PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS)
1.0 Scope
The Headquarters U.S. Marine Corps (HQMC) with personnel located in the Pentagon, Naval Support
Facility Arlington, 8 th &I Marine Barracks, and Marine Corps Base Quantico, Virginia has a requirement to furnish locksmith services that exceed current capabilities of on-hand personnel. In addition to routine scheduled lock work, HQMC experiences a high volume of lock outs or lock failures, thus requiring implementation of a skilled and certified twenty four hours, seven days a week (24/7) response provision.
Government personnel are not trained nor do they possess the necessary certification and licensing to drill, repair or install safe and door locks. Therefore, a Contractor is required to perform these duties.
The Contractor must be a small business. The Contractor must have a security clearance of Secret or higher, meet the license, credentials, and certification requirements decribed in the PWS below, meet the response times described in the PWS below, and be within a 50 mile radius of the Pentagon in
Washington, DC. The Contractor must meet the following basic requirements to perform the contract.
1. Required to have a security clearance of Secret or higher
2. Ability to receive a Pentagon contractor badge
3. The Contractor shall establish and have operational a 24-hour call-in phone number to receive and respond to service calls from the HQMC Project Office.
4. Unescorted response within 2 hours during off duty, weekends and holidays.
5. Availability 24 hours a day/ 7 days a week
6. Certified to inspect GSA approved containers after repair.
7. Have access and is able to process invoices in Wide Area Workflow
8. Able to communicate verbally and in writing with the Government Technical
Point of Contact (POC) and Contracting Officer.
9. Must have the required tools, equipment, and material to be able to repair, drill, and inspect GSA containers.
10. Must be knowledgeable with and comply with Department of Defense
(DoD)Manual 5200.01-V1 dated February 24, 2012 and Marine Corps Order
(MCO) 5530.14A.
11. The Contractor must be certified to repair, retrofit, remove, construct procure install, drill, weld, hole-saw, cut-off saw and replace General Services
Administration (GSA) locks, vaults, and security containers using, but not limited to
XO series locks, Sergeant and Green Leaf Locks, door handles, Cipher Locks, Lock
Cores, manufacture and duplicate keys and perform any and all work associated with locksmithing.
12. The Contractor must comply with all Federal Specifications and Qualified
Products Lists when servicing and replacing locking devices throughout this contract.
13. The Contractor shall establish and implement methods of ensuring that all keys issued to the Contractor by the Government are not lost or misplaced and not given to an unauthorized person. All persons assigned to this contract will legibly print their name and phone number and sign work orders or receipts.
14. The Contractor shall ensure that all employees are bonded and have all current and valid professional certifications/licenses before starting work.
2.0 Summary of Services and Materials Requested
Headquarters, U.S. Marine Corps (HQMC) Administration and Resource Management
Division, Security Programs and Information Management Branch (ARS) requires a locksmith for immediate and scheduled availability to HQMC customers at the Pentagon in Washington, DC, the
Marine Barracks at 8 th &I Streets S.E. in Washington, DC, the Marsh Center and Wounded Warrior
Building at Quantico Marine Corps Base, VA, and the Naval Support Facility in Arlington, VA for lockouts, combination changes, repairs, installs, and other locksmith services that are required for the protection of classified material, locks and information processing in accordance with Department of
Defense (DoD) Manual 5200.01-V1 dated February 24, 2012 and Marine Corps Order (MCO) 5530.14A.
DoD and Department of the Navy (DoN) policy mandates a rigorous and continuous security of classified information and locks.
Lock failures do not create an exception to the required protection and must be afforded a remedy that quickly resolves the concern. Without the ability to install, service, repair, and replace all types of locking devices, this deficiency would have a detrimental impact on classified operations and interfere with the processing of classified information throughout HQMC, Marine Barracks 8th&1, Marsh Center
Quantico, Naval Support Facility- Arlington and the Wounded Warrior Building Quantico.
The Contractor shall be responsible for safeguarding all government property while in the process of doing work; and upon completion of requested services, the Contractor shall secure all job-related properties/areas. The Contractor shall establish and implement methods of ensuring that all keys issued to the Contractor by the Government are not lost or misplaced and not given to an unauthorized person.
All persons assigned to this contract will legibly print their name and phone number and sign work orders or receipts. The Contractor shall be escorted at all times when in a secure area. If an escort for the
Contractor is required, it will be furnished by the facility custodian/manager or the security manager.
The Contractor shall clean his work area and dispose of all debris properly (off base). The Contractor shall return all Government property to the Government Technical Point of Contact (TPOC) only.

4.0 Minimum Personnel Qualifications
4.1 Licensing
All Contractor and subcontractor employees, engaged in the contract activities specified herein, must be licensed by the state, county, and/or local municipal authorities of the given work site.
This license pertains to those trades, crafts or professions, which require licensing by such jurisdiction. The license must be of a grade or level consistent with the requirement of the work being performed and/or as established by the appropriate jurisdiction(s). The Contractor shall provide an ongoing employee training program for their employees which shall include, but not be limited to technical training, safety training, and quality assurance/quality control training. This training shall be provided to the necessary personnel performing work under this PWS.
4.2 Certification
The Contractor must be certified to repair, retrofit, remove, construct, procure, install, drill, weld, hole-saw, cut-off saw and replace General Services Administration (GSA) locks, vaults, and security containers using but not limited to XO series locks, Kaba Mas, Sergeant and Green Leaf Locks, door handles, Cipher Locks, Lock Cores, manufacture and duplicate keys and perform any and all work associated with locksmith services. All material must be new. Used or refurbished material is not acceptable.
4.3 Compliance
The Contractor must comply with all Federal Specifications and Qualified Products Lists when servicing and replacing locking devices throughout this contract. The Contractor shall ensure that all employees are bonded and have all current and valid professional certifications and licenses before starting work, including GSA container certification (by MBA USA or Lockmasters Security Institute).
4.4 Conduct of Personnel
The Contractor’s personnel must comply with the rules and regulations of individual sites where work is performed. Failure to do so will result in the Government requiring the Contractor to remove the employee from the job site. The reasons for removal are misconduct; security violations; or being under the influence of alcohol, drugs, or other incapacitating agents. Upon determination by the Government, Contractor employees shall be subject to dismissal from the premises. Such action is necessary in the interests of the Government. The removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement to provide sufficient personnel to do the services as required by this Performance Work Statement (PWS).
5.0 Security
5.1 Facility Clearance
A facility clearance of the Contractor’s facility is not required for this contract. If contractors do not possess a facility clearance at the Secret level, all keys utilized to access secure spaces must be returned by the end of the working day to the Government Technical Point of Contact (TPOC).
5.2 Personnel Security Clearances
All Contractor personnel must possess, at a minimum, a FINAL U.S. SECRET security clearance. The
HQMC Security Office (Code ARS) will provide security classification guidance for the performance of this contract.
5.3 Installation Access
Contractor personnel or any representative of the Contractor, entering DoD facilities shall abide by all security regulations. They shall be subject to security checks according to Title 32, Code of
Federal Regulations, Part 40b, and Title 18 USC, Section 930. The Contractor shall be responsible for assuring all Contractor personnel authorized to do work under this contract obtain installation access.
The Contractor shall abide by each site’s access policies. As Quantico Marine Corps Base is one of the locations at which some performance may be required, the Contractor shall comply with Quantico
Marine Corps Base Order 4200.3, “Contractor Screening Policy,” which is an attachment to the contract.
When the employee no longer does work under the contract, the Contractor shall return Government furnished identification to the Government Technical Point of Contact (TPOC).
5.4 Vehicle Registration
Contractor personnel-owned or company-owned motor vehicles entering DoD facilities shall have a valid state license and shall be registered with the DoD site, if required. The Contractor shall register the vehicles before commencement of contract work. State license and registration shall be maintained current while the vehicle is in use at each DoD facility. Contractor personnel, operating motor vehicles on a DoD facility, shall have a valid state operator's license for the category of vehicle being operated. The drivers shall comply with Title 32, Code of Federal
Regulations, Part 40b regarding motor vehicle use at each installation. The Contractor shall provide transportation for Contractor personnel to and from local security installation sites.
5.5 Search and Seizure
Contractor personnel and property shall be subject to search and seizure upon entering a DoD facility, while at a DoD facility, and upon leaving a DoD facility in accordance with Title 32, Code of
Federal Regulations, Part 40b and Title 18 USC, Section 930.
6.0 Reports
6.1 Site Survey and Posture Reports
As necessary or as requested by the Government, the Contractor shall conduct an initial and subsequent site survey to collect information that shall be compiled into a single document with raw data that can be utilized to accurately demonstrate the posture of the facilities lock program.
The report shall include details about current site conditions that will affect performance of the lock to be installed, or of locks currently installed. The following information identifies the minimum requirements to be included in the survey/posture report.
6.2 Report Format
Cataloguing of ALL security locks for which the command is responsible. The catalog will list:

1. Building
2. Room Number
3. Door Lock or Safe Lock (Safe serial#)
d. Lock Installation Date
This report shall be delivered to the Government for review, validation and acceptance.
7.0 Security Lock Installation and Testing
The Contractor shall be responsible for the installation and testing of the installed lock at the
Government facilities. The Government will witness testing as a precursor to acceptance. The Contractor shall inform the Government of any widely known defects and recommend alternative options accordingly.
7.1 Installation
The Contractor shall be capable of providing complete installation of all lock hardware to include interfacing with a broad spectrum of doors and frames for a complete installation and operation of the lock.
7.2 Installation Tools and Permits
The Contractor shall supply all tools, equipment, and material necessary to perform installation tasks and is responsible for obtaining all permits, certifications and licensing associated with the installation of high security locks.
7.3 Installation Practices
The Contractor shall install all lock components and appurtenances, including Government furnished equipment (GFE) in accordance with the manufacturer's instructions (unless a deviation is approved in writing by the Contracting Officer), and shall furnish all necessary adjustments required for a complete and operable lock installation.
7.4 Replacement Parts
The Contractor shall review the applicable site posture report. Based on this review, the
Contractor shall recommend to the Government suitable quantities of spare parts and bench stock for various key materials and components required to perform rapid response maintenance on mission critical office spaces. Once the Government approves the list, the Government may procure these items and the Contractor shall store these items on or near the site specified by the Government Technical
Point of Contact (TPOC).
8.0 Preventive Maintenance
The Contractor shall perform preventive maintenance before a breakdown occurs. Preventive maintenance services are those services applied during and between operations to keep the hardware operating properly. Preventive maintenance inspections shall be performed no less frequently than recommended by the Original Equipment Manufacturer (OEM) or as requested by the Government
Technical Point of Contact (TPOC). Preventive maintenance shall include the running of integrity tests according to all applicable service manuals, lubricating, cleaning, and making corrective adjustments as necessary. Preventive maintenance plans/schedules will be reviewed and approved by Government. The
Government reserves the right to revise the frequency of preventive maintenance based on need and budgetary constraints. The Contractor shall integrate changes to the preventative maintenance schedules as defined and approved by the Government.
8.1 On-Call Maintenance
The Contractor shall perform on-call or unscheduled maintenance, as required and defined by the
Government Technical Point of Contact (TPOC), to place a piece of equipment in service after a failure or breakdown has occurred or for a new installation. On-call maintenance shall be performed after notification that equipment is inoperative or a location requires a new locking device. The Contractor shall provide the Government with a designated point of contact and make arrangements to enable its maintenance representative to receive such a notification or provide an answering service or other continuous telephone coverage to permit the Government to make contact within one (1) hours time. On-call maintenance service shall continue until the inoperable equipment is restored to an operable condition. For the purpose of this contract, normal working hours are 5:30 a.m. – 5:30 p.m. and non-working hours are 5:31 p.m. – 5:29 a.m. Monday through Friday. Weekends (Saturday and Sunday) and holidays are also considered non-working (overtime) hours.
8.2 Response to Service Calls
The Contractor shall provide varying response capabilities to service calls as specified in applicable DOD Regulations & Government requirements. A service call shall consist of prompt, on-site response between two (2) hours and twenty-four (24) hours depending on the urgency of the requirement. A service call is a verbal or written request (by telephone, e-mail, or otherwise) from the Government Technical Point of Contact (TPOC) or authorized representative. The call is to report a malfunction or maintenance problem. Service calls may require response by the
Contractor at hours other than those identified as site operating hours. The Contractor shall commit the appropriate resources necessary to accomplish the repair.
8.3 Warranty
The Contractor shall provide all pre and post installation services as necessary to maintain the integrity of the lock and lock foundation, e.g., Door, Safe. The Contractor shall provide a warranty on all workmanship for a period of one (1) year from the date of installation. If the Contractor is unable to provide such warranty, a waiver must be granted by the Government Technical Point of Contact (TPOC) or Contracting Officer. The warranty period shall begin after formal written acceptance of the installation. Tracking all installed equipment by make, model, serial number, location, date installed, date accepted, and anticipated life cycle replacement shall be an integral part of the warranty management and maintenance plans.
9.0 Safety
The Contractor shall provide for the safety and well-being of personnel employed in the administration of this contract. The Contractor shall implement a safety program for employees performing work under this contract.
9.1 Safety Requirements
All employees who will be supporting the Program shall meet the following requirements:
Shall have Personal Protective Equipment (PPE) when on site to include: safety glasses, reflective vest, safety helmet, and work boots.
9.2 Accident Reporting
The Contractor shall maintain an accurate record of accidents resulting in traumatic injury or death and accidents resulting in damage to Government property, supplies, and equipment. The
Contractor shall report accidents to the Government in writing within the time frame specified by
OSHA.
9.3 Occupational Safety and Health Act (OSHA)
The Contractor shall comply with the OSHA. Contractor personnel shall wear safety items required by OSHA during the performance of tasks requiring protective equipment or clothing.
10.0 Property
10.1 Tools and Special Testing Equipment
The Contractor shall furnish all tools, equipment, and material required to install, maintain and repair the locks and equipment defined in this contract. The Contractor shall have items sufficient for the normal maintenance and expedient emergency repair of the equipment covered under this contract.
10.2 Replacement Parts
The Contractor shall have readily available an adequate supply and/or supplier of emergency repair or replacement parts.
10.3 Property Storage
The Contractor is responsible for the storage of all equipment and materials associated with this
PWS. Any on-site or off-site storage space shall be furnished and maintained by the Contractor at his sole expense. All property stored by the Contractor shall be stored in accordance with the manufacturer's recommendations.
10.4 Disposal of Damaged or Removed Equipment
The Contractor shall be responsible for disposal of any parts or components associated with this
PWS during the performance of service calls.
10.5 Housekeeping Practices
The Contractor shall maintain work areas and occupied spaces, on Government facilities, in a neat, clean, and orderly condition. The Contractor shall promptly remove from the site all old parts or trash generated from a maintenance or repair activity. The Contractor shall adhere to all local, state, and federal environmental regulations regarding the handling and disposal of all cleaning fluids, solvents, and hazardous wastes.
11.0 Travel
Travel will not be reimbursed.

Only the Contracting Officer has the authority to authorize deviation from the terms and conditions of any resulting contract, including deviations from specifications and requirements. In the event the
Contractor does deviate, without written approval of the Contracting Officer, such deviations shall be at the risk of, and any cost related thereto shall be borne by the Contractor. 13.0 Requirement for Service Contract Act Compliance
This effort is subject to the Service Contract Act of 1965. Proposed labor rates shall be in compliance with the Service Contract Act and the Department of Labor wage rates. Reference: Department of Labor

14.0 DD Form 254 – DoD Contract Security Classification Specification. Attached to the RFQ is DD
Form 254. Upon award, the Contractor shall assist the Government Project Office in completing the DD
Form 254 by providing such information as the name, address, and zip code of their cognizant security office and any subcontractors they may have. If the Contractor does have subcontractor(s), the
Contractor will be held responsible for the performance of subcontractors. The DD Form 254 must be completed in order for the contractor to perform tasks aboard the Pentagon Reservation, Marine
Barracks 8 th &I, Marsh Center, Naval Support Facility- Arlington and the Wounded Warrior Building
Quantico.
15.0 Reporting Requirement
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Headquarters U.S. Marine Corps via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each
Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

QUALITY ASSURANCE SURVEILLANCE PLAN
1. Objective. This Quality Assurance Surveillance Plan (QASP) serves as the principal basis for assessing overall performance quality associated with the effort. This document will be used by the
Government to assess the effectiveness of the Contractor’s management and technical services. This
QASP provides the methodology by which the Contractor's performance will be monitored to determine compliance with established performance objectives and to establish performance benchmarks that ensure a quantifiable basis for measuring effectiveness. The plan is designed so that surveillance is limited to that which is necessary to verify the Contractor is performing management and technical services satisfactorily and relates directly to performance objectives of the performance objectives delineated in the PWS.
2. Government Surveillance. Administration and Resource Security Services and Programs Office will identify an individual to function as the Government Technical Point of Contact (TPOC) for this task, and her/his authority will be limited to administering specific technical aspects of the contract as set forth in the PWS and the Contractor’s accepted proposal. The TPOC will not provide direction that is outside the scope of responsibilities delineated under this contract.. The designated individual will:
Maintain a detailed knowledge of the technical requirements of the contract;
Document Contractor performance in accordance with the QASP;
Identify and immediately forward notifications of deficient, or non-compliant performance to the
Contracting Officer;
Approve priorities of support, resources, and associated schedules.
3. Surveillance Methods. Surveillance of Contractor performance is the method used by the
Government to determine whether the contractor is effectively and efficiently complying with all terms and conditions of the contract. In addition to statistical analysis, the functional expertise of the Technical
Representative plays a critical role in adequately evaluating contractor performance. The below listed methods of surveillance shall be used in the administration of this QASP.
Demonstration - A qualification method that is carried out by operation and relies on observable functional operation. It does not require the use of instrumentation or special test equipment;
Analysis. The quality of performance can be determined from Government or Contractor task-based, techniques, procedures, or from government observation of completed tasks. In some instances, reports may be available in the form of information, both verbally and written, on a contractor's performance against contract requirements. Reports generally provide information regarding various characteristics of tasks and can, therefore, be used to determine acceptability of a Contractor's performance.
Inspections: After each task is complete the Government Technical Point of Contact (TPOC) will inspect the job to ensure it is complete and acceptable to the customer.
4. QASP Evaluation Criteria. The Contractor is required to meet the following criteria to be in compliance with Headquarters Marine Corps locksmith requirements. The criteria are based on 2010, 2011, 2012, and 2013 evaluations of lock and safe issues. The Contractor criteria are as follows:
1. Required to have a security clearance of Secret or higher
2. Ability to receive a Pentagon contractor badge
3. The Contractor shall establish and have operational a 24-hour call-in phone number to receive and respond to service calls from the HQMC Project Office.
4. Unescorted response within 2 hours during off duty, weekends and holidays.
5. Availability 24 hours a day/ 7 days a week
6. Certified to inspect GSA approved containers after repair.
7. Have access and is able to process invoices in Wide Area Workflow
8. Able to communicate verbally and in writing with the Government Technical
Point of Contact (TPOC) and Contracting Officer.
9. Must have the required tools, equipment, and material to be able to repair, drill, and inspect GSA containers.
10. Must be knowledgeable with and comply with Department of Defense
(DoD)Manual 5200.01-V1 dated February 24, 2012 and Marine Corps Order
(MCO) 5530.14A.
11. The Contractor must be certified to repair, retrofit, remove, construct procure install, drill, weld, hole-saw, cut-off saw and replace General Services
Administration (GSA) locks, vaults, and security containers using, but not limited to
XO series locks, Sergeant and Green Leaf Locks, door handles, Cipher Locks, Lock
Cores, manufacture and duplicate keys and perform any and all work associated with locksmithing.
12. The Contractor must comply with all Federal Specifications and Qualified
Products Lists when servicing and replacing locking devices throughout this contract.
13. The Contractor shall establish and implement methods of ensuring that all keys issued to the Contractor by the Government are not lost or misplaced and not given to an unauthorized person. All persons assigned to this contract will legibly print their name and phone number and sign work orders or receipts.
14. The Contractor shall ensure that all employees are bonded and have all current and valid professional certifications/licenses before starting work.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAR 2015)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or http://www.acquisition.gov/
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;

Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

Subsidiary means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
Veteran-owned small business concern means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women;
and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
