Survey and Mapping Project Scope – Lock 58

The survey area of interest is in the Village of Newark, Town of Arcadia, County of Wayne and is generally as follows: The southerly boundary of lands of the New York State Canal Corporation (NYSCC) Improved Erie Canal or Barge Canal, between North Clinton St and Stansell St. Said boundary is also the northerly boundary of abandoned Old Erie Canal parcels 690, 691 and 692 as shown on abandonment map 150. Old Erie Canal Locks 58 & 59 are included within the limits of this survey area. The purpose of the survey is to retrace and establish (monument) said boundary and to locate any encroachments on NYSCC property.

Record Research and Analysis

The consultant shall conduct the necessary record searches to determine all property rights or interests that affect the survey area of interest. The New York State Canal Corporation (NYSCC) shall provide nearby canal maps where relevant and available. The Consultant shall review said canal maps for accuracy and completeness. A field survey shall be completed as necessary to produce the required mapping described above. The field survey and planimetric mapping, including Right of Way and Boundary Line determinations of the adjacent property lines, shall be performed in accordance with the New York State Department of Transportation (NYSDOT) Land Surveying Standards & Procedures Manual and ROW Mapping Procedure Manual.

Primary Project Control Survey

The Consultant shall use survey-grade GPS equipment to tie into NSRS HARN or CORS control stations and establish Primary Horizontal Project Control at the project site. The control shall be sufficient to rotate and adjust the survey and planimetric mapping into the appropriate zone of the NAD ’83 (2011) New York State Plane Coordinate System in US Survey Feet.

Maps

Following the field survey, the Consultant shall prepare and submit to the NYSCC a draft boundary line map that shows the NYCC property line, improvements within 10 feet of the property line, and all encroachments on Canal lands within the survey corridor. Bearings and Distances shall be shown for all property lines on the maps. The Consultant shall revise the map as necessary in response to the NYSCC’s review. The point of beginning (POB) and point of ending (POE) shall be labeled with their grid coordinates.

Monumentation

The property line shall be flagged and all angle points shall be monumented with 5/8” x 30” rebar or equivalent. Aluminum NYSCC caps will be provided.

Deliverables

Deliverables shall include a report of survey, a survey control report, and a boundary line map.

The survey control report shall minimally contain the state plane XY coordinates of all located monumentation, private and NYSCC. All final graphical deliverables described herein shall be provided digitally in both MicroStation “DGN” and Adobe Reader “PDF” format. Electronic files containing lists of all final coordinates for parcel boundaries shall be provided to the NYSCC as outlined in the NYSDOT CADD Standards & Procedure Manual.
