Defense Manpower Data Center (DMDC) Data to Decisions (D2D)

Modification 21

Note: This document is prepared in accordance with the requirements of FAR 8.405-6(c). The acquisition is conducted under the authority of the Multiple-Award Schedule Program.

1. Identification of Requiring Activity and Contracting Activity:

The requiring activity is the Defense Manpower Data Center (DMDC) located at Seaside, California and the Mark Center, Alexandria, Virginia. The contracting activity is the General Services Administration (GSA) Federal Acquisition Service (FAS), Mid-Atlantic Region - Philadelphia, PA.

This document is hereby identified as a Limited-Sources Justification.

2. Nature and/or Description of Action Being Approved:

The action being approved is a single source modification to the Data to Decisions (D2D) BPA call. The modification will provide a 6-month extension to the call while the Government executes a “recompete” acquisition. The subject BPA call was conducted under the DMDC Interoperability Technology & Program Services (ITPS) vehicle and awarded to ClearAvenue via ITPS BPA contract number GS03Q17DSA0010.

The call was competitively awarded on 19 September 2018. The period of performance consists of a base period (23 September 2018 through 22 September 2019), with four (4) 12-month option years. The extension period will begin on 23 September 2023 and will continue through 22 March 2024.

This documentation is required due to the anticipated ceiling increase resulting from the extension of services.

3. Description of Supplies/Services Required To Meet the Agency's Needs:

Under this requirement, the contractor provides technical support services for Data to Decisions, a cloud-based government-wide analytics-as-a-service platform that collects, manages, and analyzes complex data. The scope includes application design, development, and maintenance services for the D2D platform and its associated databases. The contractor has developed the Defense Travel System (DTS) Data Mart, a database architecture for use with extreme high-volume applications, as part of performance under this requirement.

The extension resulting from modification 21 will provide continued development and maintenance support of the transformation of DMDC’s data into meaningful and useful and make a determination that the proposed price is fair and reasonable IAW FAR 15 techniques.

The assigned GSA Project Manager will complete a technical evaluation on the contractor’s quote for the extension period to ensure that the level of effort and labor mix is not excessive. Furthermore, the PM will ensure that the quoted labor mix and number of hours are acceptable and commensurate with this requirement. In accordance with FAR Subpart 8.4, GSA has already determined the labor rates to be fair and reasonable at time of award of this BPA call since they are derived from and reflect the actual prices in the ClearAvenue awarded DMDC ITPS BPA labor category rates. In addition, the rates were derived from an initial competitive acquisition where prices were determined fair and reasonable IAW FAR 15 techniques.

The GSA Contracting Officer will ensure that there are no math errors or pricing caveats, and that quoted labor rates do not exceed the contractor’s current DMDC ITPS BPA contract rates.

6. Description of Market Research:

For the extension, market research was not conducted due to the short time frame between award of the extension and the completion of the action. The Contracting Officer has no performance concerns with ClearAvenue as past performance has been satisfactory to date.

Additionally, the Contracting Officer reviewed the technical scope of ClearAvenue’s DMDC ITPS BPA contract which showed that the contractor offers the required services under its DMDC ITPS BPA contract number GS03Q17DSA0010.

None

8. Actions the Agency May Take to Remove or Overcome Any Barriers that Led to the Restricted Consideration prior to Subsequent Acquisition for the Supplies or Services:

The Government will extend the period of performance by an additional 6 months, resulting in an updated call expiration date of 03/22/2024. No other firm can provide the necessary services at the requisite level of expertise within the timeframe required; however, the Government will provide fair opportunity via the forthcoming “recompete” acquisition.
