About this file

This document is a Louisiana Preference form for state and local procurement, specifically related to Louisiana Revised Statutes 39:1604(H) & (I) regarding product purchasing preferences. The form provides guidelines for procurement officers and purchasing agents to prioritize materials, supplies, products, provisions, or equipment produced, manufactured, or assembled in Louisiana, provided certain conditions are met.

The preference allows Louisiana-based products to be purchased if they are equal in quality and meet three key conditions: (1) the cost does not exceed comparable out-of-state products by more than 10%, (2) the vendor agrees to sell at the lowest bid price, and (3) in cases of multiple Louisiana bidders within 10% of the lowest bid, the lowest Louisiana bidder can match that price. To qualify, bidders must have a workforce comprised of at least 50% Louisiana residents. The form requires bidders to specify which line items they are claiming preference on, the specific Louisiana location where products are produced/manufactured/assembled, and provides clear definitions of "assembled," "manufactured," "processed," and "produced" in the Louisiana context.
