About this file
This document is a limited-sources justification for proprietary sensor interface software required by the United States Coast Guard. The Coast Guard intends to issue a firm-fixed-price delivery order to SSR Engineering, Inc. for their proprietary software licenses totaling an estimated $1,069,481.88. The software provides a critical interface between the core SeaWatch command and control system and various shipboard sensors onboard newly constructed Coast Guard fast response cutters, offshore patrol cutters, and polar security cutters through fiscal year 2026. Only SSR Engineering can provide the required level of quality for this highly specialized and unique function that is currently fielded on 71 Coast Guard cutters. Market research found this proprietary software is only available from SSR Engineering on the GSA schedule. The contracting officer determined this limited competition represents the best value to meet requirements.

Limited-Sources Justification
LSJ - SSR Engineering, Inc. software
Pursuant to the Multiple Award Schedule Program (as authorized by 40 U.S.C. § 501), this justification is prepared in accordance with the requirements of Federal Acquisition Regulation (FAR) 8.405-6(c) for the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2, and FAR 8.405-3. The circumstance justifying restriction is FAR 8.405- 6(a)(1)(i)(B) through the following facts and rationale:
(1) Agency and Contracting Activity.
The Department of Homeland Security, United States Coast Guard (USCG), Office of C5I Contracting and Procurement (CG-914) proposes to enter into a delivery order on the basis of a limited-sources justification.
(2) Nature and/or description of the action being approved.
(a) Nature of action: The USCG intends to limit competition to SSR Engineering, Inc. for proprietary sensor interface software for installation on newly constructed USCG Fast Response Cutters (FRCs), Offshore Patrol Cutter (OPCs) and Polar Security Cutter (PSCs). SSR Engineering owns the proprietary rights to their sensor interface software and is the only vendor that can provide the required software and follow-on support.
(b) Name and address of the contractor:
SSR Engineering, Inc.
950 Fee Ana Street, Suite A Placentia, CA 92870-6755
UEI: XAL9E3EV71M3
(c) Contract type: Firm-Fixed-Price
(d) Estimated total value (including options):
Period Per Cutter Price Quantity Total
Base Quantity (FY23 FRCs 57- 60)
$53,536.87 4 FRCs $214,147.48
Base Quantity
(FY23 OPC 1-2)
$104,057.77 2 OPCs $208,115.54
Option Quantity 1 (FY24 FRCs 61-64)
$53,536.87 4 FRCs $214,147.48
Option Quantity 1
(FY24 OPC 3)
$104,057.77 1 OPCs $104,057.77

Total $1,069,481.88
(e) Type of funding: Operations and support funds
(f) Year of funding: Fiscal Year 2023 for the Base Quantity
(g) Solicitation number: Number will be assigned in FSMS when the solicitation is created.
(h) Background information about the requirement: The SSR Engineering, Inc.
proprietary sensor interface software was previously procured via Delivery Order 70Z04419F19001700 per SSR Engineering, Inc. previous GSA Federal Supply Schedule (FSS) Contract GS-35F-0329M performance ended on 3/10/2022 to comply with the previous ordering period.
(3) Description of Supplies/Services.
The requirement is to provide SSR Engineering, Inc. proprietary sensor interface software for the USCG SeaWatch Command and Control (C2) system being installed onboard all newly constructed USCG FRCs, OPCs and PSCs. The SSR Engineering proprietary sensor interface software is a critical component necessary for interfacing the core SeaWatch C2 system to various shipboard sensors. The following table details the relevant software included in this requirement:
Software SSR Tracker, PN: 600
SSR C-ARPA, PN: 700-C
SSR Camera Manager, PN: 640
SSR EAIS-FIPS
(4) Identification of the justification and the rationale.
In accordance with FAR 8.405-6(a)(1)(i)(B), the circumstances restricting competition for this acquisition is that only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
The SeaWatch C2 system is highly specialized equipment that has very specific hardware and software, including government-developed core C2 software that interfaces to various navigation sensors. Providing the interface between the government-developed core C2 software and the navigation sensors is a unique and highly specialized function only provided by the SSR Engineering Inc. sensor interface software, which is part of the standard configuration already fielded onboard 71 USCG cutters. In order to provide this unique and highly specialized function for the remaining 14 USCG cutters slated for SeaWatch installation through 2026, only the SSR Engineering Inc. proprietary sensor interface software will provide the required level of quality required.
(5) Determination by the ordering activity Contracting Officer that the anticipated order represents the best value consistent with 8.404(d).
The Contracting Officer has determined that the proposed delivery order will represent the best value and result in the lowest cost alternative, considering price and administrative costs, to meet ery order will be placed in accordance with FAR 8.404, Use of Federal Supply Schedules. The General Services Administration (GSA) has already determined the prices for the supplies under the SSR Engineering, Inc. GSA Contract Number 47QTCA21D006Q to be fair and reasonable. Although GSA has already negotiated fair and reasonable pricing, the Contracting Officer will request additional discounts before placing the delivery order.
(6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market research was conducted on GSA Advantage to identify whether the required software is available from other GSA FSS holders; however, the proprietary sensor interface software was found to be available from only the original software developer, SSR Engineering, Inc.
(7) Any other facts supporting the justification.
None
(8) A statement of actions, if any, the agency may take to remove or overcome any barriers that preclude the agency from meeting the requirements of 8.405-1 and 8.405-2 before any subsequent acquisition for the supplies or services is made.
The Government will continue to conduct strategic market research and monitor the marketplace for alternatives to the proprietary SSR Engineering sensor interface software, which may be incorporated into the SeaWatch system architecture during a future major system update. At this time, unsuccessful attempts to obtain SSR Engineering data make it unlikely that barriers to competition will be overcome. At the present time, no other known equipment manufacturers produce the software. If another source emerges, the USCG will assess the feasibility of competition for future requirements.
