Limited Sources Justification and Approval (J&A)

I. Contracting Activity.
The Contracting Activity is the Operational Contracting office, AFTC/PZIOA, Eglin AFB, FL 32542-6862.
II. Nature and/or description of the action being processed.
The proposed contract action is for a new order for Commercially Off The Shelf (COTS) GSA requirement. The requirement will provide the requested product upgrade through a firm-fixed price contract with vendor . Period of performance for this contract will be *40 day lead time ARO.*
III. Description of supplies/services required to meet agency needs.
Upgrade the Pre-Existing Access Control System: Upgrade technology from current hardware Manufacture Indala Model FP5071B reader to Manufacture Software Warehouse, Inc. Model HID pivCLASS RPK40 reader with keypad. Upgrade to a 37 bit iCLASS or CAC format access control to manage facility access. Upgrade process includes the programming, code, integrate reader access into pre-existing baseline. Hardware warranty included. Operational warranty covered under current contract FA282319PA039. Requirement as specified in TRD dated 26 Jun 2020.
The requirement is specific to upgrade of pre-existing configuration.
Type of funds: 3600 (RDT&E)
Delivery: 40 day lead time ARO
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2.
FAR 8.405-6(a)(1)(i)(B), “Only one source is capable of responding due to the unique or specialized nature of the work”.
Securadyne Systems Intermediate LLC DBA Allied Universal Technology Services (Cage 6UFP7) is the only commercial vendor currently holding the current installed access control hardware and maintenance contract. Securadyne is the sole source with the unique qualifications required to meet the Government's requirements and time frames. The upgrade configuration is to an existing platform in use currently fulfilling the Government's requirements for access control. There are other vendors, but none currently holding the existing contract to maintain the current system and no other authorized Securadyne vendors within 60 mile radius to react to system support within contracted time-lines. To award any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition in fulfilling the Air Force's access control upgrade requirement or continue support the fielded product configuration.
To award to any other source would also result in unacceptable delays in fulfilling the Government's requirement. The Government has the opportunity to meet its requirements with the proven source that is currently available. If competitive procurement were to take place in order to find a like suitable source, the government estimates that delays or interruptions for access would negatively impact core missions and security. The upgrade requirement to be provided would not be readily available from any other source. Competing this requirement to another source will cause unacceptable delays due to migration/transition, transfer code data/programming for over 400 individuals, scheduling change over, and to complete other related system actions for access control. Over 400 individuals direct work load would be negatively impacted, not to measure non support to the customer base. Loss of mission performance, potential loss of access control. Any delays would be a negative impact to the core mission due to the need of this upgrade with reasonable delivery time frame. Delays in the acquisition process to award to the proposed source would result in the loss of test capability and would not allow the Government to perform unique tests that would further improve mission capabilities and support War-fighter securely and safety.

Vendor Securadyne is the only source capable of providing the item described in Section III without the U.S. Air Force experiencing substantial delays in fulfilling its requirements. Single source justification: The proposed vendor is Securadyne Systems GSA contract GS-07F-0251N. Contact: Brian Muller DBA Allied Universal Technology Services. The vendor is currently on contract (FA282319PA039) to service and maintain the existing in-use access control system configuration including the operational software, programming configuration. The in use approved system provides an effective system of tracking and manages entry or exit controls to the facilities and areas within each facility. IAW Intelligence Community Directive IC Tech Spec for ICD/ICS 705, a system is required to provide monitor and record surveillance for all points into and out of the facility to include coverage of the mobile units. The requested CAC style hardware upgrade under a new contract shall provide updated access control. The new CAC hardware warranty will be covered in the new contract and the operation/function of the new CAC readers shall be an integral part of the existing service coverage under the active FA282319PA039 contract. The goal of this proposed contract is to replace outdated technology for B85, B935 and areas within Hangar 71 to an upgraded CAC style technology. The CAC technology will bring all the facilities in line with the CAC style access controls same as those currently in use in B73 and to be installed (under Civil Engineer contract vehicles) for other Group managed facilities. All Group facilities will then have the same CAC style access system. One (1) CAC then will be issued to an individual with access authority programmed to the CAC for any authorized facilities/locations within the Group. If the existing system hardware is not upgraded with same technology in all buildings it would cause unnecessary management and individual controls of multiple cards for entrance to facilities. It is not effective for an individual to carry multiple cards to access workspace. Under this proposed contract the upgrade of B85, B71, B935 will align access capability to the same level of technology as other buildings B73, B886, B15159, B90 and site C72 B9509. Project estimated completion date is less than a 10 day project. The time line to replace reader technology will create the minimum negative impact on daily missions/security downtime. To award the contract to another vendor, the existing service contract would not be valid and not effective to the government. Another vendors cost to get an approved entire system replacement , void the existing service contract/coverage. Estimated cost to replace entire system and support is over $100K. The basis for single source is standardization and compatibility with existing operating system. The organization currently has over 77,000 Sq Ft of space, over $80K of in -use parts installed in this location with an active Securadyne maintenance contract. The estimated $44K upgrade proposal of parts /materials with service, by this purchase request will integrate with existing system configuration. The upgrade includes component parts, labor, transportation, tools and required technical expertise to complete/upgrade the system. The new products will replace readers, integrate with existing Securadyne in use configuration. The products selected in the proposal are required to integrate and communicate with existing parts/ material/ programming and software. The basis for this non-competitive acquisition is that the project scope includes use of existing component parts and service contractor currently contracted to maintain system functionality and technical support. The scope of the project can be achieved with the use of vendor compatible products which support the proprietary software/programing used by Securadyne to provide the access control management required by the government. The upgrade products must be compatible in all aspects of form, fit and function with installed systems and must connect/interface with the existing system configuration.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
The request represents the best value for the government and supports minimum should cost to the overall core mission.
Securadyne offers the upgrade as a commercial market GSA product line. Awarding to Securadyne is in the best interest of the Government. The Contracting Officer will determine the prices fair and reasonable by conducting price analysis and obtaining other than certified cost and pricing data, if needed.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
Market research was conducted by contacting the vendor to determine value added resellers. No Securadyne reseller was located. Securadyne was contacted to confirm there are no authorized resellers within a 60 mile radius to provide the existing support of the current system configuration. Travel cost and expense would not support going outside the regional areas to obtain another Securadyne authorized vendor. No other authorized vendor was located to replace/upgrade and maintain the in use system for the Securadyne current cost and support. It was determined that no other FSS/GSA vendor that has systems or support on schedule provides a more cost effective or compatible solution to the scope of the project.
Efforts to obtain competition included a government consideration to replace the entire system. Cost review and comparison with all facilities in consideration concluded the reader upgrade is the cost effective solution. Market research of Google, GSA did not produce any other company(s) to provide complete the hardware upgrade and maintain the current level of support for access control. Market research included considerations for access system programming, code updates, March 2018 Page 4 of 4 user data, existing maintenance, corporate knowledge to program/load over 400 users to avoid work interruptions and to create efficiencies by providing minimum downtime.The government determined the baseline requirement for testing fielded systems. A Request For Quote (RFQ) was processed to determine competition. In accordance with FAR Part 10, market research was conducted through various Internet searches. Market research determined manufacture Rockwell Collins is the only manufacturer of the required product line. GSA Advantage provided no additional results for the requested products. The government continues to perform market research for all future requirements. Due to these devices being the current fielded systems, Rockwell Collins as manufacturer supports the government requirement. Other companies produce IRIDIUM Receivers and Traffic Alert and Collision Avoidance Systems, none of these devices are fielded in the current U.S. Air Force platforms that require test. Additional market research would not provide the U.S. Air Force with ability to test fielded products without experiencing substantial duplication of cost that could not be expected to be recovered through open competition and unacceptable delays in fulfilling its requirements.
VII. Other facts supporting the justification.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
The current access control system configuration has been reviewed to determine if replacement of the entire system with any source would provide an improved product and reduced overall cost to the government. It was determined by checking product costs on FSS/GSA Advantage to replace the entire system was above and beyond the cost to upgrade the readers with CAC technology components. Replacement parts provide new technology with enhanced functional capabilities. No other vendor can provide the upgrade and support already on contract at a technical level or a cost savings to the government. Therefore the development of a statement of work and/or product description would not promote competition for this particular acquisition. The review for cost effective solutions to government purchases is a continual process. It is in the best interest of the government to encourage competition. This project does not support changing vendors or product at this phase of access control upgrade. Every new requirement includes a total review of the overall should cost of a requirement to determine best way ahead for the government. The nature of this particular product upgrade procurement precludes sourcing to another source. The government continually encourages competition and researches options to obtain potential sources to meet the core mission requirements and stay on the leading edge of technology. The government when initially fields product configurations competes the requirement to determine technically acceptable best value for the government.
