Bid security is required in the amount of five percent of the bid, payable to the Owner in the form of a bid bond, cash, certified check, treasurer's check, or cashier's check. The selected contractor must furnish a labor and materials payment bond in the amount of at least fifty percent of the contract price. All bids are subject to Massachusetts General Laws Chapter 30, Section 39M and prevailing wage rates as determined by the Director of the Executive Office of Labor and Workforce Development under Massachusetts General Laws Chapter 149, Sections 26-27H. The project is subject to Executive Order 11246 regarding non-discrimination in employment, Section 3 of HUD regulations, and all pertinent federal and state laws. The City of Revere has established a ten percent participation goal for Minority Business Enterprises. Bids remain valid for 30 days following the opening date. The Owner reserves the right to waive any informalities in bids and to reject any or all bids.

Shirley Avenue Soil Cell Pilot Program
MUN-2026-1015
Sealed bids for construction of the Shirley Avenue Soil Cell Pilot Program for the City of Revere, Massachusetts, will be received at the office of the City of Revere Purchasing Agent, Revere City Hall, 281 Broadway, Revere, Massachusetts until 11:00 AM prevailing time, on October 8, 2026 at which time and place said bids will be publicly opened and read aloud.
Bid Security in the form of a bid bond, cash, certified check, treasurer’s check, or cashier’s check payable to the Owner, is required in the amount of five percent of the bid.
Contract documents may be examined and/or obtained by contacting the City of Revere Purchasing Agent, Michael Piccardi at purchasing@revere.org or at 781-286-8157 at Revere City Hall, Office of the Purchasing Agent, 281 Broadway, Revere, MA 02151. Revere City Hall office hours are 8:15 AM to 5:00 PM on Monday thru Thursdays, and 8:15 AM to 12:15 PM on Friday’s. Contract documents will be available beginning on September 16, 2026.
All bids must be in a sealed envelope plainly marked “Shirley Avenue Soil Cell Pilot Program” and returned to the Purchasing Department prior to the opening date and time.
The selected contractor shall furnish a labor and materials payment bond in amount at least fifty percent (50%) of the contract price.
All bids for this project are subject to applicable bidding laws of Massachusetts, including General Laws Chapter 30, Section 39M as amended.
Prevailing Wage Rates as determined by the Director of the Executive Office of Labor and Workforce Development under the provisions of the Massachusetts General Laws Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request if necessary, any additional information on Prevailing Wage Rates for those trades people who may be employed for the proposed work under this contract.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract that the contractor must ensure the employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin under Executive Order 11246, as amended. The successful bidder shall be required to comply with Section 3 of HUD regulations relative to the project area and local concern when applicable and all pertinent Federal and State Laws. The City of Revere is an Equal Opportunity Employer. It is the policy of the City of Revere to take positive steps to maximize the utilization of Minority Business Enterprises. The City of Revere has established a goal of ten percent (10%) participation of Minority Business Enterprises in all construction projects.
By submission of a bid, the Bidder agrees that this bid shall be good and may not be withdrawn for a period of 30 days after the opening of bids.
The Owner reserves the right to waive any informalities in bids and to reject any or all bids.
