About this file

This document is a Justification and Approval (J&A) for a sole source award of a four-year cost-plus-fixed-fee contract by the Naval Surface Warfare Center Dahlgren Division to Kitty Hawk Technologies. The contract value is $33,633,030 and is for modeling and simulation, mission engineering, and mission analysis services to support complex engineering problems from a mission-focused perspective. Key experience requirements included extensive modeling and simulation using Model Based Systems Engineering, mission engineering and architecture, verification and validation of models, and analyses using system of systems practices. An advance notice solicitation yielded one response that did not demonstrate the necessary capabilities. The J&A cited 10 U.S.C. 2304(c)(5) authority as Kitty Hawk Technologies is the only HUBZone contractor able to meet the experience, staffing, facility and security clearance requirements for this support to the M Department and M40 Directorate at NSWCDD. The contract was awarded on April 1, 2021 under solicitation N00178-21-C-2308.

4. S tatutory Authority Permitting Other Than Full and Open Competition

This justification is based upon the authority of 10 U.S.C. 2304 (c)(5), as implemented by FAR 6.302-5(b)(5), Sole source awards under the HUBZone Act of 1997.

5. R ationale Justifying Use of Cited Statutory Authority

The use of full and open competition is not feasible since Kitty Hawk Technologies is the only HUBZone contractor to possess the required knowledge, capabilities, staff, and facilities at the appropriate clearance levels to provide the requisite support to M Department and the M40 Directorate. Kitty Hawk Technologies has extensive experience in digital engineering, including modeling and simulation with an emphasis on Model Based Systems Engineering (MBSE); mission engineering and architecture; verification, validation and accreditation of models; and analyses. Kitty Hawk Technologies uses system of systems engineering practices to understand, model, analyze, architect, design and manage complex missions as end-to-end mission threads against today and future threats. They specialize in using M&S to develop concept of operations and mission architectures for development, integration, interoperability, and validation of system-of-systems mission capabilities for Department of Defense and Department of Navy platforms. As a subcontractor under various prime contractors, Kitty Hawk Technologies has provided support in the areas of strategic planning; systems engineering; test and evaluation planning, execution, and analyses; advanced architecture development; advanced programs mission engineering and analyses;

and advanced programs modeling and simulation planning, execution, and analysis for customers such as NSWCDD, Program Executive Office, Integrated Warfare Systems (PEO IWS) and the Missile Defense Agency (MDA). Kitty Hawk Technologies’ specialized focus areas in MBSE include Unified Modeling Language (UML) and Systems Modeling Language (SysML) architecture development, Unified Profile for Department of Defense Architecture Framework (DODAF) and Ministry of Defense Architecture Framework (MODAF) (UPDM) architecture development, and experience using MBSE tools such as MagicDraw.

Kitty Hawk Technologies has 19 years of experience supporting Program Executive Office – Integrated Warfare Systems 1.0 (PEO-IWS 1.0) and NSWCDD V Department using UML and SysML for architecture development in support of M&S design, development, and test. Specifically, their experience with UML/SysML has been used for the design and development of the Aegis

System Test and Training System (A-STATS), Next Generation Simulation (NGS), and the Modeling and Simulation Toolbox (MAST).

Kitty Hawk Technologies has 17 years of experience with DoDAF architecture development and 2 years of specific experience in UPDM supporting PEO-IWS 1.0 and NSWCDD. Their DoDAF efforts include developing and representing architecture descriptions for the A-STATS and NGS M&S programs. Kitty Hawk Technologies has core UPDM knowledge to ensure interoperability of DoDAF and MoDAF development architectures that span across program boundaries.

Kitty Hawk Technologies has 4 years of experience using MagicDraw to support PEO-IWS 1.0 and PEO-IWS C creating visual UML and SysML models to support System of System (SoS) and software modeling to execute the NSWCDD Digital Engineering Strategy. Specific MagicDraw experience includes the design and development of Modeling and Simulation Toolbox (MAST) architectures to support mission engineering analysis using MAST.

Kitty Hawk Technologies currently has two Special Compartmented Information Facilities (SCIFs) at their Dahlgren office site and has personnel that hold TS/SCI clearances.

The Defense Contract Audit Agency (DCAA) on July 18, 2019, determined that Kitty Hawk Technologies’ accounting system is suitably designed, in all material respects, for award of a prospective cost type contract in accordance with the criteria contained in FAR 53.209-1(f).

6. D escription of Efforts Made to Solicit Offers from as Many Offerors as Practicable

NSWCDD intends to solicit Kitty Hawk Technologies for the services required. In accordance with FAR 5.203, a Sources Sought/Advance Notice was submitted via Beta SAM on 17 June 2020 inviting any interested HUBZone parties to submit capability statements. The notice closed on 09 July 2020 with one capability statement received from which was reviewed by the technical cognizant and found not capable. does not demonstrate any of the capabilities or relevant experience needed to support the requirement listed in the N0017820R4407 Statement of Work (SOW). They do not demonstrate any experience in mission engineering, architecture development, mission analysis, modeling and simulation tool development and analysis, or systems engineering and test planning. The experience described in their capability statement is predominantly in the areas of Information Technology (IT) support (e.g., installation and maintenance of business IT solutions, databases, web page development) and facility and equipment maintenance, repair, and management. capability statement does not demonstrate that they have the ability to meet any of the three mandatory requirements for this SOW.

The resulting solicitation to Kitty Hawk will be posted on Beta SAM on roughly 09/14/2020 and will be available for review by industry for 30 days.

7. D etermination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable. Defense Contract Management Agency (DCMA) pricing assistance and/or Defense Contract Audit Agency (DCAA) audit of the Contractor’s proposal will be requested along with the Offeror’s certificate of current cost and pricing to support a fair and reasonable cost determination. Further, the Contracting Agency will review the resulting proposal, perform a cost analysis to negotiate the individual cost elements and document the results of the negotiation in the in a Business Clearance Memorandum.

8. M arket Research

Market research conducted by internet searches, consultation with industry experts, and the NSWCDD Deputy for Small Business found that Kitty Hawk Technologies is the only HUBZone company that has staffing, capabilities, requisite cleared personnel and facilities for the M&S and ME&A requirement. Further, a Sources Sought/Advance Notice was submitted via Beta SAM on 17 June 2020 inviting any interested HUBZone parties to submit capability statements. The notice was open for 22 days and closed on 09 July 2020 with one capability statement received from
