BRAND NAME JUSTIFICATION

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of a Pegasus Backpack VLP-16/16 Mobile Mapping System on a limited source basis as required by FAR 13.106-1.

2. Nature of Action Being Approved. New firm fixed price award to purchase a Pegasus Backpack VLP-16/16 Mobile Mapping System for brand name Leica Geosystems Pegasus Backpack.

3. Description of Supplies or Services. The Upper Midwest Environmental Sciences Center (UMESC) requires the purchase of the Pegasus Backpack for 3D Mapping. Mapping in 3D is an innovative way to help accurately support environmental restoration, invasive species management, and natural disaster response and allows us to expand our 3D Mapping capabilities.

4. Statutory Authority. The proposed action may be awarded on a Brand Name Justification in accordance with FAR 13.106-1.

5. Rationale Supporting Use of Citation in No. 5. The Leica Pegasus: Backpack provides accurate, efficient 3D mapping and imaging to better understand the landscape and environment around us. Also, this technology can cut down mapping response time and capture critical data of study areas on foot. This equipment provides the following unique specifications that no other manufacturer provides to meet the minimum needs:

a) Leica Pegasus:Backpack contains five built in cameras with 360 degree by 200-degree mobile coverage. The focal length of each lens is 6.0mm with a maximum frame rate of 40 M pixels per second. Pixel size is 5.5 x 5.5 microns.

b) The acquisition of the scanner is 600,000 pts/sec with a 10Hz frequency. The usable range is within 50m.

c) The spatial accuracy of the backpack is 2-3cm for outdoor and indoor conditions. The Absolute position accuracy outdoors is 5cm. Trajectory calculation software, SLAM, for indoor and outdoor mapping purposes where positioning is lost.

6. Other Information. N/A

7. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research via the Internet indicates competition will be available among Leica resellers. Market research via the Internet also showed other 3D mapping system backpacks but they do not include an inertial motion unit/GNSS system or the spatial accuracy of 2-3 cm for outdoor and indoor conditions which are part of the government’s minimum needs.

8. Actions to Overcome Barriers to Competition. All brands and vendor instrumentation with the ability to provide consistently high-quality equipment for current and future studies will be considered. Future requirements for same/similar items will be competed to the maximum extent practical.

9. Recommendation and Certification from Program Office Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.

The U.S. Geological Survey (USGS) considers employees signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.
