I. Contracting Activity.

The contracting activity for this requirement is the United States Air Force (USAF), Air Force Material Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), PEO Digital (HB), Airspace Mission Planning Division (HBM). The Contracting officer is Lt Robert L Lieder III, robert.lieder.2@us.af.mil (HBMK), 16 Eglin St, Bldg. 1604 Hanscom AFB, MA 01731-2100.

II. Nature and/or description of the action being processed.

This requirement represents a consolidated effort of two (2) contracts: MAFPS Maintenance (Mx), FA8730-21-F-0121 and Functional On-Site Support Element (FOSSE), FA8730-21-F-0042. The MAFPS Mx contract is a Time & Material (T&M), has a Period of Performance (PoP) of 1 June 2021 - 31 March 2024, and has a total contract value of $34M. MAFPS Mx was awarded previously to BAE Systems Information and Electronic Systems Integration Division (cage code 12436) via a Federal Acquisition Regulation (FAR) Part 8.405-6 Limited Source Justification (LSJ) because after performing market research it was evident they were the only qualified respondent. The FOSSE contract is T&M (all FOSSE required work) and Firm-Fixed Price (FFP) (Alliant 2 Fee only) contract, has a PoP of 1 November 2020 - 31 October 2024, and has a total Contract value of $12.8M. FOSSE was awarded previously to BAE Systems Technology Solutions and Services Inc (cage code 99789) who was the only offer received via a FAR Part 16.505 fair opportunity competition.

The new requirement will consolidate the two above contracts into one. The contract will be solicited under GSA MAS 54151. This will be a T&M contract for all CLINS and will have an estimated base period of performance of 1 April 2024 through 30 October 2024. There will be three one-year options, 1 November 2024 through 30 October 2027. The extension of services clause will be included in the contract and can be utilized if necessary.

The MAFPS maintenance and FOSSE contracts have been determined to be commercial services. The follow-on effort will continue to be classified as a commercial service.

III. Description of supplies/services required to meet agency needs.

This requirement is for a performance-based service contract, providing Level I and II Help Desk support and Level III software maintenance of both functional and infrastructure/cyber security technical support to the fielded MAFPS system. MAFPS, as a High Availability (HA) system, must be maintained to provide a 99.99% Operational Availability with approximately complex external data feeds. The 99.99% operational requirement dictates that there is less than an hours' worth of outages annually. MAFPS is an automated complex system that ingests over external data sources and services to generate flight plans worldwide.

The lead command for this contract, Air Mobility Command (AMC), requires maintenance of MAFPS system, which was developed and fielded by BAE Systems, San Diego. The objective of MAFPS maintenance requirements is to maintain the current modernized mobility flight planning capability and continue improving fuel efficiency across Mobility Air Forces (MAF). To meet AMC and other Department of Defense (DoD) customer requirements and to maintain increased operational aircraft safety and situational awareness, Aeronautical Advisories Server (AAS), Aeronautical Advisories Common Components (AA CC) and Global Flight Planning Common Component (GFP CC) will be maintained as a

MAFPS is deployed in Amazon Web Services (AWS) Cloud One (C1) test and production environments.

The anticipated 43-month PoP includes one (1) seven (7) month base period from 1 April 2024 through 30 October 2024, and three (3) 12-month option periods from 1 November 2024 through 30 October 2027.

The base period will be MAFPS Mx only and starting in option period (one) 1 FOSSE will be incorporated.

The current FOSSE contract ends on 31 October 2024. The contract will incorporate a six-month extension option (FAR 52.217-8) period from 1 November 2027 through 30 April 2028. All dates are estimated and will be finalized at time of award.

The total estimated value for maintenance including all options (excludes extension of services) is:

$63,530,354.00. The total estimated value for FOSSE including all options (excludes extension of services) is: 9,667,215.00.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-2.

In accordance with (IAW) FAR 8.405-6(a)(1)(B), “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized."

Based on market research, BAE Systems is the only company capable of continuing to provide the Level I and II help desk support and the Level III software maintenance required for the fielded MAFPS system.

The help desk support and software maintenance are unique and highly specialized services. BAE Systems is the original developer of the complex MAFPS system, which requires constant security upgrades and maintenance of the original infrastructure and software for global end user operations 24/7/365

The warfighter uses the MAFPS system to plan air refueling missions supporting DoD operations worldwide. In addition, there is a 24/7/365 Cloud Operations team to ensure 99.9% availability on the Cloud One IL-5 and IL-6 environments. This team also deploys new MAFPS versions

. The help desk support and software maintenance require MAFPS Subject Matter Experts (SMEs) that only BAE can provide. The SMEs require knowledge of MAFPS (1) calculations and system architecture which generate fuel efficient yet safe routes and alternates, automatically, while simultaneously enforcing hundreds of operational business rules; (2) Over one year of software maintenance and Level III technical support experience on MAFPS, Aero Advisories Common Component (AACC), and Global Flight Planning Common Component (GFPCC); (3) Agile and DevSecOps software development and deployment processes for an automated, fuel efficient flight planning system to support CI/CD pipeline delivery in a DoD STIG compliant Cloud environment; (4) More than 2 years of experience in architecture, development, and deployment of software using microservice design patterns compliant with Air Force Mission Planning Architecture Specifications of Open Mission Systems (OMS); and, (5) Level III maintenance support for an operational 24/7 high-availability system using an automated, fuel efficient Flight Plan Request Editor in a

Future competitors will need access to full hardware build environments with multiple lines to support coding and test of multiple versions of MAFPS to support troubleshooting of an operationally representative system, system in test, and system in maintenance. Separate lines are required for static data and live data.

There is a Modernization Study for MAF Command and Control (C2) Systems underway, which will inform possible technical updates to the MAFPS system and additional opportunities for competition.

The timeline to implement all above items is unknown. The intent is to be complete prior to subsequent competitions, but ongoing MAFPS requirements are fluid and difficult to predict with any degree of certainty.
