VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source: Brand Name Justification for SAP under the SAT

Justification for Brand Name Justification IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This one-time requirement is for the iTrace has proprietary technology that measures the patient’s quality of vision and provides the doctors with a printout that will help to determine treatment options for the patient. As the prevelancy of refractive surgery increases in the patient population, more advanced methods of evaluating for quality visual outcomes will need to be employed; the iTrace is one of the instruments identified that will assist in this endeavor.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The iTrace is the only device that uses ray tracing for wavefront analysis. It sequentially projects 256 parallel light rays through the entrance of the pupil and detects where each beam of light lands on the retina and how much light energy is transferred. Reviewing this retinal spot pattern point-by-point provides insight into a patient’s overall visual function.
Other devices that rely on a Hartmann-Shack sensor or dynamic skiascopy for wavefront imaging, analyze light as it is reflected back from the retina. Although this works for simple optical systems, these other devices are prone to data confusion when measuring highly aberrated eyes, pseudophakia,cataracts, through contact lenses, or over spectacles. However, the iTrace and its proprietary ray tracing technology can directly replicate a patient’s vision under any circumstance.
4. Description of market research conducted and results or statement why it was not conducted:
Detailed market research was conducted through multiple queries of VIP, GSA, and a Google internet search. The only vendor found through these queries was Tracey Techologies, the original equipment manufacturer (OEM).
