), Secure Internet Protocol Router (SIPR), Department of State Open Network (OpenNet) and

Department of State Classified Network (ClassNet). Qualified personnel shall be certified as an

Information Assurance Technician (IAT) Level II, as set forth in DOD Instruction 8570.01M. Support activities and requirements include, but are not limited to the following:

Manage space/storage requirements for each site by ensuring appropriate electronic record keeping practices are in place

Update public facing website hosted by Defense Media Agency with site information updates, pictures, and public affairs content releases.

Support and administer MCESG MCEITS site to include:

Service, administer, and maintain over 2,000 MS SharePoint accounts on the MCEITs domain.

Create MS SharePoint accounts and assign permissions to approximately 1,200 new users every calendar year. These account creations are conducted/broken into (5) punctuated training cycles and it is expected that each batch take no longer than a week to create.

Develop, test and apply custom web parts / applications, manage site permissions and security, and administer site navigation

Translate applications requirements into the design of complex web sites

Apply new and emerging technologies to the site development process

Provide technical assistance in the procurement of software and licensing renewals

Provide graphic support limited to the manipulation of existing images

Support users in the setup and implementation of DOD selected collaboration tools including

Microsoft SharePoint, Defense Collaborative Services, and Microsoft Office tools

2.5 System Administration and Help Desk Support

The Contractor shall provide phone and in-person support to MCESG users in the areas of E-mail, directories, standard Windows desktop applications, and applications developed under this contract or predecessors. The Contractor provided system administrator and help desk support serves as the initial point of contact for troubleshooting network applications and hardware and software PC and printer problems. Qualified personnel shall be certified to a minimum of Information Assurance Technician (IAT)

Level II as set forth in DOD Instruction 8570.01M (Microsoft Certified Information Technology

Professional). Support activities and requirements include:

Identify system problems due to system component connections and notify appropriate Marine Corps

Base Quantico G-6 and Headquarters Marine Corps (HQMC) offices

Conduct sustaining support of MCESG network systems

Assist with design, recommend equipment purchases and associated hardware and software to extend and enhance existing services

• Service, administer, and maintain over 2,000 DoS OpenNet accounts, 200 MCEN NIPR, and 20 MCEN SIPR accounts.

• Establish new user accounts, laptop configuration & support, and the configuration/adjustment/maintenance MCESG Blackberry assets and Blackberry license renewals

• Arrange for and coordinate with hardware maintenance personnel for the repair of

MCESG Network IT equipment

• Troubleshoot and assist with software and hardware problems for MCESG Domain Users

• Assist in maintaining the Configuration Baseline for all Laptops and Workstations in the

Command

• Support Video Teleconferencing (VTC) events, bridge coordination and service sustainment for MCESG

• Receive and administer a minimum of (20) trouble tickets daily

• Provide a minimum of (3) on-site assist and troubleshooting calls per day

• Manage (40) command blackberries

2.6 Database Management Support

Database Management Support activities and requirements include:

Evaluate and recommend available Database Management System (DBMS) products to support validated MCESG requirements.

Define file organization, indexing methods, and security procedures for specific MCESG applications.

Develop, implement, and maintain database backup and recovery procedures for the processing environments (MS SharePoint) and ensures that data integrity, security, and recoverability are built into the DBMS applications.

Provide weekly back-up of archival of an average of 200 sets of documentation

Create links and conduits of archival in no more than 30 days for initial set-up and 3 days for new initiatives

Provide weekly summary of archived documents

Develop and exercise contingency data recovery plan on a semi-annual basis

2.7 Administrative Support

Provide administrative support to MCESG, as follows:

Maintain MCESG command calendar. Ensure items are on command calendar for internal/external meetings and MSG school events (Welcome Aboards, Moto Run, Departure Briefs, graduation/reception). Ensure all key staff member travel dates are captured on the command calendar.

Support the MCESG Adjutant in coordinating protocol arrangements and details for the MCESG command to ensure that official obligations are met. Prepare emails/letters of invitation to guests and accept and decline email/invitations on behalf of MCESG Commanding Officer, Executive Officer and

Sergeant Major.

Manage travel

Set up over 50 travel itineraries a year for multi-destination trips (using Defense Travel System (DTS), internet, travel agents, Regional Command assistance)

Once approved by travelers, email itinerary to appropriate region to ensure airlines are reputable

Send message out to detachments and region(s) to be visited

Using the Dept. of State Electronic Country Clearance (ECC) website, submit the request for the traveler’s country clearance. https://ecc.state.gov/security/EccLogin.aspx

Prepare Electronic Trip Book on CO and SgtMaj’s MCEITS Restricted Access Folders (contains travel itinerary, e-ticket receipts, detachment schedule, Regional Commander report, personnel rosters, last semi-annual inspection report, post report, hotel info, country clearance approval, Chief of Mission bios)

Coordinate with Adj for visas and detachment personnel rosters

Coordinate with Region of detachments to be visited (proposed schedule of events; Regional CO

Report; hotel reservations)

Ensure airline tickets are ready 3 days prior to travel. Review airline tickets to verify flights and arrival/departure times have not changed. If there are changes, notify the appropriate regions/detachments.

Upload e-ticket receipts to Electronic Trip Book (iPad).

Update the following rosters as required:

MCESG Personnel (2091 Marines) overseas regional offices personnel (9 Regions in various locations around the world) region/detachment phone numbers (173 detachments worldwide) maintain over 350 biographies for MCESG HQ and Region HQ staff members

2.8 Course Curriculum Development Support

This task is optional. If the option(s) is/are exercised; period of performance for this task is:

The contractor shall provide curriculum development to include:

Assist in developing curriculum for training at the Marine Security Guard school

Provide expert advice and counsel to school leadership on planning and managing the curriculum and technical guidance to the school staff with regards to the USMC Systems Approach to

Training (SAT)

Remain current with adult learning techniques and systems that support and reinforce MSG

School’s education and training objectives in part by attending workshops, conventions and training sessions

May attend or represent MSG School at meetings with educational subject matter experts

Plan, develop, and manage a wide variety of instructional design and curricular development programs and projects

Develop overall instructional goals and objectives for the school’s two Programs Of Instruction

(POI)

Evaluate methods of obtaining objectives related to student performance

Train staff in the area of curriculum development and design (instructional systems, equipment or services), and training management in accordance with applicable USMC Orders evaluate current and future learning methods to better support the training environment (i.e.

Computer-Based training, Distance Education, etc.

Develop and recommend uses of the appropriate statistical programs and methods to analyze test reliability and validity, and the quality assurance programs consistent with USMC and DOS requirements https://ecc.state.gov/security/EccLogin.aspx

Provide weekly reports to the MCESG Executive Director and MSG School Officer-in-Charge documenting students dropped from the class, and all documentation regarding the dropped student

Administer written tests, grading all tests (both written and practical), posting all test scores and class standings, and informing all school staff of test results

Maintain comprehensive practical knowledge of the Marine Security Guard Program and the technical fields associated with the training assignments, to include awareness of technological changes or new developments, such as would be gained through extended experience and on-the-job training combined with practice and study

3.0 Reports/Papers/Briefings

The Contractor shall prepare monthly written reports/papers/briefings to document and complete various task actions. Content and subject matter of each report/paper are action dependent and shall accurately reflect relevant issues, outcomes, courses of action and recommendations. Unless otherwise directed by the Contracting Officer

Representative (COR), reports/papers/briefings shall be in contractor media and format and address minimum descriptive elements of “who, what, where, when & why” in the content body. Briefings shall be prepared using MS

Power Point in support of information presentations, training, decision briefs, analysis, studies, status updates, etc.

4.0 Contract Transition

The incumbent contractor shall maintain full personnel staffing up to the contract end date to support Government transition to a new contractor in the event of follow-on, competitive award. The transition period, if required, shall commence 30 days prior to the contract end date. During the transition period, the contractor shall turnover such documents, information, and all associated intellectual property, to the Government if not already delivered

5.0 Work Hours of Operation

The contractor shall be required to conduct business normally between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the

Government facility is not closed for the above reasons. The contractors will not work on site for official Federal holidays. If the Government is unexpectedly closed due to inclement weather or for reasons of national or local emergency, the contractors are not required to report for duty. However, contractor personnel may be required to adjust their work schedules to accommodate work requirements. Adjustments to contractor work schedules shall not be considered overtime. Overtime may not be worked without prior approval of the Contracting Officer.

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (q) of this provision.

(a) Definitions. As used in this provision --

“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service-

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the

Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment

Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;
