Questions and Answers Question #1: Will mildly used washers and dryers be acceptable or only brand-new units?

Answer #1: Only used washers and dryers accepted would be at the beginning with the existing ones staying in place during the phasing plan.

Question #2: Are there any existing washers and dryers currently in the facilities which will require removal? If so, will these assets require storage or disposal? If disposal is required, what is the desired method (i.e. off-base recycling center, base DRMO)?

Answer #2: Yes, existing machines are in place. Upon contract being awarded, contractor takes ownership of the machines and can utilize those during the phasing-in plan of the new machines. Removal and disposal is the responsibility of the contractor; storage on base after the phasing-in plan period is not permissible.

Question #3: What is the power source/voltage for the washers and dryers? Also, will they require to be electric or gas?

Answer #3: Electric: Updated PWS has table with specs on machine and drum size and drainage and voltage/amps/wattage for power.

Question #4: When repairs are required, is the response time ten (10) days upon notification then three (3) days to repair once notified?

Answer #4: PWS details (2) days from notification of company to have representative on site to conduct analysis and (3) days to conduct repairs.

Question #5: Would you prefer top-loading or front-loading units?

Answer #5: Front-loading units.

Question #6: Would you prefer stacking or stand-alone units?

Question #7: Just talked to Alliance Laundry (Speed Queen) and they tell me that your specifications for commercial washers and dryers should be for Industrial washers and dryers. Please clarify.

Answer #7: Industrial washers and dryers. Similar to those found in laundromats. Capable of running multiple cycles per day.

Question #8: I cannot quote this govt. solicitation until the contracting officers write the specs correctly to include correct complete specifications. They have written this as a request for standard commercial home-style equipment and it is my understanding they are looking for industrial equipment. They will need to include all complete specifications to quote the correct equipment. (hard-mount or soft-mount washer extractor, control option, drain option and drainage clearance, voltage requirements, etc.. for tumblers they need to confirm control option, heat source, reversing or non-reversing cylinder, complete voltage requirement, is make-up air sufficient for installation location(s), etc…). If hard-mount washer extractors are chosen, install requirements must be met. The solicitation should also include further clarity on removal requirements for existing equipment currently installed.

Question #9: Is this contract replacing an older contract that is expiring?

Answer #9: No current contract in place for the industrial machines.

Question #10: If so, who is the incumbent and what is the contract number?

Answer #10: N/A Question #11: We have observed that similar contracts have a longer planned full contract period. What is the basis for one initial contract year and one contract option year?

Answer #11: Basis was to line up a separate, existing contract for machines located in other buildings on base. However, after consideration, the contracts will remain separate for the foreseeable future due to the difference in types of machines (industrial vs. residential). Therefore, we are willing to offer (4) contract option years, instead of the (1).

Question #12: Please provide the number of IPSO washers and CISSELL dryers that are presently installed in each building by floor?

Answer #12: 16 IPSO washers and 16 CISSELL dryers located in Bldg. 7022; 4 each per floor.

Question #13: Making Repairs- contractor has two days from notice of repair needed to evaluate problem. After evaluation, the contractor has one day to make repair is this correct?

Answer #13: (2) days from notice to evaluate and (3) days to complete repairs.

Question #14: If repair requires ordering a part that is out of stock will additional time be granted to make repair?

Answer #14: Yes, with coordination with COR.

Question #15: Is the Marine Corps responsible for keeping the dryer vents clean and the dryer lint filter cleaned?

Answer #15: Yes. Dryer vents and lint filters will be cleaned by the government.

Question #16: Is the Marine Corps responsible for keeping the washer drains clear so they do not overflow?

Answer #16: Yes. The government will keep the washer drain clear.

Question #17: Can the bid be FAXED? If yes please provide FAX number.

Answer #17: No faxed in bids will be accepted.

Question #18: Will the laundry rooms be open and accessible to the repair person. If not what is the procedure to gain entrance?

Answer #18: Coordination for access to the buildings should be done through the COR (Depot Supply).

Question #19: The present IOSO washers and CISSELL dryers that are in the buildings are rated as 35 lb. capacity. The solicitation requests a minimum of 28 to 30 lb. capacity. Will the requirement for the new units be 28 to 30 minimum capacity for all 60 washers and 60 dryers?

Answer #19: The PWS has been updated to reflect ratings and capacity similar to the machines currently in the buildings.

Question #20: Do you require American Made equipment?

Answer #20: Yes.

Question #21: Will the Contractors repair personnel be able to obtain a yearly badge/pass to make entrance to Parris Island quick and easy?

Answer #21: Yes. Base access procedures has been updated on the PWS, per the latest information from the Depot Security Manager’s Office.

Question #22: Can we extend the term of the lease to 5 years which is more in line with industry standard (base Plus 4)?

Answer #22: Yes. We have updated the RFQ to include a Base Year and 4 Option years for a total of 5 years.

Question #23: Since we can’t get new machines installed by January, can we move the date of acquisition back or are there other alternatives as we need lead time to build the equipment? We understand that the contractor who wins the bid acquires possession of the machines that are currently on site. This means that we are responsible for the machines in terms of their maintenance beginning in January 2022. For the currently installed machines, we can incorporate a maintenance program, but existing damage needs to be accounted for. As repairs are made, will we be able to invoice for parts/labor?

Answer #23: PWS updated to reflect 60-90 day period for phase-in plan from day contract starts. Machines currently in place can remain in place while the phase-in plan is executed, with parts/labor invoiced to keep existing machines functioning.

Question #24: As phase in occurs, is there a staging location that we can use to place a container to load the old equipment into? We understand that It would be out own responsibility to ensure the container is secured. We also understand that the storage of the old machines is not a long-term agreement and that we would have a pre-determined timeframe to remove the old machines from the base.

Answer #24: 60-90 days for the phase-in plan to be complete, to include removal of old machines. Coordination for staging area will be done through COR, Depot Supply. Locations can be set aside to provide contractor with area for staging.

Question #25: According to the RFQ, the recruits can’t be without machine for more than 24 hours. Can we extend that time to 48 hours in order to properly install the new equipment? We must allow the grout to dry, etc., so we need more time for proper installation.

Answer #25: Phasing will have to occur during off-cycle training for each building. While recruits are in training, they require functioning machines every day.

Question #26: Are the phase in windows only allowed between training cycles or are we able to install machines while training is in session?

Question #27: After the term of the lease and the bid is opened again, will we be able to re-negotiate the lease terms at a reduced rate in order to encourage the machines to remain on premises vs. the government negotiating a new lease for new machines when the existing machines are still in top notch condition; this is assuming our “grades” are good in terms of our overall performance? In other words, since we are a SDVOSB, would a consideration be made to sole source the contract for the next 5-year term?

Answer#27: The Government’s intent at the end of this contract is not know at this time. However, if lease services are still needed, during acquistion planning, all contracting strategies, to include sole source, will be considered.

Question #28: Does the contract only involve the maintenance of the machines? Vent cleaning and removal of debris from the gravity fed drain is performed by the base facilities personnel…correct?

Answer #28: Yes. See Answer #15 and #16.

Question #29: It appears the answers to our questions are not available yet.

With the upcoming Thanksgiving Holiday next week, we are asking for an extension on submitting an offer.

Answer #29: As of this amendment we will extend the closing date to December 6, 2021 at 11:00 A.M Eastern.

Question #30: There seemed to be a bit of confusion about the use of laundry bags inside the Washers and Dryers. Do the recruits use laundry bags; regularly, occasionally or not at all?

Answer #30: Laundry bags are no longer authorized. Our users have been instructed to put loose clothing in the machines.

PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) Washers & Dryers Lease with Preventative Maintenance and Repair Service

1.0 Introduction

Historically, the United States Marine Corps has provided washers and dryers for both military training personnel and military recruit personnel for the Marine Corps Recruit Depot, Parris Island South Carolina (MCRDPI). It has been determined that the most advantageous method of fulfilling this requirement for the Government is to lease. The Government is soliciting a service contractor to provide industrial washers and industrial dryers lease at the Marine Corps Recruit Depot, Parris Island, SC (MCRDPI), in a manner that is consistent with the service level outlined in this PWS.

2.0 Scope of Requirements

To provide 60 leased industrial electric washing machines and 60 leased industrial electric dryers. These quantities will be required for the beginning of the Base Year. The contractor shall provide all necessary personnel, equipment, tools, materials, equipment maintenance, and replacement/repair parts to install and maintain the washers and dryers in good operating condition as set forth in the terms and conditions of this contract. Washers and dryers shall be maintained in accordance with manufacturer's recommendations and standard industry practices. The Contractor shall utilize ENERGY STAR products, as specified at www.energystar.gov/products.

3.0 Contractor Personnel

All repairs shall be performed by an authorized/certified servicer/repair technician(s), as applicable. Contractor employees shall be proficient in their assigned tasks, present a neat appearance, and be easily recognized as contractor employees; by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges. No item of military clothing or clothing resembling military clothing may be worn. All employees of the contractor must be able to read, write, and understand English. It is the responsibility of the contractor to comply with all applicable laws regarding the hiring of individuals that are not U.S. citizens. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest nor shall the contractor employ any person who is an employee of the United States Marine Corps, either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulations.

3.1.1 Contractor Manager

The contractor shall provide a Contract Manager who shall be designated as the primary point of contact (POC) and who shall be responsible for the daily performance of the contract. The Contract Manager shall have work experience and operations capabilities. The Contract Manager and alternate(s), who shall act for the contractor when the Contract Manager is absent, shall be designated in writing within seven (7) days after award of the contract. The contract manager or alternate shall be available during normal work hours to meet on the installation with Government personnel to discuss problem areas.

3.1.2 Subcontract Management

The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to, and approval of, Base Security and the Contracting Officer. Cross teaming may or may not be permitted.

3.2 Management and Quality Control

The Contractor shall be responsible for the management and quality control actions to meet the terms of this contract The Contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contracting Officer’s Representative (COR) will make periodic inspections to evaluate the performance objectives.

3.2.1 The finalized QCP shall be submitted by the Contractor for acceptance by the Government within thirty (30) calendar days after award of contract. The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance. The Contractor then shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the Contracting Officer for review no later than 10 working days prior to effective date of the change. The QCP shall be subject to the Governments review and approval. The Government may find the QCP "unacceptable" whenever the Contractors procedures do not accomplish quality control objective(s). The Contractor shall revise the QCP within 10 working days from receipt of notice that QCP is found "unacceptable."

3.3 Quality Assurance Evaluations

3.3.1 The COR is designated by the Contracting Officer to perform technical surveillance and receive any deliverables in compliance with the PWS.

3.3.2 The above paragraph is in no way authorizes anyone to make changes in the scope, price, term or conditions of the contract without the written concurrence of the Contracting Officer.

3.3.3 The responsibility for inspection and acceptance of the lease services furnished under this contract rests with the COR, or in his absence his authorized representative(s). Inspection and acceptance of all lease services will be accomplished at the end of each month during the period of performance.

3.4 Contractor Unauthorized Work Performance. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor.

4.0 Specific Tasks

4.1.1 The contractor shall take ownership and responsibility of existing machines in place. The contractor shall be responsible for thedelivery, installation, , removal, and relocation of contractor furnished washers and dryers. The washers and dryers will be utilized in a barracks environment. It should be noted the machines will undergo extremely heavy use by service members. The young men and women at Parris Island are involved in a rigorous and demanding training program that involves frequent physical exercise and field training. Accordingly, the equipment offered must effectively clean heavily soiled clothing and also be able to sustain frequent use.

4.1.2 Most washers/dryers will be located in three deck buildings, which have laundry rooms in designated areas on each deck.. There are no elevators.

4.2 Washer and Dryer Specifications

4.2.1 Washer specifications. Contractor shall provide washers in accordance with the following specifications:

4.2.2 Dryer specifications. Contractor shall provide dryers in accordance with the following specifications:

4.3 Condition of Washers/Dryers

All machines shall be new at time of initial installation. Replacement equipment shall be no older than 2 years old and the same size and color as the original equipment.

4.4 Lease Requirements

The government, at a monthly rate per appliance, shall lease appliances. Lease occurring during the month of delivery of any appliance and the month of return of any appliance to the contractor shall be prorated based on a 30-day month. Monthly leases shall be invoiced at the end of each month. Any invoice for less than a month shall be prorated on the basis of 1/30 of the monthly rate, per day, for the number of days covered by the invoice.

5.0 Labeling and Identification of Washers and Dryers

5.1.1 Each washer and dryer shall have a repair service identification label or plate that cannot be easily torn off or destroyed by water, detergents, and/or bleaches. The contractor shall be responsible for maintaining legible machine repair identification labels or plates at all times. All appliances shall be identified as property of the contract.

5.1.2 The contractor shall ensure that all washers and dryers are labeled no later than 30 days after placement of washers and dryers. The contractor shall prepare and submit to the COR a complete listing of all washers and dryers that shall include the machine's serial numbers, building locations, and date of installation. The listing shall be submitted in electronic format no later than 45 days after the start date of the contract.

6.0 Preventative Maintenance and Repair Service

Contractor shall provide names, phone numbers of each contact person responsible for servicing machines.

6.1.1 Materials and Parts Required for Washer/Dryer Preventative Maintenance and Repair Service The contractor shall provide all labor, materials and parts necessary to maintain the equipment leased under this contract in proper operating condition. All supplies, components, and parts provided by the contractor shall be new or of the same quality, type, style, grade, gauge, finish, class, or size as that used originally, as required to obtain specific operating characteristics or to match other items already in place. Rebuilt parts may be used, if they are equal or exceed the quality of the original parts. Parts that have been replaced remain the property of the contractor.

6.1.2 Preventative Maintenance (PM) of Washers and Dryers

6.1.3 Washer PM

The Contractor is responsible for connecting and maintaining the connection of washers to the existing electrical breakers, water lines and drains. This includes replacing hot and cold water hoses and rubber washers, when required, to prevent water leakage. The government will keep the washers drain clear.

6.1.4 Dryer PM

The Contractor is responsible for connecting and maintaining the connection of electric dryers to the existing electrical breakers and vent outlets. This includes replacing vent hoses, when required, to meet manufacturers venting specifications. Dryer vents and lint filters will be cleaned by the government.

7.0 Repair Service Calls

Service repair calls will occur when appliances malfunction or fail to operate properly. The contractor shall provide at his expense, facilities for receiving trouble calls via telephone and email, 7 hours a day, 5 days a week during normal duty hours (Mon.-Fri., 08:30 AM to 3:30 PM).

1. Notification: The Contracting Officer Representative (COR) will provide telephone or e-mail notification to the contractor of Repair Service requirements. The contractor shall respond to all service repair calls as requested by the respective COR within 2 business days.

1. Repairs: The contractor shall pick up Service Request tickets from the COR, Monday thru Friday, no earlier than 8:30 A.M and/or receive/confirm receipt via email. All maintenance and repairs shall be completed within three (3) business days after receipt of the Service Ticket provided by the COR. Completed Service Tickets shall be returned to the COR no later than 48 hours after work completion. At a minimum, the following data shall be annotated on the returned Service Tickets:

· Date repair called in and completed

· Building number

· Contractor-assigned machine number (unit number)

· Serial number

· Model number

· Problem

· Action taken

1. Replacement: Any washer or dryer that cannot be repaired within three (3) business days shall be reported immediately to the COR. Based on mission priorities, the Contracting Officer will make a determination whether to replace the machine within 48 hrs. or continue with repair. The contractor shall provide a written report to the COR no later than the next workday on any replacement machines. This report shall include the serial number, and any building location of the unserviceable washer or dryer, and shall include the serial number of the replacement washer/dryer. The contractor shall return all completed work tickets to the COR on a daily basis.

1. Frequent Repairs: Appliances that show a continued tendency for frequent repairs as determined by the COR shall be removed and replaced with a.

1. Clean Up: The contractor shall be responsible for leaving the appliance and area where work is performed neat and clean after repair or maintenance of each appliance. The contractor shall dispose of all containers, trash, and debris generated by this contract at no additional cost to the government.

8.0 Damages Misuse and Normal Depreciation

1. Appliance Misuse or Abuse. When appliances are discovered in need of repairs and are in the opinion of the contractor, caused by abuse or misuse by other than the contractor's personnel, the contractor shall immediately notify the COR for determination of responsibility. In the event of abuse or misuse, the contractor shall submit in writing his proposal for repairs with a price estimate. The total price of each repair will be negotiated prior to actual repairs. Only the Contracting Officer can negotiate price.

1. Normal Depreciation. The Government will not pay separately for repairs or replacement of equipment associated with normal depreciation. “Normal depreciation” is defined as the wear and tear that can reasonably be expected to result from use of the equipment by numerous Marines and trainees in the high-paced training environment at Parris Island. Normal depreciation includes, but is not limited to: scratches, rust, or minor dents to the exterior/body of the washers or dryers; routine replacement of hoses, belts, and/or other internal components that wear out as a result of frequent use; or dust, dirt, detergent, or lint buildup that accumulates as a result of continued use.

9.0 Period of Performance

Base Period - 01 January 2022 - 31 December 2022 Option Period I - 01 January 2023 - 31 December 2023 Option Period II - 01 January 2024 - 31 December 2024 Option Period III - 01 January 2025 - 31 December 2025 Option Period IV - 01 January 2026 - 31 December 2026

10.0 Location of Work

Location of washers and dryers can be found in Exhibit A.

11.0 Work Schedule Adjustment Due to Emergency Base Closures

Upon Government notification (TV, radio, telephone, verbal, etc.) that base is not on a regular work schedule, the Contractor shall contact the COR and find out the replacement time for performing the missed services.

12.0 Hours of Operation

All performance shall be accomplished during regular work hours (8:30 a.m. to 3:30 p.m., Monday through Friday) except federal holidays observed by this base. Regular work hours may be changed by mutual agreement between the Contracting Officer and the Contractor. Work may be performed after normal government hours of operation, as described above, and on the holidays if requested by the Contracting Officer Representative (COR) on a case-by-case basis; normally by exception.

13.0 Recognized Holidays

Federal holidays observed by this base are New Year's Day, Martin Luther King, Jr.'s Birthday, President’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and other specifically designated days that are mutually agreed upon between the CONTRACTING OFFICER and the Contractor. When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a holiday by U. S. Government agencies.

14.0 Invoice and Payment Instructions

14.1.1 Billing Period. The billing period for this contract shall begin the first day and end the last day of the month for a particular billing cycle. Periods less than a complete billing cycle will be prorated. A month equals 30 calendar days for contract and pay purposes.

14.1.2 Billing will be monthly in arrears. For example the invoice for June service may be submitted the first day of July.

15.0 Safety Regulations

The Contractor shall obey and conform to all OSHA and Base Safety Regulations. Base Safety Regulations may be obtained from the Base Safety Officer at Building 115. The Contractor shall maintain accurate records and report to the CONTRACTING OFFICER all accidents which may arise out of, or in connection with, the performance of maintenance services required herein resulting in injury, death, or property damage, shall be reported to the Contracting Officer within 24 hours after such accident occurs. A written report shall be submitted within seven (7) calendar days following the incident that gives full details of the accident to include statements of any witnesses. Any claim made by a third party against the contractor shall be reported to the Contracting Officer, in writing, providing a full account of the incident within seven (7) days of its occurrence. The CONTRACTING OFFICER will notify the Contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the condition. If the Contractor fails or refuses to comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made the subject of claims for extension of time or for excess costs or damages to the Contractor. The Contractor shall confer with the Base Safety Officer to coordinate and implement applicable safety rules and regulations prior to commencement of contract work. The Government shall maintain the right to inspect for safety conditions and safe working practices, periodically or as considered necessary by the Contracting Officer or safety personnel.

16.0 Transition/Relocation

Contractor shall assume all cost and expense for transportation and cartage for the delivery to the Government, removal for repair and subsequent return to the Government, and removal at the end of the contract. The Contractor is responsible for removal and clean-up of any waste caused by installation or removal of equipment. The contractor shall follow the transition plan submitted as part of the offer and finalized upon contract award. The contractor shall keep the Government fully informed of status throughout the transition period.

17.0 Phase In/Out

17.1.1 The phase-out of old washers and dryers and phase-in of new washers and dryers shall be performed to ensure no lapse in service. During this time only, the use of the in-place washers and dryers is allowed, provided the contractor is able to conduct the maintenance of the machines within the required timeframe set forth in this PWS for maintenance and repairs. The time period of the phase in/phase out shall not span more than 60-90 days after the start of the contract. A draft phase-in schedule shall be submitted with the contractor’s offer, to include quantity of each type of machine to be phased in at specific times. Following contract award, the contractor shall submit a final, phase-in installation schedule to the assigned COR for review and approval no later than ten (10) business days before the start of the phase-in period. Phasing will have to occur during off-cycle training for each building.

17.1.2 The phase-in schedule shall be typewritten and shall identify, by facility number and date, the scheduled installation of machines. Contractor shall provide secure storage for machines during the installation process. If required, the Government will provide a staging area to park a secured storage container. Delivery and installation of all new washers and dryers shall be performed in accordance with the approved phase-in schedule. The contractor shall ensure washers and dryers are fully operational in a facility before proceeding to install machines in another facility. No one building will be without washers and dryers more than 24 hours. The successful contractor shall coordinate installation of new machines and removing the old machines in order to maintain washer and dryer capacity in each new facility during each day of the phase-in and phase-out period. The successful contractor will be responsible for the disposal and removal of old machines. Upon removal, the old machines will become the successful contractor’s property and responsibility. The successful contractor will not be allowed to store any of the removed washers and dryers on base past the submitted phase in/out period. .

17.1.3 The removal shall be coordinated with the installation/phase in of the new contract. No one building will be without washers and dryers more than 24 hours. Removal schedule shall be coordinated with COR and incoming contractor.

18.0 Relocation

In the event relocation of machines are necessary due to building renovations the cost for the relocation will be negotiated by the Contracting Officer.

19.0 Performance Requirements Summary (PRS): The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The PRS and the contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of government surveillance and confirmation of services provided. These thresholds are critical to mission success.

20.0 Deliverables

21.1.1 The Contractor shall provide a written Quality Control Plan within 30 days after award of contract.

21.1.2 The contractor shall prepare and submit to the COR a complete listing of all washers and dryers that shall include the machine's serial numbers, building locations, and date of installation. The listing shall be submitted in electronic format no later than 45 days after the start date of the contract.

21.1.3 Following contract award, the contractor shall submit a final, phase-in installation schedule to the assigned COR for review and approval no later than ten (10) business days before the start of the phase-in period.

22.0 Contractor Badge Request/Base Access.

General.

All persons requesting entry to MCRDPI shall have an acceptable purpose to enter; present an approved, valid credential; and be subject to Marine Corps standards and methods to determine identity and fitness of the individual(s) requesting access.

In accordance with Marine Corps access control orders, contractor personnel granted recurring unescorted access to MCRDPI will be issued a Defense Biometric Identification System (DBIDS) credential that indicates the identity of the individual, time duration, and any limitations of access granted. The DBIDS credential must remain in the possession of the individual, is not transferable, and must be presented upon demand to any installation security official. Temporary passes issued to individuals for unescorted access will be in possession of the subject at all times while on the installation. Personnel will be denied access if they are unable to meet background screening and fitness criteria of Marine Corps access control orders. At no time will contractors or subcontractors sponsor or escort individuals aboard MCRDPI.

Responsibility.

A uniformed military member or DoD Civilian employee with cognizance over the contractor shall be designated as the government sponsor and will facilitate submission of contractor DBIDS and temporary access requests for entry aboard MCRDPI. The Provost Marshall’s Office (PMO) will coordinate efforts to vet and approve Contractors, Vendors and non-Federal Government Personnel and issue DBIDS credentials and temporary passes. The MCRDPI Security Manager’s Office will review contractor access requests that are determined not to meet background screening and fitness criteria and recommend approval or initiate procedures for denial of access consideration in accordance with Marine Corps access control orders .

Denial Criteria.

It is recommended the contractor establish a process to pre-screen contractor employees for against the following denial criteria prior to submitting them for DBIDS credentialing or temporary access. Persons requesting access to Marine Corps sites will be denied access to the site and/or debarred from the site if:

1. The identity of the individual cannot be verified or there is reasonable belief the person has submitted fraudulent identity information.

1. The individual has a conviction for espionage, sabotage, sedition, treason, terrorism, armed robbery, or murder.

1. The individual has been convicted of crimes encompassing sexual assault or rape.

1. The individual has been convicted of crime encompassing child molestation, or the possession or production of child pornography.

1. The individual has been convicted of trafficking in persons.

1. The individual is a registered sex offender.

1. The individual has been convicted of drug possession with intent to sell or distribute.

1. The individual has an active arrest warrant from federal, state, local, or other civil LE authorities, regardless of offense or violation.

1. The individual has a felony conviction within the last 10 years, regardless of the offense or violation.

1. The individual has a felony conviction for a firearms or explosives violation, regardless of the date of conviction.

1. The individual’s name appears on any federal or state agency watch list for criminal behavior or terrorist activity.

1. The individual is debarred entry or access to a Marine Corps site, other DoD installations or facilities, or other federal site or facility.

1. The individual engaged in acts or activities designed to overthrow the U.S. Government by force.

1. The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.

1. The individual is illegally present in the U.S.

1. The individual has knowingly submitted an employment questionnaire with false or fraudulent information.

1. The individual is a prisoner on a work-release program or currently on felony probation/parole.

1. The individual is pending any felony charge(s).

1. The person has been convicted of three or more misdemeanor violations, or attempted violations, within the previous 10 years of the following offenses:

18. Sex crimes,

18. Assaults,

18. Larcenies,

18. Drugs, or

18. Weapons.

1. The individual has criminal arrest information (i.e. pending charges) that the site commander determines the person presents a threat to the good order, discipline, or health and safety on the Marine Corps site.

Identify Proofing.

For the purposes of establishing identity to access MCRDPI, contractor employees will present a valid and original form of identification for the purpose of proofing identity or issuance of a DBIDS credential or temporary pass.

1. Documents must be an original issue and current.

1. Documents may not be marked “Not Valid for Federal Purposes”, “Federal Limits May Apply”, or any similar phrase.

1. Credentials that appear questionable (e.g., damaged laminates, evidence of tampering) or altered shall not be accepted for any purpose.

Acceptable identity source documents include the following:

1. U.S. Passport or U.S. Passport Card.

1. Permanent Resident Card or Alien Registration Card (Form I-551).

1. Foreign passport with a temporary I-551 stamp or temporary I-551 printed notation on a machine readable immigrant visa.

1. Employment Authorization Document that contains a photograph (Form I-776).

1. In the case of a non-immigrant alien authorized to work for a specific employer, a foreign passport with Immigration and Naturalization Service, CBS Form I-94 or I-94A bearing the same name as the passport and containing an endorsement of the alien’s non-immigrant status, as long as the endorsement is not yet expired and the proposed employment is not in conflict with any restrictions or limitations identified on the form.

1. Driver’s license or I.D. card issued by a state or U.S. Territory provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color, and address.

1. REAL ID-compliant driver’s license.

1. Identification card issued by federal, state, or local government agency or entity provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color, and address.

DBIDS Request Process.

All requests for recurring access must be submitted by the government sponsor to the MCRDPI Security Manager’s office for processing no less than 14 calendar days prior to the first day of access. The following must be included in the request.

Access requests will be processed for background screening and fitness with approval or disapproval reported back to the government sponsor. The government sponsor will be responsible for relaying instructions for approved contractor employees to obtain DBIDS credentials. In the event the request is disapproved, the MCRDPI Security Manager’s office will inform the government sponsor and initiate the denial review process.

DBIDS Renewals.

DBIDS credentials for approved contractor employees will be issued for a period not to exceed one year. The contractor is responsible for monitoring expiration of contractor employee DBIDS expirations. Renewal applications should be submitted via the government sponsor and received by the MCRDPI Security Manager’s office at least 14 calendar days, but no earlier than 30 calendar days, prior to expiration of a contractor employee’s DBIDS credential to ensure no lapse in approved access occurs. Renewals will be processed in the same manner as initial DBIDS requests.

Temporary Access.

All requests for temporary access must be submitted by the government sponsor to the MCRDPI Security Manager’s office for processing no less than three full business days prior to the first day of access. The following must be included in the request.

1. Contractor letter identifying the following.

1. Contract number being supported.

1. Government sponsor’s name, phone number, and .mil or .gov email address.

1. The period of access required (not to exceed seven days).

1. Identification of the work location(s) to be accessed.

1. SECNAV Form 5512/1 Department of the Navy Local Population ID Card/Base Access Pass Registration form.

1. Forms must be complete and must include the Social Security Number (SSN).

1. Incomplete or illegible forms will be rejected and not processed.

Access requests will be processed for background screening and fitness with approval or disapproval reported back to the government sponsor. Temporary passes will be made available for pick up at the MCRDPI main gate on the first day of access. The government sponsor will be responsible for relaying approval to contractor employees. In the event the request is disapproved, the MCRDPI Security Manager’s office will inform the government sponsor. Reviews of denials for temporary access will not be initiated.

At no time will temporary access be used to circumvent or preempt the DBIDS process. Requests for extensions of temporary access shall be submitted by the government sponsor on a case-by-case to the MCRDPI Security Manager’s office no less than three full business days prior to the expiration of an existing temporary access approval.

Short Notice/Emergent Access.

The government sponsor will be responsible for facilitating access via Trusted Traveler procedures in instances where immediate short term or emergent access is needed and the three full business day submission requirement cannot be met. When utilizing Trusted Traveler, a uniformed military or DoD Civilian employee assigned to MCRDPI must meet the contractor employee(s) at the MCRDPI main gate and physically accompany and escort the contractor employee(s) aboard the installation within the same vehicle or on foot. The escort must physically accompany the contractor employee(s) for the duration of the access. Trusted Traveler may not exceed five escorted individuals to each escort and all escorted individuals may be subject to background screening and fitness determination at the MCRDPI main gate prior to entry.

Communications.

All communications regarding status of contractor access requests should remain between the government sponsor and the MCRDPI Security Manager’s office. At no time should a contractor contact the MCRDPI Security Manager’s office except as specifically directed by the MCRDPI Security Manager’s office on a case-by-case basis. Requests for copies of orders, instructions, and templates shall be referred to the MCRDPI Security Manager’s office by the government sponsor.
