NIST Requirements Document Linewidth Analyzer
I. Background/Purpose:
The Photonics and Optomechanics Group in Microsystems and Nanotechnology Division develops cutting-edge nanophotonic and optomechanical devices for metrology, microscopy, and sensing. As part of Analytical Laboratory Instrument Manufacturing our research on nonlinear and quantum integrated photonics devices, we require a laser linewidth analyzer/optical frequency discriminator that covers the wavelength range from 1064 nm to 1625 nm. The linewidth analyzer will be used in characterization of both laboratory lasers as well as nonlinear photonic devices that are developed in the lab.
II. Minimum Requirements
The Contractor shall provide a Firm Fixed Price quotation for a linewidth analyzer as listed below. The linewidth analyzer must meet or exceed the technical specifications listed below.
All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Technical Specifications:
Contract Line Item 0001: linewidth analyzer
1. Wavelength coverage: must include the region between 1064 nm and 1625 nm
2. Input power: must be able to perform measurements for input powers as low as 1 mW (or lower)
3. The system must be able to provide real-time analysis of laser frequency noise, with functionality to determine: frequency noise density, phase noise density, intrinsic and effective linewidth analysis (the latter through the beta line separation technique), optical lineshape determination, and fitting of optical lineshapes to Voigt, Lorentzian, and Gaussian functions.
4. The system must be able to produce the frequency noise density spectrum across a range of at least 10 Hz to 10 MHz offset frequencies from the carrier.
5. The frequency noise floor for a 1550 nm input at 5 mW of optical power must be below 200 Hz/sqrt(Hz) at all offset frequencies above 10 Hz, and at or below 15 Hz/sqrt(Hz) at offset frequencies above 100 kHz.
6. The minimum measurable intrinsic (Lorentzian) linewidth must be 2 kHz or less
7. The minimum measurable effective linewidth, as determined from the beta line separation method, must be 5 kHz or less
8. Optical lineshape analysis must be provided for lineshapes with effective linewidths between 5 kHz and 10 MHz
9. The dynamic range must be 60 dB or greater
10. The system must provide an analog output that can be used in conjunction with a feedback controller for laser stabilization
11. The system sampling rate and vertical resolution must be consistent with the above dynamic range requirements and measurement acquisition times as short as 1 ms.
12. The evaluation time (i.e., amount of time required to produce the frequency noise spectrum, for example), should be 1 s or less, so that real-time analysis of the measured signals is possible
13. Optical input must be through a single mode or polarization maintaining optical fiber with an FC/APC or FC/PC connection
14. Communication between the linewidth analyzer and computer must be through USB 3.0, USB 2.0, or Ethernet.
15. Standalone software for real-time display and analysis of the modes identified in specification #3 must be included.
16. Software must be able to export data for computation using user-provided programs

III. Deliverables:
Delivery shall be FOB destination and shall occur within 150 days. FOB Destination means:
The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

IV. Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

V. Installation
Installation will be completed by the purchaser.
VI. Training
No in-person training is required. The vendor will provide any relevant videos, operating manuals, and other materials needed to use the equipment.
VII. Warranty The contractor shall warrant the system and provide support for a minimum of one year after receipt of the software and shall be in accordance with terms in FAR 52.212-4
VIII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system
2. The Government anticipates inspection will occur within two weeks of system delivery
NOTE: Partial shipments and partial invoices will not be accepted, unless other-wise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
