About this file

This document is a Louisiana Preference form designed to provide state-specific procurement guidelines for businesses bidding on state contracts. The form outlines a preference program that allows vendors producing, manufacturing, or assembling products within Louisiana to potentially receive a competitive advantage in the bidding process, provided they meet specific criteria.

The preference program allows Louisiana-based products to be purchased at up to 10% higher cost than out-of-state alternatives, with key conditions including: (1) the vendor must have a workforce comprised of at least 50% Louisiana residents, (2) the vendor must agree to sell items at the same price as the lowest bid, and (3) in cases of multiple Louisiana bidders within 10% of the lowest bid, the lowest Louisiana bidder can match the price. The document provides detailed definitions of terms like "assembled," "manufactured," "processed," and "produced" to clarify the application of the preference program, and includes a form for bidders to claim the Louisiana preference by providing specific information about their workforce and production locations.
