STATEMENT OF WORK

Background

1ST Marine Corps District has a requirement to update and install a new working security system with 24 hour surveillance of the parking lot, motor pool and main facility building located at 605 Stewart Avenue, Garden City NY 11530.

Objectives

The objective of this request is to have a commercial contractor provide, install, and update our 24 hour surveillance security system that records and stores data in at least 21 day increments around both the interior and exterior parts of the facilities.

SCOPE

-Provide and install approximately 300 yards of multimode direct burial fiber optic cable to connect the Motor Transportation Building (Building #6) to the Interior Security Office located in Building #1. Ensure that multimode optic cable is used on all cameras that are located over 300 feet from the Interior Security Office to ensure high visibility resolutions on camera images or the installation of a high power PoE switch on at least one of the closets/posts to cut the distance.

-Provide and install cat6 cable for each camera location.

-Provide and install rackmount PoE network switches to power up each camera.

-Provide and install J hooks for all the cable that is installed throughout the building making it easier to service in the future.

-Provide and install fifteen (15) Point Tilt and Zoom (PTZ) cameras with minimum 150 meters infrared sensors and 20x zoom. These cameras are to be installed at locations selected by Building Management and Security Office personnel.

-Provide and install twenty-nine (29) Stationary cameras with infrared sensors from 2.8mm to 6.0 mm. These cameras are to be installed at locations selected by Building Management and Security Office personnel.

-Provide and install seven (7) 360 degree cameras with infrared sensors. These cameras are to be installed at locations selected by Building Management and Security Office personnel.

-Provide and install a Network Video Recorder (NVR) server in the Building 1 Security Office. This NVR Server will handle all 51 cameras with the capacity to upgrade to 64 and 32TB minimum hard drive space.

-Provide and install two (2) network control units for all PTZ cameras.

-Provide and install connections for the four (4) viewers located in various offices in Building #1.

-Provide and install all necessary hardware to ensure that the new system properly functions.

-Provide a user friendly system and conduct necessary training on the use of the new NVR software to Building and Guard Force Personnel.

- Provide a warranty on all NVR software, cables, security cameras, sensors, mounts switches used in the installation of the new security camera system.

Delivery

It is requested that all work be completed no later than 1 October 2016.

SPECIAL MATERIAL REQUIREMENTS

-Contracted equipment must be compatible with US Government computer.

PLACE OF PERFORMANCE

Work is to be performed at 605 Stewart Avenue, Garden City, NY 11530. No coordination is required with the Naval Facilities (NAVFAC) aboard it’s installation.

PERIOD OF PERFORMANCE

-Work to be performed at a rate to meet the proposed completion date of 1 October 2016.
