About this file

This document is a Louisiana Preference form for state and local contract opportunities, specifically designed to provide preference to products produced, manufactured, or assembled within Louisiana. The form outlines specific conditions for Louisiana product preference, including that the cost of Louisiana items cannot exceed the cost of out-of-state items by more than 10%, and the vendor must agree to sell at the same price as the lowest bid. Additionally, to qualify for the preference, a bidder's workforce must consist of a minimum of 50% Louisiana residents.

The preference applies to procurement of materials, supplies, products, provisions, or equipment, with clear definitions provided for terms like "assembled," "manufactured," "processed," and "produced" within Louisiana. The form requires bidders to indicate whether they are claiming the 10% Louisiana preference, confirm their workforce composition, specify line items for preference, and provide the location within Louisiana where products are produced, manufactured, or assembled. This preference is implemented under Louisiana Revised Statutes R.S. 39:1604(H) & (I) and R.S. 38:2251(A), offering a structured approach to supporting local Louisiana businesses and workforce.
