Statement of Work: RQ LSC20130057 Digitization of Sound Recordings by the University of California, Santa Barbara for the Library of Congress’ National Jukebox website

Background

The Library of Congress and the University of California Santa Barbara (UCSB) are continuing their collaboration on the National Jukebox website www.loc.gov\jukebox in order to provide access to tens of thousands additional early commercial sound recordings. The National Jukebox is one of the Library of Congress’ most significant efforts in fulfilling the mission of providing broad access to collections.

The collaboration includes the provision to the Library of Congress of extensive metadata from UCSB’s Encyclopedic Discography of Victor Records. In addition, UCSB will, for hire, digitize 3,800 of their own 78rpm disc sides and scan the labels. In return for funding this contract, the Library will receive a complete set of the audio and image files for use on the National Jukebox website.

This solicitation seeks to continue the audio digitization and scanning work currently being done by UCSB for the Library of Congress under LCLSC12P0091 (RQ - LSC20120083/0) through September 26, 2012. The Library of Congress Packard Campus is receiving shipments of files produced under the 2013 contract. All have been received on time and all have fully met the technical specifications of the contracts. The per-item cost has changed due to an increase in the overhead charges levied by the State of California on Federally funded initiatives and to a change in the technical requirements based on the Library of Congress’s need for more accurately pitched recordings for the National Jukebox Project. This requirement will require more time per item, resulting in a higher per-item cost.

Scope The MBRS Division of the Library of Congress requires the digitization of an additional large collection of 78rpm disc recordings in the collections of the University of California Santa Barbara for inclusion in their National Jukebox website. The objective is to have these 3,800 additional historical recordings from the UCSB collection digitized by the end of fy 2014.

Contractor Requirements

Contractor Activities

· Digitize 3,800 78 rpm disc sides in the UCSB collection to agreed technical specifications (see Deliverables) in one year from contract award date.

· Scan all 3,800 record labels to agreed technical specifications (see Deliverables) in one year from contract award date

· Wash each disc prior to digitization

· Use agreed file naming conventions

· Deliver audio and image files to LC on portable hard-drives periodically

· All work will take place onsite at UCSB

Deliverables

A.

Audio files:

3,800 .wav files at 44.1 Khz / 16 bit resolution

3,800 .wav files at 96 khz /24 bit resolution

B.

Image files:

3,800 400 dpi TIFF files named to correspond with audio files

Delivery Instructions

Files will be shipped to the Library on portable hard drive units in periodic, shipments coordinated with designated MBRS staff.

Quality Assurance

The Library will check the received files to verify acceptable sonic and pictorial quality. Acceptable sonic quality includes accurate pitching (playback speed) of the recording. The vendor will replace any files determined to be recorded or scanned incorrectly or that are corrupted and not playable.

Government Contacts

The Vendor will communicate directly with MBRS Recorded Sound Section managers on a monthly basis to keep them informed of ongoing progress and to resolve any problems that might impede the fulfillment of this contract in the time-frame specified.

Period of Performance: September 27, 2013 thru September 26, 2014.
