Section C - Descriptions and Specifications
PWS
1 Introduction Marine Corps Recruit Depot-Parris Island, SC (MCRDPI) intends to award a Firm Fixed Price contract with a Base Period of (12) months and four (4 ) twelve month Option Periods to support the MCRDPI requirement for Musical Services in support of MCRDPI Catholic Services.
1.1 Background
The requirement for a musician to perform during Sunday Catholic Mass for Recruits and Permanent Personnel on a recurring basis. Performance occurs weekly on Sunday for both Recruits and Permanent Personnel. In addition, there is a requirement for special services support. These “special” services are not recurring and may be needed without periodically throughout the performance period.
1.2 Scope
This requirement entails weekly Catholic Service performances for both Permanent Personnel and Recruits. For recruits, these performance are on Sunday, 8:00 AM – 9:00 AM; for permanent personnel, these performances are 10:30 AM - 11:30 AM, Eastern. Additionally, there is a requirement for special services with a quantity of up to five (5)/each for both Recruits and Permanent Party.
2 General Requirements
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of the contract and its personnel. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement.
The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a designated representative to serve as a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders.
2.3.3 Personnel Administration
The contractor shall provide the following management and support as required. The contractor shall maintain the currency of their employees required education, training and experience by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for employees.
The contractor shall provide necessary infrastructure to support contract tasks. The contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).
2.4 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. Any subcontracted musician must be vetted and approved by the Command Chaplain or representative.
2.5 Contractor Personnel Qualifications
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task.
2.5.1 Minimum Qualifications:
2.5.1.1 Minimum, one-year practical experience as a musician in traditional and contemporary Catholic worship music.
2.5.1.2 Shall be able to read music.
2.5.1.2 Shall be proficient in traditional and contemporary Catholic worship and music.
2.5.2 Auditions
As part of the initial source selection for this PWS, an audition will be held for any interested contractors. Details of this audition process can be found in Section L of the solicitation. Contractor/Musician shall demonstrate through an audition and interview with the Command Chaplain or representative, a proficiency/competency in organ/keyboard/piano, musical interpretation, and musical performance. This auditioned musician shall be the approved musician(s) for the contractor. After contract award, any submitted musician change by the contractor must re-audition. Auditions and interviews will take place in the All-Weather Training Facility. Time, dates and music selections will be forwarded to the interested contractor. The contractor is also required to provide a personal vitae which describes past experiences that qualifies the musician for the contract. Also, as part of the audition process, the interested contractor must be available to attend the first Sunday Catholic service thereafter.
2.6 Location and Hours of Work
2.6.1 Locations

2.6.2 Hours of Work
Each service last approximately 1 hour. Special service typically longer and may last up to 2 hours..
Standard Work Hours for Religious Ministries Center (RMC): 8:30 a.m. – 4:30 p.m. Monday thru Friday.
3.0 Objectives and Tasks
3.1. Administer the musical program for both standard and special services in support of the MCRDPI Catholic congregation
3.1.1 Collaborate with the assigned Catholic Chaplain or contract priest, RMC Government Representative to define the musical program.
3.1.2 Provide organ/piano music for Sunday services beginning at 08:00 a.m. for Recruits, and 10:30 a.m. for Permanent Personnel.
3.1.3 Provide organ/piano music for up to five (5) special services defined in the musical program. Special services may include, but are not limited to: Ash Wednesday, Holy Thursday, Good Friday, National Prayer Breakfast, Christmas Eve, Christmas, and Memorial Services.
3.2 Execute musical programs for the Catholic Services
3.2.1 Arrive at a minimum of fifteen (15) minutes prior to the beginning of all services and remain in the worship service space through the completion of each service. Anticipated duration of services is sixty (minutes)/each.
3.2.2 In the absence, find appropriate coverage mutually agreed with the assigned Catholic Chaplain or contract priest, and communicated in advance to the Assistant Chief of Staff, Religious Ministries and the RTR Chaplain, MCRDPI Regional Contracting Office.
3.2.3 Submit invoices monthly through IRAPT IAW DFAR 252.232-7006, and provide a consolidated verification of services performed, initialed by the cognizant Staff Chaplain on a monthly basis, to the RMC Government Representative, for payment approval.
3.3 Maintain Music Library and Monitor Condition of Instruments
3.3.1 Develop and maintain a music library
3.3.2 Monitor the condition of all instruments used by the Catholic congregation and recommend necessary purchase, maintenance and tuning of all musical instruments
3.3.3 Each year, prior to the beginning of the option period, the contractor shall submit an anticipated music spending plan for the upcoming fiscal year that will include song titles, projected costs and recommended suppliers of needed music and supplies to the RMC Government Representative.
3.3.4 Upon completion and/or termination of the contract, the Contractor shall provide all records, inventories and other turnover items to the RMC’s Government Representative.
4 Special Requirements This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1 Base Access
4.1.1 Section G of the SF1449 will have the current base access requirements for MCRDPI.
4.1.2 Base access requirements and procedures may change during the term of a contract. The contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification.
4.2 Government Furnished Materials: TO BE INCLUDED IN THE CONTRACT

4.3 Quality Assurance Surveillance Plan (QASP)

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

SERVICE CONTRACT REPORTING
Services Contract Reporting (SCR) requirements apply to this contract. The contractor shall report required SCR data fields using the SCR section of the System for Award Management (SAM) at the following web address: https://sam.gov/SAM/ .
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

1. Solicitation number M00263-23-Q-0008 is issued as a Request for Quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. This solicitation is an 100% Small Business Set-aside, and the North American Industrial Classification System (NAICS) code for this requirement is 711130 with a size standard of $13,000,000.
2. Any/all questions regarding this RFQ shall be received no later than 3 days before closing date / 11AM Eastern.

52.204-20 Predecessor of Offeror (AUG 2020)
(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means--
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.
Predecessor means an entity that is replaced by a successor and includes any predecessors of the predecessor.
Successor means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term “successor” does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 1 day provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days) before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance, and other factors considered. The following factors shall be used to evaluate quotes:
1. Price;
2. Past Performance: The apparent successful, prospective contractor must have satisfactory or neutral past performance. Past Performance shall be evaluated in accordance with FAR 13.106-2. The Supplier Performance Risk System (SPSR) application (https://www.sprs.csd.disa.mil) will be used in the evaluation of suppliers’ past performance in accordance with DFARS 213.106-2(b)(i).
3. Other Factors: Contractor’s quoted supplies or services shall, at a minimum, meet the salient characteristics, specifications, deliverables, or performance requirements outlined in the solicitation.
In accordance with FAR 13.106-2(b)(3), the government will conduct a comparative evaluation of quotations based on price and other non-price factors. The Government will first eliminate unacceptable quotations; the remaining quotations will be arranged from lowest price to the highest price. If there are more than two (2) quotes, the Government will conduct a comparative assessment of at least the two (2) lowest price quotes. The award will be made to the offeror’s whose quote is determined to have both a fair & reasonable price and to be the most advantageous to the Government.
