GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS
1. Paragraph 3.3.2.1: Will a Dell Rugged Extreme meet the requirement?
Government Response: The standard dell precision laptop system “rugged extreme” with at least the core i5 processor is considered to meet the “equal” characteristics of the Panasonic Toughbook model CF-31 WXLAXLM.
2. Paragraph3.3.1: Requirement is for a Jameco JN236 or equivalent cabinet. The Jameco Mobile Workbench JN236-U5 is no longer available. Will another mobile workbench suffice?
Government Response: Any cabinet that meets the "or equal" requirements of the purchase description is acceptable. However JN236-U5 is not acceptable as it does not meet the requirements of paragraph 3.3.1.1 (c) of the purchase description which states, the cabinet must have semi-pneumatic wheels.
3. Paragraphs 3.3.1 and 3.3.3: There is concern with mounting the water tank (power mister) on the end of the mobile work bench as the weight when 90% full of water will be 104lbs. Will a two door cabinet with an open space below so the tank can be mounted to the lower level of the work bench meet the requirement? And will a 5 gallon tank that would still give plenty of water supply and also cut down the weight of the mobile unit be acceptable?
Government Response: The cabinet must meet the requirements of paragraph 3.3.1 of the Purchase Description and the tank must be mounted in accordance with the requirements of paragraph 3.3.3. A 5 gallon tank is sufficient for this requirement.
4. Paragraph 3.3.2.2.c.): Referencing the "large area mapping capability" requirement, what is the biggest area to be covered?
Government Response: For any acquired C-Scan plane, the largest area to be covered shall be 100 sq ft. (10'x10').
5. Paragraph 3.3.2.2.g.): In reference to the "6 gates with multiple peak detection, triggering and measurement," what are the 6 gates to be used for and will 5 gates be enough?
Government Response: 5 gates are acceptable. See paragraph 3.3.2.2 of revised Purchase Description.
One gate is to be used for surface interface of material inspected.
Minimum of four gates to be used for measurement of A-Scan signal peak (triggered on: 1st, 2nd, 3rd peak, leading edge, largest peak, trailing flank) and TOF information.
In accordance with paragraph 3.3.2.2 of the specification, all gates must be capable of monitoring junctions in composite articles; such as: straps, bond lines, and specific depths of delamination.
6. Paragraph 3.3.2.2.h.): In reference to "evaluation tools for data analysis: line, rectangle, circle, ellipse, and polygon tools," what is needed to be done in analysis with these tools? How are the circle, ellipse, and polygon tools used, and for what purposes?
Government Response: Evaluation tools are to be utilized to analyze any given c-Scan strip data or multiple strip data stitched together. These tools will be used to report areas of delamination. Such tools shall yield area of coverage, and statistics (such as average amplitude).
7. Paragraph 3.3.2.2.k.): Reference "scan speed: 200 mm/s (64 elements, 2 gates, 1000 A-scan points, 0.8 mm resolution)." To calculate the speed vendor’s need to know the number of apertures or the aperture size and aperture step. Can this be provided? Or can we consider 8 bits data and a compression factor of 5?
Government Response:
8 Element aperture, single aperture step on a 64 element transducer.
8 bit data is a minimum, no compression, no filtering.
