1. Contracting Activity: United States Army Contracting Command – New Jersey, Building 9 Phipps Road, Picatinny Arsenal, NJ 07806

2. Description of Action: Enterprise & Systems Integration Center [ESIC], Logistics Research & Engineering Directorate [LRED], Packaging Division [PD] requires 3D Printer Maintenance Services for a ProJet 5500x and ProJet 660Pro 3D printers with were manufactured by 3D Systems, Inc. The service needed includes inspections, tune-ups, testing, and component replacement as needed. The purpose of this service contract would be to provide maintenance and repair services for both printers as well as a minimum one time preventative maintenance visit per calendar year. The period of performance shall be twelve [12] months from the time of award with two [2] additional twelve-month option years.

3. Description of Services or Supplies: The United States Army Contracting Command, on behalf of the US Army Combat Capabilities Development Command

Armaments Center (CCDC AC), is procuring maintenance services for two 3D Systems printers. The maintenance and repair services shall apply to the 3D Systems ProJet 5500x and 3D Systems ProJet 660Pro 3D printers, including inspections, tune-ups, testing, and component replacement as needed. The 3D printers are technically complex and can only be maintained in accordance with 3D systems manufacturer specifications. Maintenance can only be provided by 3D Systems or an approved distributor of 3D Systems equipment and services. 3D Systems was contacted and they have assigned BES-3D the exclusive rights to support 3D Systems products for the entire state of New Jersey.

5. Reasons for Authority Cited:

The Government has only been able to identify one vendor, BES-3D Systems LLC, which is capable of providing certified technicians that work on these 3D Printers (see paragraph 7 for market research details). Failure to award a contract to maintain these printers would result in degraded performance and eventual failure of the printers, which would jeopardize mission requirements.

BES-3D Systems LLC has been assigned the state of New Jersey and are the exclusive authorized reseller and authorized service representative for 3D Systems equipment.

7. Market Research:

Market research was accomplished using data gathered from the internet. A search for 3D System service agents was conducted and none in the state of New Jersey were discovered. Additionally, a review of awards was conducted using Beta SAM, and none were discovered. BES-3D was the only authorized service provider that was identified for New Jersey.

An email was sent to 3D Systems Incorporated to support-us@3dsystems.com to get confirmation that BES-3D is the only certified service representative for NJ. On Dec 15, 2020 Terry Rexford of the 3D Systems Support Team confirmed that BES-3D was the exclusive provided for New Jersey. Based on this the only potential offeror is BES-3D, LLC.
