LIMITED SOURCE JUSTIFICATION
FAR Part 8.4 - Federal Supply Schedule
1. Identification of the Contracting Activity and Customer Agency

2. Nature and description of the action being approved:
The Department of Labor/Office of Human Resources (OHR) requires a new single award Blanket Purchase Agreement (BPA) with the following vendor:
LRP Publications, Inc.
360 Hiatt Drive, Palm Beach Gardens, Fl 33418 GSA Multiple Award Schedule (MAS) 47QTCA20D002P.
This acquisition will ensure Department of Labor Federal human resources professionals (in the national and regional offices) will have continued access to an on-line research tool that provides legal and news research via the internet. It also includes access to an on-line searchable database that gives best practices and practical guidance that can be used immediately and is backed by case law. Providing an integrated application that provides authoritative and accurate guidance for federal civil service law professionals on critical federal government employment issues is necessary as this comprehensive searchable database of summaries and full-text allows employees to research decisions issued by the Equal Employment Opportunity Commission (EEOC), Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), Comptroller General, Office of Government Ethics (OGE) and related courts for decisions on similar issues DOL is facing. The current BPA #1605C3-20-A-0001 with this vendor for the same services expires July 18, 2023.
The period of performance is for one base period with four option periods. The services required will begin July 19, 2023, through July18, 2027.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value):
This single award BPA with LRP Publications will provide the following functionality to the Office of Human Resources within the Department of Labor as follows:
The Contractor shall provide the Department of Labor with access to an on-line searchable database via the internet that gives best practices, tips and practical guidance that can be used immediately and are all backed by case law. Access will be needed for a minimum of 75 users.
These users would have access to the following content and features via the internet searchable database:
Standard Forms (SF) Optional Forms (OF) Department of Labor, Office of Worker’s Compensation Programs Forms Federal Employees’ Group Life Insurance (FEGLI) Federal Labor Relations Authority (FLRA) Federal Mediation and Conciliation Service (FMCS) Merit Systems Protection Board (MSPB) Office of Government Ethics (OGE) Office of Personnel Management (OPM) Office of Special Counsel (OSC) Thrift Savings Plan News archive of articles back to the year 2000, which can be searched or browsed A step-by-step guidance for research Access to self-service tools 24/7/365 Videocasts Treatises, including Wiley’s Employee Relations Desk Reference A Guide to Merit Systems Protection Board Law and Practice by Peter Broida A Guide to Federal Sector Equal Employment Law and Practice by Ernest C. Hadley A Guide to Federal Labor Relations Authority Law and Practice by Peter Broida Case Decisions – access to summaries and full-text decisions and arbitration awards for:
EEOC decisions 1979 – present FLRA decisions 1970 – present ADA and Rehabilitation Act decisions 1990 – present Federal and public sector arbitration awards 1970 – present MSPB decisions 1979 – present;
Administrative Judge (AJ) decisions 1994 – present Comptroller General decisions related to civilian personnel 1984-present OPM pay-related decisions 1996-present General Services Board of Contract Appeals (GSBCA) travel-related decisions 1996-present Comptroller General non-labor decisions 1920-present Federal Employee Ethics decisions 1979-present (news stories, trends and online conferences)

5. Determination by the ordering activity that the order represents the best value FAR 8.404(d):
The General Services Administration Contracting Officer has previously determined the prices proposed under LRP Publication’s MAS schedule #47QTCA20D002P to be fair and reasonable.
OSPE will review the current pricing by LRP Publications, Incorporated and seek additional discounts when available.
6. A description of market research conducted and the results or a statement of the reason market research was not conducted:
OHR has surveyed the market to identify suitable providers of like services. This research has identified one platform ( ) of providing some of the services described but they lack the access to all the features listed above. It was determined that only LRP Publications could provide the services needed as they are the exclusive providers of web content to include but not limited to: case decisions with arbitration awards, Wiley’s desk reference and Videocasts which are needed to successfully perform the functions by the HR professionals. Consequently, LRP Publications is the best vendor to offer the provision of services in support of the agency’s goals and mission accomplishments.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services is made:
