LSJ No.:
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity. Identification of the agency, the contracting activity, and specific identification of the document as a “Limited-Sources Justification.”
The Department of Homeland Security (DHS), Cybersecurity & Infrastructure Security Agency (CISA) - Contracting Office proposes to award an order under the GSA Multiple Award Schedule (MAS) pursuant to FAR 8.405-6(a), Limiting Sources.
2. Nature and/or description of the action being approved. Describe the action being approved and include the name and address of the proposed contractor(s).
CISA’s Contracting Office (COCO) intends to limit the number of sources solicited pursuant to FAR Part 8.405-6(a) to procure and maintain the use of the TruePlanning Cost Estimating Software. TruePlanning Cost Estimating Software is proprietary software from Proposed Contractor: Unison Cost Engineering, LLC, 21251 Ridgetop Circle, Suite 100, Dulles, VA 20166-6644.
3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The requirement is to provide a commercial package of the TruePlanning Cost Estimating Software tools that support, planning, analysis, and management of software, hardware, and IT development projects, along with initial tool training at a total cost of $ . This tool will be used to generate parametric estimates of software size, development, and maintenance - based on the experiences contained in a robust, proprietary data base. The tool will further provide a means for cross-validating software cost estimation outputs developed through other methodologies such as the Constructive Cost Model (COCOMO). The contractor shall provide training for the TruePlanning software. The training shall be a total of five (5) days, for up to ten (10) students.
The manufacturer is the only one authorized to provide the Software and services to its own proprietary software system.
Period Total Base Year 12 mo. $ Option Year 1 12 mo. $ Option Year 2 12 mo. $ Option Year 3 12 mo. $
4. Authority and supporting rationale. Demonstrate the proposed contractor’s unique qualifications to provide the required supply or service, if applicable.

Select one of the circumstances justifying limiting sources pursuant to FAR 8.405-6(a)(1)(i) below and provide supporting rationale.
8.405-6 (a)(1)(i)(B) Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with FAR 8.405-6(a), Limiting Sources. An award will be made in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule order # 47QTCA19D00C8, Task Order 70RCSA20FR0000002 pursuant to FAR 8.405-6(a)(1)(i)(C). The original award was competitively solicited and awarded using the ordering procedures at FAR 8.405. It is necessary to limit competition for work described herein as a logical follow-on because there were no vendors with the capability to meet the requirement within the United States. Unison’s Cost Engineering Reselling Partners are located in Italy, China, Saudi Arabia, South Korea, and Australia.
Based on historical data, the incumbent, Unison (formerly PRICE Systems, LLC), owns TruePlanning cost estimating software/tool. The software integrates effectively with the current CD cost and risk application called Automated Cost Estimating Integrated Tools (ACEIT) and Microsoft products. The software also facilitates comparisons with results from CD software cost estimation tool Constructive Cost Estimation Model (COCOMO), thereby meeting General Accountability Office (GAO) and Cost Analysis Division recommendations for cross-check methodologies. The proprietary software was developed back in the 1970’s and has continuously evolved over the years due to extensive research of Government and Industry data by cost engineers, data scientists, mathematicians and many other disciplines to build and validate their products.
The TruePlanning tool meets the following technical criteria:
Compatibility with CD’s existing supply of TruePlanning licenses. A new tool would have to provide the ability to read, edit, copy, etc. documents developed in the existing TruePlanning software.
Ability to show results for both software development effort and systems engineering effort of estimated software cost.
Rich proprietary data base for software development and IT infrastructure projects.
Integrates effectively and easily with current CD cost and risk application called Automated Cost Estimating Integrated Tools (ACEIT) and Microsoft products, such as Excel (versions 2007 through 2016).
Facilitates comparisons with results from CD software cost estimation tool Constructive Cost Estimation Model (COCOMO), thereby meeting GAO and Cost Analysis Division recommendations for cross-check methodologies.
Contains software maintenance estimation capability for life cycle costing.
Offers a comprehensive set of parameters to provide capture of more diverse project characteristics
