Source Selection Information – See FAR 2.101 and 3.104
Authoritative Data Environment (ADE) and My Navy All Access (MNAA), the current development, test and go live schedules are dependent on the BPR being completed and specifications/requirements delivered as planned. The earliest delivery for a transformation LOE is anticipated to be January 2024. Bringing on another contractor without the very specific MyNavy HR knowledge and experience in producing the required products and the ability move resources across the LOEs would put the Navy at severe risk of missing that earliest delivery date as well as the incremental milestones that lead up to that event. It is anticipated that bringing on a new vendor and allowing them to ramp up to full speed would be over 10 months (5 months for the procurement cycle, 2 months for ramp up, and 3 months to gain the necessary skills to become fully capable) or beyond the first delivery date as specified above.
CACI, Inc. Federal is uniquely positioned with the corporate knowledge existing relationships with key stakeholders to shepherd the BPR process and assist with the IT specifications/requirements development. CACI’s highly specialized experience in the Federal sector, BPR/Requirements management, and the MyNavy HR establishes itself as the only source that can effectively perform this effort. This includes the prior work performed by CACI, Inc. Federal for gathering IT specification/requirements information, documenting requirements for the IT design and implementation as well as evaluating specifications/requirements to ensure alignment with Navy objectives and future Navy Operations.
With CACI’s established expertise and existing relationships with key stakeholders to quickly perform the required services, performance and schedule risk are significantly reduced.
Leveraging CACI’s unique capabilities will avoid a rebuilding of the foundational complex knowledge base for specifications/requirements management and alleviate impacts of time and effort required as new challenge arises. Specifically, the expanded resources work will include developing and coordinating all specifications/requirements and ensure that they are reviewed and vetted appropriately at the Enterprise level as well as being formally signed. This support will strengthen functions and operations to ensure meaning and correct direction is given while stakeholder workload is prioritized without any interruptions. This type of coordination and development will include legacy systems, IT pilots, and the on-going transformation lines of efforts. If these services are not contracted for, OPNAV N1 ES will be unable to meet its mission requirement to ensure that requirements are being captured and vetted appropriately from legacy systems change requests to initiatives. Failure or delay will hinder Transformation development and hinder the ability to monitor/track requirements going to stakeholders, which would ultimately impact the overall Transformation developmental goals as stated above.
5. Determination of Fair and Reasonable Cost. In accordance with FAR 16.505(b)(2)(ii)(B), the contracting officer has made the determination that the anticipated cost to the Government will be fair and reasonable.
6. Any other facts supporting the justification. This procurement uses the TSS II MAC and will be solicited and awarded in accordance with FAR Subpart 16.5.
