STATEMENT OF NEED
GENERAL ALFRED M. GRAY MARINE CORPS RESEARCH CENTER (GRC)
MARINE CORPS UNIVERSITY
A. BACKGROUND. The Marine Corps Archives Branch maintains official and personal historical records of the United States Marine Corps. Its holdings include approximately sixteen million pages in its document collections. The collection continues to grow. The historical documents in the collection must be stored in archival materials to prevent the loss of this priceless historical material.
B. SCOPE. The purpose of this Request for Quotations (RFQ) is to obtain supplies to preserve historic archival material of the Marine Corps. Without these supplies, the collection will be vulnerable to deterioration and disrepair. The standards and specifications of these items are those observed by the National Archives and Records Administration, which the Marine Corps Archives works closely with and retires records for permanent retention. The Marine Corps Archives must conform to the NARA standards by the order NAVMC 5210.11E.
C. ORGANIZATION. General Alfred M. Gray Marine Corps Research Center, Marine Corps University, Training and Education Command, 2040 Broadway Street, Quantico, Virginia.
D. REQUIREMENT. The below items are needed to preserve archival materials.
Item No. 1. Standard Document Case with Pull Holes (Light Gray). Legal Size: 15.25” long x 5” wide x 10.25” high. Must be archives gray-white board. Must be sulfur-free with a minimum pH of 8.5 and a 3% calcium carbonate buffer throughout the sheet. Both gray outer-liner and white inner-liner must be lignin-free and conform to the ISO 14523 standard. The sheets must be 60 point caliper with a gray exterior and white interior. Archives board must have a basis weight of 200 lbs per thousand square feet and a Mullen bursting strength of 240 lbs per square inch.

Item No. 6. Oversized Storage Box, Archives Board (Light Gray). 25” long x 19” wide x 2.5” high. Must be archives gray-white board. Must be sulfur-free with a minimum pH of 8.5 and a 3% calcium carbonate buffer throughout the sheet. Both gray outer-liner and white inner-liner must be lignin-free and conform to the ISO 14523 standard. The sheets must be 60 point caliper with a gray exterior and white interior. Archives board must have a basis weight of 200 lbs per thousand square feet and a Mullen bursting strength of 240 lbs per square inch. Must be two-piece metal edged construction with a fully telescoping lid.
Item No. 7. Oversized Storage Box, Archives Board (Tan). 36” long x 25” wide x 2” high. Must be sulfur-free with a minimum pH of 8.5 and a 3% calcium carbonate buffer throughout the sheet. Archives board must have a basis weight of 200 lbs per thousand square feet and a Mullen bursting strength of 240 lbs per square inch. Must meet ISO 18916.
Item No. 8. CD Storage Box (Light Gray). 10” long x 6.25” wide x 6” high
Item No. 9. Phonograph Record Storage Box (Tan). 6” long x 13” wide x 13” high. Must be sulfur-free with a minimum pH of 8.5 and a 3% calcium carbonate buffer throughout the sheet. Must be lignin-free and conform to the ISO 14523 standard. The sheets must be 60 point caliper. Must be metal edged and be able to fit records in sleeves or original cardboard jackets.
Item No. 10. High Capacity Caliper Tan Archival File Folder. Legal Size: 9.625” x 14.75”. File folders must be made of sturdy .010 caliper paperboard. Folders must have a minimum pH of 8.5, 3% calcium carbonate buffer, no lignin or sulfur, and meet the ISO 14523 standard. Folders must have five scores in the center of the folder and the front drop must be .5” below the rear flap.
Item No. 11. High Capacity Caliper Tan Archival File Folder. Letter Size: 9.625” x 11.75”. File folders must be made of sturdy .010 caliper paperboard. Folders must have a minimum pH of 8.5, 3% calcium carbonate buffer, no lignin or sulfur, and meet the ISO 14523 standard. Folders must have five scores in the center of the folder and the front drop must be .5” below the rear flap.
Item No. 12. Tan Archival Map and Print Folder. 18” x 24”. Map and print folders must be made of sturdy .010 caliper paperboard. Folders must have a minimum pH of 8.5, 3% calcium carbonate buffer, no lignin or sulfur, and meet the ISO 14523 standard. Must be flush folded and folded along the long dimension.

Folders must have a minimum pH of 8.5, 3% calcium carbonate buffer, no lignin or sulfur, and meet the ISO 14523 standard. Must be flush folded and folded along the long dimension.
Item No. 14. Tan Archival Map and Print Folder. 36” x 48”. Map and print folders must be made of sturdy .010 caliper paperboard. Folders must have a minimum pH of 8.5, 3% calcium carbonate buffer, no lignin or sulfur, and meet the ISO 14523 standard. Must be flush folded and folded along the long dimension.
Item No. 15. Archival Quality Phonograph Record Storage Sleeves. 12” x 12”. Phonograph record storage sleeves must be made of sturdy .020 caliper paperboard with a circular identification cut-out. Folders must have a minimum pH of 8.5, 3% calcium carbonate buffer, no lignin or sulfur, and meet the ISO 14523 standard.
Item No. 16. 4 mil Archival Polyester Sleeves. Size: 5” x 7”. Envelopes must be sealed on two sides. Must meet ISO 18916.

Item No. 24. Archival Quality Video Cassette Case. Must be a one-piece case made from polypropylene. Must have two protective hubs to hold tape in place and be also be clear to contents of case can be seen without opening.
Item No. 25. Archival Gold DVD-R. 4.7GB. Disc’s reflective layer must be made with 24K gold instead of silver and has a maximum resistance to the harmful effects of oxidation. Must have a speed of 4X and can store up to 4.7GB.
Item No. 26. Preservation Quality Vented Film 16mm Cans. 400 ft. length. 7.5” diameter. Film cans must be made from inert polypropylene and vented to facilitate the circulation of air. Must be stackable.
Item No. 27. Preservation Quality Vented Film 35mm Cans. 1000 ft. length. 10.25” diameter. Film cans must be made from inert polypropylene and vented to facilitate the circulation of air. Must be stackable.
Item No. 28. Preservation Quality Vented Film 35mm Cans. 2000 ft. length. 14.9375” diameter. Film cans must be made from inert polypropylene and vented to facilitate the circulation of air. Must be stackable.
Item No. 29. 16mm Film Can Labels. Must be sized to fit on 16mm film can and guaranteed to adhere to polypropylene surface. Labels sheet must be sized to print on a laser printer.
Item No. 30. 35mm Film Can Labels. Must be sized to fit on 35mm film can and guaranteed to adhere to polypropylene surface. Labels sheet must be sized to print on a laser printer.
Item No. 31. Bond Paper. Letter Size: 8.5” x 11”. Must be white bond and acid free (pH level of 7.5).
Item No. 32. Bond Paper. Letter Size: 11” x 14.”. Must be white bond and acid free (pH level of 7.5).
Item No. 33. White Cotton Gloves. Size Medium. Must be made of soft white cotton and be machine washable and reusable.
Item No. 34. White Cotton Gloves. Size Large. Must be made of soft white cotton and be machine washable and reusable.
Item No. 35. Filmoplast Pressure Sensitive Linen Tape. Must be made of linen and have Acrylic pH neutral adhesive.
Item No. 36. 35mm Slide Pages. Size: 8.5” x 11”. Pages must be made of inert polypropylene that is clear and have a capacity of 20 items.
Item No. 37. 35mm Negative Preservers. Size: 8.5” x 11”. Pages must be made of Archival quality polyethylene and have continuous seams to prevent damage to negatives during insertion and removal.
Item No. 38. 4” x 6” Print Album Pages. Size: 8.5” x 11”. Pages must be made of inert polypropylene that is clear and have a capacity of six items. Must meet ISO 18916.
Quantities will remain at the same amount over the entire contract period.
E. COSTS. The maximum dollar value for one year is $30,000 while the total minimum dollar value for one year is $15,000. The contract total for the base year and 2 optional years with the maximum dollar value for 3 years is $90,000.
F. DELIVERY. Once the contractor receives an order against this contract, delivery is required within 2 weeks of contractor receipt.
G. EVALUATION CRITERIA. Evaluation will be done using Acceptable/Unacceptable, low cost basis. Contractor must provide literature to support their quote. One company will be selected for the entire contract.
CLIN MINIMUM/MAXIMUM QUANTITY AND CLIN VALUE
The minimum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not be less than the minimum quantity(s) and CLIN value(s) stated in the following table. The maximum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not exceed the maximum quantity(s) and CLIN value(s) stated in the following table.

52.204-9 PERSONAL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL (JAN 2011)
(a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
(b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:
(1) When no longer needed for contract performance.
(2) Upon completion of the Contractor employee's employment.
(3) Upon contract completion or termination.
(c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.
(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts when the subcontractor`s employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Basis for Contract Award:
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation (FAR) and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by the section on Instructions to Offerors of this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer shall contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
2. Evaluation Factors:
Factor 1 – Technical Acceptability: The Government will evaluate the Offeror’s technical proposal todetermine if it is technically acceptable in meeting all the requirements in the solicitation and Statement of Need with respect to quality products, services, and timely delivery.
Factor 2 – Price: The Government will evaluate the Offeror’s price quote for completeness and reasonableness by comparing to the Government Cost Estimate and the other competitive quotes.
3. Discussions: If during the evaluation it is determined to be in the best interest of the Government to hold discussions, Offeror responses to clarification/discussion notices will be considered in making the award decision.
4. Award Decision:
The award decision will be made as follows:
(1) Step One – Evaluate Technical Acceptability. The Government will assess the Offeror’s technical capability to satisfy the requirement. The Offeror’s technical proposal will be evaluated to assess the Offeror’s understanding of the Statement of Work (SOW), the Offeror’s proposed approach to the requirement, and that the Offeror has addressed all requirements in the SOW. The Technical Acceptability factor will receive a rating of acceptable or unacceptable. If the Technical Acceptability factor is rated “unacceptable,” the entire quote will be rendered unacceptable. Only quotes deemed technically acceptable will be considered for award. The ratings are defined in the following paragraphs:
(a) Acceptable: The quote meets all the requirements in the solicitation and Statement of Work (SOW). Only those quotes determined acceptable, either initially, or as a result of discussions, will be considered for award. Once deemed acceptable, all technical quotes are considered to be equal.
(b) Unacceptable: The quote fails to meet all the requirements in the solicitation and SOW. Quotes with an unacceptable rating will not be considered for award.
(2) Step Two – Evaluate Price. The Offeror’s price quote will be evaluated, for award purposes, based upon the evaluated CLIN price and total evaluated price. The CLIN price and total evaluated price must be determined to be complete and reasonable for award consideration.
(3) Step Three – Award Decision. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the determination of technical acceptability subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the Offeror’s quote to the terms and conditions of the solicitation. To determine the lowest evaluated price, the unit price for each of the 38 items in the Statement of Need will be added together. This will be done for the base and each option year. The total will be considered the “price” to be used as the basis of comparison.
The Government intends to evaluate quotes and award without discussions. Each offeror should submit its best quote, as the opportunity to submit a revised quote is not anticipated. If during the evaluation period it is determined to be in the best interest of the Government to hold discussions; the discussions will be held with only those offerors in the competitive range. Offeror responses to clarification requests, deficiencies identified, and the Final Proposal Revision (FPR), if any, will be considered in making the award decision.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.216-18 Ordering. (OCT 1995)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from May 1, 2013 through April 30, 2016.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c) If mailed, a delivery order or task order is considered "issued" when the Government deposits the order in the mail. Orders may be issued orally, by facsimile, or by electronic commerce methods only if authorized in the Schedule.

52.216-19 Order Limitations. (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $3,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor:
(1) Any order for a single item in excess of $30,000.00;
(2) Any order for a combination of items in excess of $3000.00; or
(3) A series of orders from the same ordering office within 90 days that together call for quantities exceeding the limitation in subparagraph (1) or (2) above.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above.
(d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 90 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-22 Indefinite Quantity. (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum". The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum".
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 12 months from the date of award unless the contract has been extended in accordance with FAR 52.217-8 or 52.217-9.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JUN 2012)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the Central Contractor Registration at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
