1.0 Scope

The scope of this effort is to provide program management, instructional services, administrative services, faculty development services, and curriculum development services for the modernization of SEBSP in support of the Marine Corps College of Distance Education and Training (CDET), Marine Corps University (MCU). This support is to be provided at the CDET Headquarters in Quantico, VA and at four regional campus and Staff Non-Commissioned Officer (SNCO) Academy locations: Marine Corps Base (MCB) Quantico VA, MCB Camp Lejeune NC, MCB Camp Pendleton CA, and MCB Camp Butler Okinawa Japan. (see Appendix A for a map of the regional areas).

1.1 Background

The MCU, CDET is located at MCB Quantico, VA. The CDET mission is to design, develop, deliver, evaluate, manage, and resource distance learning products and programs across the training and education continuum, in order to increase operational readiness. Since 2012 CDET has been modernizing enlisted PME programs to meet Commandant of the Marine Corps (CMC) directed requirements for ranks LCpl –GySgt or E-3 through E-7. In 2021 Commanding General (CG) Education Command (EDCOM) provided CDET direction to modernize the E-8 level PME program.

The current PME requirement for E-8 consists of a 5 day in person seminar. Given the E-8 learning outcomes and the modernization of the PME programs for E-3 through E-7, the current E-8 seminar curriculum and execution fails to foster the intellectual edge required of our senior enlisted leaders for success in increasingly complex, distributed, and fluid operating environments. Marine Corps University (MCU) offers a six-week resident Senior Enlisted Professional Military Education (SEPME) program aboard MCB Quantico. While SEPME achieves the MCU-designated learning outcomes for E-8s, it is neither available to the majority of the E-8 population nor a PME requirement. CDET’s solution is the SEBSP, a SEPME-like curriculum in a blended format available to all E-8s across the Total Force. The SEBSP is designed for delivery in two stages: an eight-week nonresident period followed by a two-week resident period. Stage one, the nonresident seminar (NRS) period, will be accomplished as an onsite or online seminar of up to fifteen students facilitated by an instructor. Students will complete the NRS during off-duty hour’s onsite at or near their primary duty station or online; NRS cohorts will meet one night per week, in person or virtually via the CDET virtual classroom. Each cohort will then transition to stage two, the final resident seminar (FRS). The FRS will occur over two weeks at a SNCOA at the following MCU regional campuses: MCB Camp Pendleton, CA; MCB Camp Lejeune, NC; MCB Quantico, VA; and MCB Butler, Okinawa, Japan. To allow for maximum participation in the program a separate 18-week SEPME Online only seminar option will be available by exception to those stationed in billets and areas where participation in the BSP is impossible.

In order to facilitate consistency in delivery and to ensure quality of instruction, CDET has established regional offices, each managed by a Government Regional Director (RD). Each RD is responsible for managing their office and providing educational support to the students and unit commanders in their region. RDs will coordinate with the base, stations, and SNCO Academies within their region for the classroom facilities to conduct the seminars. At full operational capability (FOC), this program is expected to support a maximum of up to 1080 seats available through the BSP and up to 110 through SEPME Online. Calendar Year 2023 capacity will be 540 through the BSP and 0 through SEPME Online. CY 2024 capacity will meet FOC requirements. See specific support in Ch. 3.

The Government will provide the following services and facilities in support of the CDET regional offices:

· Adequate office and storage space for personnel, courseware and materials.

· Adequate space for personnel is defined as the following: Up to XX spaces at Bldg 2076 MCB Quantico VA supporting the Quantico regional office or similar space.

· Up to XX spaces at Bldg 3078, MCB Quantico VA Supporting Enlisted College

· Up to XX spaces at Bldg 407, MCB Camp Lejeune, NC, supporting the regional office.

· Up to XX Spaces at Bldg 22181, MCB Camp Pendleton, CA; supporting the regional office.

· Up to XX spaces at Bldg 5674, MCB Camp Butler, Camp Foster, in Okinawa, Japan.

· An RD (Government employee) will manage each regional office.

· Essential environmental services such as lighting, electric, heating and air conditioning.

· Furniture and standard telephone services.

· Access to Marine Corps Distance Learning Network (MarineNet E-learning Ecosystem including the CDET Learning Support System (LSS) and virtual classroom. The Current CDET LSS is Moodle and the current virtual classroom is Adobe Connect.

The Government will provide Common Access Card (CAC) cards for all contractors that require access to the Government network and restricted Public Key Infrastructure (PKI) sites.

The Government will evaluate the contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP). The COR will perform a Quality Assurance Review with the contractor on a monthly basis.

In accordance with Headquarters, United States Marine Corps issued guidance relative to Homeland Security Presidential Directive – 12 (HSPD-12), all personnel must meet eligibility criteria to be issued a CAC. In order to meet the eligibility criteria, contractor employees requiring a CAC must obtain and maintain a favorably adjudicated Personnel Security Investigation (PSI). Prior to authorizing a CAC, the employee’s Joint Personnel Adjudication System (JPAS) record must indicate a completed and favorably adjudicated PSI or (at a minimum) that a PSI has been submitted and accepted (opened). The minimum acceptable investigation is a T-1 or a National Agency Check with Written Inquiries (NACI). If a contractor employee’s open investigation closes and is not favorably adjudicated, the CAC must be immediately retrieved and revoked. CACs are not issued for convenience.

Facility Security Officers (FSOs) are responsible for notifying the Contracting Officer’s representative (COR) and the MCU Security Office within 24 hours of notification if any contractor performing on this contract receives an unfavorable adjudication after being issued a CAC. Each CAC is issued with a “ctr@usmc.mil” e-mail account that the individual contractor is responsible to keep active by logging in on a regular basis (at least twice a month), sending an e- mail and clearing any unneeded e-mails. Contractors issued a CAC are prohibited from “auto- forwarding” e-mail from their .mil e-mail account to their .com e-mail account. If the “ctr@usmc.mil” e-mail account is not kept active, G-6 will deactivate the account and the CAC will also lose its functionality. Contractor employees shall solely use their government furnished “ctr@usmc.mil” e-mail accounts for work supporting the USMC, conducted in fulfillment of this contract, and shall not use a contractor supplied or personal e-mail account to conduct FOUO government business. The use of a contractor or personal e-mail account for contractor business or personal use is allowed, but only when using cellular or a commercial internet service provider.

If a contractor loses their eligibility for a CAC due to an adverse adjudicative decision, they have also lost their eligibility to perform on this contract.
