Performance Work Statement

For

Nortel/ Meridian Switch Extended Service Plan

1.0 Purpose. The purpose of this requirement is to obtain a Nortel/Avaya/ Meridian switch extended service plan.

2.0 Background. The Marine Corps Recruit Depot Parris Island (MCRDPI) currently has a contract in place to support four (4), Nortel/Meridian switches located within buildings 1050, 670, 700, and 864. All maintenance conducted on the switches is provided locally by Telecommunications Department, Computer Information Services Department (CISD) G6 personnel. However, due to the fast pace growth in the telecommunications market and associated technologies, the government personnel providing local maintenance actions are not trained or equipped to handle all possible technical issues. As a result, MCRDPI has a requirement for a follow on Extended Service Plan (ESP) contract in support of the four (4) switches.

3.0 Scope. The Extended Service Plan (ESP) must provide remote maintenance and restoration services, as well as access to equipment, upgrades, software, and licenses through the Avaya PASS BASIC service contract, which is provided by the Original Equipment Manufacturer (OEM: Avaya). The effort set forth in this PWS will provide the Telecommunications Department with an ESP supported by an Avaya PASS BASIC service contract for the four (4) switches. This ESP will provide the telecommunications department with priority maintenance and restoration services as needed for the in the period of performance.

4.0 General Requirements. Four (4), Nortel/ Meridian telecommunication switches currently provide all telephone service for MCRDPI. MCRDPI has one (1) central office switch and three (3) remote switches. All maintenance and restoration services are currently provided by the local G6 staff. The following is a listing of existing equipment:

5.0 Extended Service Plan

5.1 The Extended Service Plan with remote maintenance and restorations services will provide access to critical equipment and upgrades through an Avaya PASS BASIC service contract (possessed by the company providing the ESP).

5.2 The ESP will provide 24x7x365 remote TAS/ETAS support to include the following:

a. Unlimited remote maintenance and diagnostics (as approved by MCRD PI).

b. Remote testing and diagnostic fault isolation (as approved by MCRD PI).

c. System restoration from provider helpdesk facilities and from Avaya Global Technical.

d. Assistance Center (GTAC) as needed. Service support from Avaya is included via PASS BASIC contracts between the ESP provider and Avaya.

e. Patch Administration deemed critical by OEM.

f. Priority restoration services for emergencies. An emergency is defined as a critical system service outage which significantly impacts the daily operations aboard MCRDPI.

g. Final determination of emergency status rests with the customer.

h. The ESP provider will recommend corrective actions required to restore stable operations as needed.

i. Repair and Replacement (R&R) of CS1000/M1 hardware, to include the following;

1. Core Processor Card

2. CMDU

3. Network Card

4. Controller Card

5. Power Supply Unit

6. Ringing Generator

j. Turnaround time for R&R service will not exceed 20 business days.

k. During emergency situations, necessary replacements must be shipped within 24 hours.

l. ESP coverage will include all CS1000/M1 equipment, rectifiers, voice mail components, attendant consoles, and digital business telephone instruments identified in the polling reports/site survey.

6.0 Quality

6.1 Installation testing and acceptance will be conducted during normal working hours by the Contracting Officer’s Technical Representative.

6.2 The Contractor shall ensure that quality service is maintained throughout the life of the contract. All maintenance and restoration actions conducted will be deemed complete by the customer when all services have been restored and the system is fully operational.

7.0 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately.

8.0 Normal Workdays & Hours and Location

8.1 Normal workdays at MCRDPI are Monday through Friday between the hours of 7:30 a.m. 3:30 p.m., except US Federal Holidays. Place of Performance is MCRDPI, Bldg. 1050, Telecommunications Department, CISD, and G6.

8.1.1 In regards to Government and/or Personal Articles in installation and/ or workspace areas, removal of personal and command items, such as plaques, pictures, tool, equipment etc., from walls and desks is imperative to their safeguarding, and shall be the responsibility of the government. While taking reasonable precautions against damage to these items, the contractor shall not be responsible for damage to any items, personal or government, not removed from work areas. The government is responsible to specify a work and staging area at the location that is convenient to the installation area; this area shall be used for the staging of tools and equipment.

8.1.2 The contractor shall conduct daily clean-ups of installation and work areas. Contractor shall provide specific timeline for project completion.

9.0 Government Point of Contact. The Government points of contact will be provided at time of contract award.

10.0 Contractor Responsibilities: The Contractor shall provide a point of contact and phone numbers to which requests for services may be made during the period of performance. The Contractor shall take appropriate action to ensure no delays are caused by the lack of personnel, equipment, parts and tools.

11.0 Government Furnished Property (GFP): None

12.0 Period of Performance. The period of performance will include a base period of 12 months, and one 12 month option periods. The base period will be 17 July 2016 to 16 July 2017. The option period will be 17 July 2017 to 16 July 2018.

13.0 Place of Performance. Marine Corps Recruit Depot Parris Island buildings 1050, 670, 700, and 864.

14.0 Enterprise Contractor Manpower Reporting

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Nortel/Meridian Switches ESP via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) S, Utilities ONLY;

(5) V, Freight and Shipping ONLY.

The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.

15.0 MCRDPI Base Access

A. INTRODUCTION

The Marine Corps Recruit Depot/Eastern Recruiting Region policy allows no weapons or illegal drugs to be brought aboard our military installations. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License, registration, and insurance. If an individual has a foreign driver’s license, said individual must also provide a valid Passport. The contractor shall understand and comply with Depot Order 5512 Access Control Regulations. The contractor shall obtain a vehicle pass, if required, for all contractor personnel who perform work on the Marine Corps Recruit Depot Parris Island, SC (MCRDPI) cited in the contract.

B. RAPIDGATE ACCESS

RAPIDGate is a standard identity management and perimeter installation access control solution for the access management of vendors, contractors, suppliers and service providers who are not authorized a Common Access Card (CAC). Any and all costs associated with RAPIDGate access is the sole responsibility of the contractor.

A new protocol being implemented to fulfill this NCACS requirement is the RAPIDGate system. The system meets Presidential Directive HSPD-12- Policy for a Common Identification Standard for Federal Employees and Contractors and Public Law 110-181 (FY 2008) SEC 1069 Standards for Entry to Military Installations in the United States requirements by providing background checks of contractor personnel. The rationale for implementation of this system is to increase security while reducing impacts to the contractor community by improving efficiencies for base entry.

For contractor employees that meet the background check criteria, a personal badge that affords base access (and/or multiple base access) for one year will be issued to each. Alternatively, a contractor may elect for the 90-day RAPIDGate program option. While Contractors are not required to participate in this program, those Contractors who choose not to participate will be required to obtain a separate pass through the MCRDPI Security Manager. This process is outlined below in Section C.

The Government does not guarantee the contractor’s successful enrollment or the successful enrollment of any contractor employees in the RAPIDGate program. Delays may result from choosing to access the installation by obtaining a one day pass each day required for access to MCRDPI. The Government will not be held responsible for any access delays associated with using the RAPIDGate Program or the Non-RAPIDGate Process listed below. If you have any questions regarding the RAPIDGate Program aboard MCRDPI, or to begin pre-enrollment, please contact RAPIDGate at 877-727-4342. More information about the enrollment process can be found in the attachment titled “RAPIDGate Program Enrollment Information.” If you have any questions pertaining to your contract, please contact the Contracting Officer identified on your contract and/or Contract Specialist administering your contract. Any questions regarding the MCRDPI access control policy changes may be addressed to Depot Security Manager at 843-228-4091.

C. NON-RAPIDGATE ACCESS

The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base if choosing not to use RAPIDGate. The format for the letter must be in compliance Depot Order 5512. In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The contracting officer will endorse the request and forward to the Depot Security Manager Office for processing. This information must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.

A criminal background check conducted by the Depot Security Managers Office shall be required for all contractor personnel not using RAPIDGate who make frequent visits to or perform work on the Marine Corps Recruit Depot cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access maybe denied if it is determined that the employee(S):

1. Is on the National Terrorist Watch List.

2. Is illegally present in the United States.

3. Is subject to any outstanding warrant.

4. Been issued a debarment order and currently ineligible to enter any military installation.

5. A habitual criminal offender.

6. Been convicted of a felony within the past ten (10) years.

7. Been convicted of a crime involving drugs or drug paraphernalia within the past five (5) years.

8. Knowingly submitted a false of fraudulent information in connection with an employment questionnaire.

9. A registered sex offender.

10. Displays or has displayed conduct that the Commanding General deems prejudicial to the good order and discipline of this installation.

No physical badge will be issued. If a contractor’s proposed employees requiring access meet the required criminal background check, a one (1), 30 day vehicle pass will be provided to the contractor upon arrival at MCRDPI. After thirty (30) days, passes of no more than four (4) days will be issued thereafter for up to one (1) year from when the background check was conducted or when the contract ends, whichever is sooner. Upon arrival at Parris Island, the contractor must provide Driver's License, valid registration, and current insurance. The contractor requesting access must be on the MCRDPI RAPIDGate alternate list. Contractors not using either the RAPIDGate or this process will be denied access to MCRDPI.
