Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 1, Knowledge Information Services 523-

23-2-3801-00: ProQuest Database package

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

A one-year VISN-wide subscription to ProQuest Databases, consisting of:

1) Health and Medical Collection

2) Consumer Health Database

3) Psychology Database

4) Healthcare Administration Database

5) Nursing & Allied Health Premium.

VISN 1 Knowledge Information Service intends to continue the access to the VISN1 all staff in supporting the clinical and administrative staff in support of Veteran care.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

1. ProQuest is an acknowledged leader in electronic databases and academic, scientific and medical journal collections with a depth and breadth of medical and healthcare topics that contribute to the library’s ability and success in delivering pertinent and the most up to date information to the VISN1 patrons as proved by the consistently strong resource user statistics year to year. The ProQuest database collection includes specific resources for consumer health and healthcare administration in addition to the databases for health and medical nursing and allied health and the psychology databases. The role of the library staff is to search and deliver information on any given topic the VISN 1 staff may request. The Librarian staff conduct thorough structured searches to generate as many references of value to the VISN1 patron’s request. The staff has found that if the number of accesses to these databases would cost on average $37 per article which more than pays for the database package subscription.

4. Description of market research conducted and results or statement why it was not conducted:

VISN 1 KIS COR conducted a literature search and interviewed VA librarians for their experiences with different resources. There are many competing products are currently used by the VA either at the national level or at VISN1. There are other databases that the library uses to respond to VISN1 patron requests but are not all encompassing in their holdings. There is no “onesize fits all” with these resources, rather the library is attempting to obtain resources that cover the wide spectrum of medical, nursing, social work and administrative topics that is the library mission to answer with the best up to date information available. The medical information in this ProQuest database adds needed topic coverage to the library’s resources found in no other journal subscription.

At this time there are no other journal subscriptions that meet the same specifications outlined in the solicitation description. As a result brand name or equal will be acceptable for this procurement.
