This is a Request for Quotation (RFQ) for commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13, as supplemented with additional information included in this notice.

APPRAISAL OF FINE ART FOR THE
NATIONAL MUSEUM OF THE MARINE CORPS
1.0 Background.
1.1 The National Museum of the Marine Corps (NMMC) acquires, stores, preserves, and exhibits using fine art to tell the history of the United States Marine Corps through the medium of art from 1775 to the present. In addition to our mission to educate through artwork, we are required by Marine Corps Order 5750 (MCO) to loan original art to high ranking senior level offices of the Department of Defense (DoD), Department of the Navy (DoN), and United States Marine Corps (USMC) in the National Capital Region area. The loan of artworks to senior level DoD, DoN, and USMC offices is subject Inspector General (IG) inspections and investigations in the event that a work is damaged and/or missing. It is vital that borrowers understand the value of the works that are on loan to their office. The appraisal of the work is imperative for documenting values of these artworks for loan purposes, insurance, and documenting damages and/or conservation. The National Museum of the Marine Corps is an accredited museum with the American Alliance of Museums (AAM) and adheres to their strict museum standards and ethics. The NMMC is tasked with collections responsibilities to provide professional expertise and stewardship for the works of art accessioned in its collection while in storage, on exhibit, and those displayed at the Home of the Commandant of the Marine Corps, as part of these professional stewardship appraisals of the art collection is necessary and required.
The artwork within the collection has been created by 370+ artists, some of whom are well known, such as, John Clymer, Tom Lovell, Harry Jackson, and Howard Chandler Christy. The majority of the work was created by less well known artists, some of whom have never sold a single painting. The Curators maintain biographical data on most of the contemporary artists represented in the collection. The vast majority of the artwork in the collection was created by American Artists. Very few works were created by foreign artists from countries including, but not limited to, France, Korea, and Japan.
2.0 Scope.
This Statement of Work (SOW) establishes the requirement of the National Museum of the Marine Corps (NMMC) for an ongoing requirement for a Professional Art Appraiser in support of the Art Collection at 18900 Jefferson Davis Highway, Triangle, Virginia. The Art Storage Facility is located at 4022 Jefferson Davis Highway, Stafford, Virginia and a number of artworks are loaned to various offices at the Pentagon located in Arlington, Virginia. Appraisals are vastly recommended in order to maintain accreditation through the American Alliance of Museums and are necessary to insure works during transport to other museums/offices and establish value in the unfortunate event of loss. The Collection Rationale for the Art Collection has as its primary focus fine art documenting the creation and history of the Continental Marines and the USMC. This SOW authorizes the appraisal of works in the collection to establish replacement values for insurance and transportation requirements of the NMMC. The contractor will provide background information on each artist and painting, along with research methodology used to establish values, full description of each work appraised along with image and value. The contractor will be tasked with appraising artworks from the approximately 8,000+ original works of art, period lithographs, rare posters, two (2) dimensional images, and three (3) dimensional sculptures for insurance purposes. All questions that arise during the appraisal process that are not covered in this SOW, or other documentation attached to this contract, shall be directed to the Contracting Officer’s Representative (COR) for review. Contractor will provide appraisal reports to the standards of American Society of Appraisers (ASA), Appraiser’s Association of America (AAA), and International Society of Appraisers (ISA). Upon completion of the appraisal the COR shall be notified for final inspection and acceptance.
3.0 General Requirements.
3.1. The Contractor shall be required to make recommendations regarding appraisals and priorities, with the focus being to appraise as much of the collection as possible within the contract period of performance.
3.2. Due to time constraints, the Contractor may be required to perform appraisals based on information provided by the COR and/or Art Curators. This information will contain a scan of the work, condition report to include any conservation performed, artist, title, medium and support, caption information, dimensions, creation or circa dates when work was completed, and any other information deemed pertinent to complete an accurate appraisal of the artwork(s). The determination, on which art will be appraised by this method, will be made by the COR with input from the Contractor to determine if there is enough information to formulate a valid appraisal.
3.3. All certified appraisals will be submitted in writing and on a CD, with copies of associated reference materials, photographs, documents, etc. Appraisal document will include description of work appraised, image of work, dimensions, medium, and appraised value. This information for each work appraised with appraised value will be on the same page and subsequent pages, as needed, to make the information readily available to the curators. Contractor will provide methodology used to validate the appraisal.
4.0 Specific Requirements.
Most appraisal projects will range from 20 to 100 works of art. The Contractor will be required to review the work in the art storage facility unless the appraisal is based on information provided by the curator and/or COR, where upon the contractor will work from their office. Appraisals may also be completed by groups of various sizes, artists, or exhibits, each of which has a definite and custom requirement, as provided by COR.
4.1. Contractor must adhere to the professional standards established by the American Association of Appraisers (AAA), the American Society of Appraisers (ASA), and the International Society of Appraisers (ISA).
4.2. Contractor must produce appraisals that satisfy the highest standards required by the Insurance Underwriters and the Internal Revenue Service (IRS).
4.3. The contactor is required to make recommendations regarding appraisals and discuss appraisal priorities with the COR prior to beginning tasks.
5.0 Applicable Documents.
The following documents shall be made available for reference. Once works have been identified for appraisal, a list of works to be appraised will be provided to include condition, title, artist, date, dimensions, medium and support, catalog number, and any additional information the curators can provide to assist the appraiser to achieve a valid appraisal.
6.0 Government Documents and Publications.
Background material and/or exhibit history will be made available to the contractor for the works requiring appraisal, if that information exists. In some cases there will be minimal history on some works and artists. In this case the historical data that does exist will be made available to the contractor upon request.
7.0 Requirements.
7.1. The Contractor shall have not less than five (5) years’ experience in appraising fine art.
7.2. The Contractor will have not less than three (3) years’ experience in appraising military themed works of art.
7.3. The Contractor shall have a Bachelor’s degree or higher from an accredited university, additional coursework and/or certifications in valuing fine art, and be well versed in guidelines established in IRS Publication 561, Determining the Value of Donated Property.
7.4. The Contractor shall provide documentation as a certified, accredited appraiser, and a certified member in good standing with one (1) or more of the following Associations:
· The American Society of Appraisers (ASA)
· Appraiser’s Association of America (AAA)
· International Society of Appraisers (ISA)
8.0 Travel.
The Contractor shall be required to travel, as determined by the COR to review artworks for appraisal. This shall require travel to the Art Storage Facility located at 4022 Jefferson Davis Highway, Stafford, Virginia, and/or the National Museum of the Marine Corps located at 18900 Jefferson Davis Highway, Triangle, Virginia.
9.0 Quality Assurance Provisions.
Contractor must adhere to the professional standards set forth for the Appraiser’s Association of America (AAA), The American Society of Appraisers (ASA), and the International Society of Appraisers (ISA). Contractor must adhere to the guidelines and meet the requirements of the Internal Revenue Service (IRS) for the proper evaluation of donated property within IRS Form 561, Determining the Value of Donated Property.
10.0 Past Performance:
The contractor shall provide references for which they have performed work of similar size, complexity, and genre of military art. Each reference shall include the following information: Point of contact with telephone number, address, and email address, contract numbers and type of contract (if applicable), Brief synopsis of work performed for each contract referenced with name of institution/organization, type and number of works appraised.
Sample Work: Provide list of clients for whom appraisals have been completed for fine art.
11.0 Period of Performance.
The period of performance will be for one (1) base year and four (4) one year option periods, as exercised by COR.
Best Value Award
Technical is significantly more important than cost. As the technical differences narrow, cost becomes more important. The government will not make an award at a significantly higher overall cost or price to achieve only slightly superior technical features.
1. Evaluation Criteria - Technical Capability.
· Provide samples of appraisal capability. This is to be supplied along with the bid documents and created by the same person who will produce the appraisals for the artworks for this solicitation.
· Provide any additional materials the vendor feels will demonstrate their ability and understanding of the level of quality required for the appraisal of the artworks and/or demonstrates to NMMC the ability to carry out the project scope. This information will help to break ties between equally well-qualified bids.
2. Evaluation Criteria - Performance Execution and Management.
· Provide company portfolio and resumes of key personnel, including but not limited to, the owner, appraiser, and related assistants.
· Provide documentation of membership with The American Society of Appraisers (ASA), Appraiser’s Association of America (AAA), International Society of Appraisers (ISA).
3. Evaluation Criteria - Past Performance Provide a minimum of five (5) references, preferably organizational director or equivalent, who can attest to the quality of their work in this area. Each reference will include the following information:
· Point of contact with telephone number, email, and address.
· Contract number(s), type(s), and values.
· Brief synopsis of work performed for each contract referenced.
· Sample of completed appraisals
