PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
360-DEGREE LEADERSHIP REVIEWS
1. General. This is a non-personal services contract to provide 360-degree leadership reviews. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Introduction. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform 360-degree leadership reviews as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.
1.2. Background. 360-degree feedback, also known as multi-rater feedback, multi-source feedback, 360-degree review, or multi-source assessments, is a process through which feedback from an individual’s subordinates, colleagues, and supervisors, as well as a self-evaluation by the individual themselves is gathered. Such reviews can also include, when relevant, feedback from external sources who interact with the individual, such as customers and suppliers or other interested stakeholders. 360-degree feedback is so named because it solicits feedback regarding an individual’s behavior from a variety of points of view (subordinate, lateral, and supervisory). These points of views are collectively categorized as raters, feedback providers, or reviewers. 360-degree feedback may be contrasted with “downward feedback” (traditional feedback on work behavior and performance delivered to an individual by their supervisor, or “upward feedback” delivered to a supervisor by subordinates only.
Industry and academia has concluded that adopting the 360-degree review approach is superior to other traditional forms of evaluation and feedback for evaluating an individual’s performance. When successfully implemented, this method initiates a vast positive change and provides a more efficient, thorough, and accurate assessment of performance reviews. More than 85% of Fortune 500 companies have adopted a form of 360-degree review to improve their workforce. Due to industry’s focus on 360-degree reviews, the Department of Defense and the services are assessing how to implement, or have implemented, 360-degree reviews within the department or specific service.
The Marine Corps doctrine currently emphasizes self-awareness and understanding of an individual leader’s strengths and weakness. Marines receive training on professionalism, morality and ethics, self-awareness and unconscious bias. However, these do not provide Marines feedback from subordinates, peers and superiors on how their leadership is perceived. A 360-degree leadership review is recognized as effective method at developing better leaders. The United States Navy and the United States Army currently utilize 360-degree assessments to evaluate prospective commanders.
In a 1 April 2016 memo, the Secretary of the Navy directed the development of an implementation plan for a Department of Navy-wide program that uses innovative personal assessment mechanisms called Full and Inclusive Reviews (FAIR). Part of FAIR is the execution of 360-degree assessments in Navy’s fleet-centered leadership development program. The program includes: continuing the current process of conducting 360 degree assessments in the Prospective Executive Officer and Prospective Commanding Officer courses; continuing the current process of conducting 360 Degree Assessment for Flag Officers; and conducting a critical analysis of the existing surveys and establish survey criteria that will enable the accomplishment of the requirements set forth by SECNAV. The analysis criteria includes: the most appropriate survey vehicle that generates meaningful feedback; the ideal timing of assessment administration; the best and most efficient method to provide assessment feedback to the service member; the process by which the program is managed and documented; and the financial costs of expanding the existing program and sustaining it.
The Commandant of the Marine Corps (CMC) tasked the Deputy Commandant, Manpower and Reserve Affairs with the development and implementation of 360-degree reviews within the Marines Corps. The CMC’s published posture statement on 29 April 2021 stated “We are currently reviewing the efficacy of implementing a 360-degree review for all lieutenant colonels and colonels eligible for command selection…”
The Marine Corps is initially focusing reviews on Marines eligible for selection and those selected for colonel and lieutenant colonel command positions with the option to expand to include Marines in senior leadership billets (e.g. Sergeant Majors, Master Gunny Sergeants, etc.). The Marine Corps will implement 360-degree leadership reviews via a trusted third-party who will coordinate survey execution and data analysis. Data will reside with the third-party and access to the data will remain with the individual completing the review.
1.3. Objectives. The purpose of implementing a 360-degree leadership review program is to provide command personnel with empirical feedback to improve their leadership effectiveness while informing the institution on trends in leadership qualities and traits.

Quoters are to include a narrative of its pricing methodology / basis of pricing. Quoters are to provide unit pricing and extended pricing for all contract line item numbers (CLIN), with prices not exceeding two (2) decimals.
CONFIDENTIAL INFORMATION. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes/proposals submitted to federal agencies. If a quoter’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5 USC 552(b)(4)), the quoter should mark its submissions in the following manner:
The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. 52.212-2 ADDENDUM
EVALUATION – COMMERCIAL ITEMS
The Government intends to make a single award under this solicitation to the responsible quoter whose quote demonstrates an understanding of and an ability to meet all the requirements set forth in the Performance Work Statement (PWS). Therefore, quotes proposing less than the entire effort specified herein shall be determined unacceptable and may be removed from consideration for award.
BASIS OF AWARD. A comparative evaluation of quotes will be performed in accordance with FAR 13.106- 2(b)(3). A comparative evaluation entails comparing each technically acceptable quote to another technically acceptable quote to determine which quote provides the best benefit to the Government. The Government is not bound to make award to a quote that exceeds the requirement if it provides no benefit or value to the Government.
It is the intention of the Government to award a single award Firm-Fixed-Price contract resulting from this solicitation. The quote will demonstrate it is in compliance with the requirements, terms, and conditions of the RFQ.
Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the quoter’s understanding of and capability to accomplish the PWS requirements.
EVALUATION CRITERIA. The Government will evaluate the quoter’s quote to determine the extent to which the quoter has demonstrated its ability to accomplish the tasks listed in the PWS, as outlined in 52.212-1 Addendum, Instructions to Quoters.
The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum. The Government is not required to select a response that exceeds the minimum. Responses may exceed the requirements, but must at a minimum meet the solicitation’s statement. The Government is not requesting or accepting alternative quotes.
The following evaluation factors shall be used to evaluate the quote:
FACTOR 1: TECHINCAL CAPABILITY.
The Government will assign the quoter’s Technical Capability a rating using the following table:
Rating Description Acceptable Quote indicates adequate experience and understanding of the requirements Unacceptable Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.
Quoters will be evaluated on:
- Government experience (and their subcontractors, if applicable) with projects similar to that of the PWS;
- Understanding and capability to accomplish the requirements of the PWS, as demonstrated by how its experience could benefit the Marine Corps’ leadership program.
The Government may use information such as DoD PPIRS, SPRS and FAPIIS data available from Government sources to evaluate a Quoter's past performance.
FACTOR 2: PRICE.
The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.
In order to be considered for award, the quoted price must be determined to be fair and reasonable. Price analysis techniques set forth in FAR 13.106-3 will be used to determine whether the quoted price is fair and reasonable.
Completeness and Accuracy. The Government will review the quotes for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.
