LIMITED SOURCES JUSTIFICATION

NATIONAL NUCLEAR SECURITY ADMINISTRATION

I. AGENCY IDENTITY AND CONTRACTING OFFICE

The Department of Energy, Nuclear Security Administration (NNSA), Office of Partnership and Acquisition Services (PAS), on behalf of the Office of Information Management (NA- IM) and Office of the Chief Information Officer (OCIO).

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This justification documents the basis for restricting consideration for this action. This is a follow-on requirement to Task Order DE-BP0005594 for Consolidated Information Technology Support Service for the NNSA, which, was competed against the NNSA IT Infrastructure and Cyber Security Support (IICS) Federal Supply Schedule (FSS) Blanket Purchase Agreement (BPA) (the IICS BPA expired in May 2020 - Task Order DE- BP0005594 was awarded to IntePros Federal, Inc. on August 1, 2017, and expires on January 31, 2023).

This action is intended to result in award of a two-year order (which comprises one, six-month base period, one, six-month option period, two, three-month option periods and one, six-month option period to extend services). The Task Order award will be to IntePros Federal under General Services Administration (GSA) Multiple Award Schedule (MAS) contract 47QTCA19D00H4, with a period of performance starting February 1, 2023, and valued at approximately In comparison, InterPros Federal proposed rates are lower than the GSA MAS scheduled rates.

III. DESCRIPTION OF SUPPLIES AND/OR SERVICES

The NA-IM and the OCIO are responsible for providing consolidated information technology support services in various NNSA locations across the United States. The Contractor will operate and maintain current IT systems as well as professional and technical information technology services for the NNSA OCIO. The scope for the two-year Task Order will mirror the consolidated IT support services scope of work.

IV. LIMITED SOURCES AUTHORITY

The authority permitting limited sources is Federal Acquisition Regulation (FAR) 8.405- 6(a)(1)(i)(C) – in the interest of economy and efficiency, the anticipated action is a logical follow-on to Task Order DE-BP0005594, which was placed in accordance with the FSS procedures, solicited competitively (three (3) offers received) and it was not issued under sole-source or limited-sources procedures.

V. DETERMINATION OF BEST VALUE

The Contracting Officer has determined after considering the level of effort and the mix of skills quoted for the tasks, that IntePros Federal’s quoted price represents a reasonable total price and will be the best value for the Program consistent with FAR 8.404(d). The pricing is in accordance with the contractor’s GSA MAS schedule 47QTCA19D00H4. The Contracting Officer compared IntePros Federal’s proposed price to the Independent Government Cost Estimate and has determined the price to be fair and reasonable

VI. MARKET RESEARCH

Market research revealed the GSA MAS and the GSA Alliant 2 Schedules as potential vehicles for NA-IM and OCIO’s requirement. When evaluating the potential use of the GSA vehicles, the NNSA found that the schedule holders generally have the capability to perform services under NAICS code 541513 - Computer Facilities Management Services, VII. ANY OTHER SUPPORTING FACTS:

Under Task Order DE-BP0005594, which was placed in accordance with the applicable FSS ordering procedures and was competed amongst all IICS BPA Holders, IntePros Federal currently provides ongoing professional project analysis and project management services. The NNSA requires continuation of these services for a period of at least six months and possibly up to two years. A logical follow-on Task Order to DE-BP0005594 is necessary as this provides continuity of services and provides economic and efficient means to obtain the required project management support services. IntePros Federal is currently engaged in providing these mission-critical services for NA-IM, OCIO and the

NNSA

Issuing a new Task Order to another contractor would be cost prohibitive as well as cause a disruption to current support efforts. Award to contractor other than the incumbent would also require a period of transition, impacting ongoing support activities. Any disruption in the current support could adversely affect the NNSA’s continuity of operations while impacting the agency’s ability to maintain its IT operations. Any gap in service could have devastating consequences to the NNSA’s ability to maintain continuous enterprises operations, IT integration and conferencing and collaborative technologies. A disruption in service would decrease the NNSA’s ability to stay up to date with cutting-edge technology for software and architecture engineering and innovation. A new contractor would require at least several months of transition in order to ensure continuous services of this nature, resulting in additional, burdensome costs to the Government.

VIII. ACTIONS TAKEN TO REMOVE ANY BARRIERS TO COMPETITION:

Though the immediate requirement is most economically and efficiently sourced to the current vendor (IntePros Federal Inc.) providing ongoing services, NNSA anticipates that, prior to the conclusion of these follow-on services, it will issue a solicitation for this requirement. The consolidated information technology services will be competed under a single-award BPA structure via the NIMS BPA.

IX. CONTRACTING OFFICERS CERTIFICATION:

I certify that the justification for the proposed task order has been reviewed and that to the best of my knowledge and belief the information provided supports the rationale and recommendation for approval is accurate and complete.
