LIMITED-SOURCES JUSTIFICATION
FOR
Defense Manpower Data Center (DMDC) Interoperability Technology and Program Services (ITPS)
Blanket Purchase Agreement
Note: This document is prepared in accordance with the requirements of FAR 8.405-6(c). The acquisition is conducted under the authority of the Multiple-Award Schedule Program.
1. Identification of Requiring Activity and Contracting Activity (c)(2)(i):
The requiring activity is the Defense Manpower Data Center (DMDC), located at Alexandria, Virginia.
The contracting activity is the General Services Administration (GSA) Federal Acquisition Service (FAS), Mid-Atlantic Region - Philadelphia, PA.
This document is hereby identified as a Limited-Sources Justification.
2. Nature and/or Description of Action Being Approved (c)(2)(ii):
The action being approved is a modification to the Interoperability Technology and Program Services (ITPS) Blanket Purchase Agreement (BPA) to extend the period of performance by six months (26 September 2022 – 25 March 2023.
The DMDC ITPS BPA is a multiple award BPA for information technology services that encompass the full systems development lifecycle to support the interoperability of the DMDC portfolio with any external systems owned by entities other than DMDC. The BPA was awarded using competitive procedures in accordance with FAR 8.405-3, to eleven (11) (Booz Allen Hamilton, CACI NSS, clearAvenue, Deloitte Consulting, Enterprise Services, IBM, ISHPI Information Technology, iWorks, Leidos, Northrop Grumman Systems Corporation, and SRA International) GSA IT 70 Schedule contract holders on 15 September 2017. The BPA has a twelve-month base period and four (4) twelve-month option periods ending on 25 September 2022.
3. Description of Supplies/Services Required To Meet the Agency's Needs (c)(2)(iii):
The ITPS BPA serves as the contractual vehicle which supports the Defense Manpower Data Center (DMDC) ongoing requirements for IT services to support the interoperability of major components, major programs, and Commercial-Off-The-Shelf (COTS) Software encompassing the DMDC portfolio.
For example, the DMDC portfolio includes the Defense Enrollment Eligibility Reporting System (DEERS) database, Real-time Automated Personnel Identification System (RAPIDS), and Common Access Card (CAC) programs. These three programs require interoperability to provide the Department of Defense (DoD) with a strongly authenticated identity management solution. A complete list of DMDC programs requiring support under this BPA is included in the Performance Work Statement (PWS). DMDC program interoperability is required between DoD, other Federal, and State agencies. Interoperability of systems is necessary to provide seamless information sharing between systems and agencies that support service members and their families.

An extension to the existing BPA provides GSA with the most effective and efficient method of contract performance and will continue to reduce call award lead time until the competitive follow-on BPA is awarded.
4. Identification of Statutory Authority and Justification/Rationale for Limiting Sources
Demonstrating the Contractor's Unique Qualifications to Provide the Required Supply/Service (c)(2)(iv):
This acquisition is being conducted under the authority of the Multiple Award Schedule (MAS) program. The statutory authority permitting other than full and open competition is Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501), as implemented by
FAR 8.405-6.
The authority for this action is FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The DMDC ITPS BPA is a multiple award BPA for information technology services that encompass the full systems development lifecycle to support the interoperability of major components, major programs, and Commercial-Off-The-Shelf (COTS) Software encompassing the DMDC portfolio with any external systems owned by entities other than DMDC, including other DoD activities, Civilian Federal/State Agencies, and private institutions (e.g. financial institutions). The eleven (11) BPA holders (collectively, the source) are currently the only contractors capable of providing these services within the timeframes necessary because they are the only contractors that have been currently vetted. Procuring these services outside of this BPA would require an extensive RFI period and a pre-quote conference to ensure only capable contractors compete and, therefore, would result in an award process which would take almost twice the amount of time as awarding it via a BPA call. This, in turn, would severely impact the DMDC mission, which requires a contractual program that supports awarding new or changing requirements within expedited timeframes.
Specifically, DMDC’s requirements, are subject to unforeseen Congressional Mandates, Cybersecurity upgrades and/or current world events and therefore are subject to frequent change with little-to-no notice. The response time to these actions is critical and DMDC’s mission demands the ability to provide immediate support to the warfighter and their family members while continuing to protect DMDC’s sensitive data. The requirements that would be competed under the BPA are too complicated and too important to risk awarding late. Untimely award of these requirements risks an inadequate transition period or a break in service, which would be catastrophic to DMDC’s mission and DoD’s ability to support the warfighter’s personnel requirements, like healthcare and pay. This would also endanger the warfighters’, veterans’, and family members’ access to all personnel benefits, including medical care. The only solution to prevent these catastrophic results is to extend the existing ITPS BPA since it is the only source that includes the contractors that can quickly compete and successfully support DMDC’s mission.
Additionally, the contractors have had five years of following the standardized procedures implemented with this BPA to award complex requirements as quickly as possible, while still encouraging competition. Thus, an extension of the current BPA is necessary to ensure DMDC has the contractual means to support new or changing requirements within the timeframes necessary to support the interoperability of the DMDC system, until a competitive follow-on BPA is awarded.
Failure to do so would result in a mission failure of DMDC.
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):
This action is for an extension of the existing BPA which represents the best value to the Government. Consistent with FAR 8.404(d), a determination was made at time of award of the BPA that it represents the best value to the Government. The best value determination considered the level of effort and the labor mix and the price, inclusive of all option years, was determined to be fair and reasonable at time of award. The BPA will be extended at the rates currently negotiated for each of the 11 BPA holder’s respective Option Year 4.
The BPA pricing is based upon negotiated discounts off of the contractors’ GSA Schedule rates. GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable.
Calls will be competed and awarded under the BPA and additional discounts will be sought. For calls issued under the BPA, the assigned GSA Contracting Officer will evaluate the level of effort, the mix of labor proposed to perform a specific task being ordered and will determine that the total price is reasonable. The GSA/FAS Contracting Officer will determine that the call represents the best value consistent with FAR 8.404(d).
6. Description of Market Research (c)(2)(vi):
For the extension, market research was not conducted due to the short time frame between award of the extension and the completion of the action. Additionally, the Government has no performance concerns with the 11 BPA holders who will be solicited for the work required under the BPA. The Government will ensure that all BPA holders will be given an opportunity to submit a quote in response to any requirements competed during the extension period.

8. Actions the Agency May Take to Remove or Overcome Any Barriers that Led to the Restricted Consideration prior to Subsequent Acquisition For the Supplies or Services:
Competition is already underway for a follow-on BPA, with a planned award during Quarter 03 of FY 2023. The extended period of performance under this ITPS BPA will be established only to provide services while competitive source selection process is being conducted.
