4. Authority:

X Items Peculiar to One Manufacturer (Brand Name):

The particular brand name product Studio Network Solutions (SNS) EVO is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. Only brand name hardware, software and replacement parts made by SNS can be added to the existing editing system without having to replace the entire system with an alternate brand, if it exists, at a very high cost in time, effort, and money. Any effort to create a hybrid network with third party modules at the physical layer, if at all possible, would risk failure and eventually cost the government more time and resources. The requested system would be managed centrally which would allow for troubleshooting the entire Storage Area Network (SAN).

Adding numerous brand devices segments the network thereby requiring separate management at each segment. Not only would the segmented management add additional costs, but it would greatly inhibit troubleshooting of the network. [see FAR 11.105].

Reasons for Authority Cited: Failure to acquire the desired hardware will impact both the current mission and the flexibility to adapt to future missions. Army South G3/7 Visual Information depends on the SAN system to serve as the backbone for in-house video editing.
