About this file

This statement of work outlines technical services required for laboratory analysis and support of legacy Department of Defense materials. The Naval Surface Warfare Center, Corona Division seeks laboratory analysis, material failure characterization, procedure development and validation, material recovery, repackaging, and shipping services for ozone depleting substances in the Defense Logistics Agency reserve. Services include analysis of non-volatile residue, particle count, moisture content, distillation points, acid number, halide content, color, and purity. Failure characterization utilizes techniques such as gas chromatography, infrared spectroscopy, gas chromatography-mass spectroscopy, electron spectroscopy, scanning electron microscopy, and energy dispersive spectroscopy. Recovered materials will be repackaged into one-gallon containers not exceeding 500 gallons annually and shipped to the Defense Logistics Agency reserve in Richmond, Virginia.

The related federal contract opportunity is a pre-solicitation notice for lab analysis and support services issued by the Department of the Navy Naval Sea Systems Command.

STATEMENT OF WORK

MEASUREMENT SCIENCE AND ENGINEERING DEPARTMENT LABORATORY ANALYSIS & SUPPORT OF LEGACY DOD MATERIALS

1.0 INTRODUCTION

Naval Surface Warfare Center (NSWC), Corona Division, Measurement Science and Engineering Department, Code MS36 has a requirement to obtain technical services in support of the Ozone Depleting Substances (ODS) reserve in support of the Defense Logistics Agency (DLA).

2.0 BACKGROUND

The Department of Defense (DoD) Ozone Depleting Substances (ODS) Reserve at the Defense Logistics Agency (DLA) Aviation provides support to mission critical weapons systems and requires specialized analytical laboratory services to ensure the viability and integrity of products held in long-term storage. The various ODS chemicals are continuously issued on a daily basis for military operations. The DoD ODS Reserve is the only source for these legacy products as all production of these chemicals ceased in the mid-1990s.

3.0 SCOPE

The scope of this effort is to provide technical services for Legacy DoD Materials Laboratory Analysis, Material Failure Characterization, Materials Recovery Procedure Development, Procedure Validation, Material Recovery, Repackaging, and Return Shipping to the DoD ODS Reserve for the NSWC Corona Division Measurement Science and Engineering Department in support of ODS Reserve.

5.0 PERFORMANCE REQUIREMNTS

For CFC-113 only, final chemical and physical properties must meet the specifications listed in accordance to MIL- C-81302D for Type I material. In addition to these properties, the total hydrocarbons as determined by infrared spectroscopic analysis must not exceed 2 ppm when measured against standard reference solutions of USP mineral oil.

5.1 LABORATORY ANALYSIS

5.1.1 The Contractor shall perform limited key analysis to provide information as to the viability of each specific material according to their family and final use (Halon, Refrigerants, Solvents, etc.) to meet specification requirements. Such analyses include; but not limited to, non-volatile residue, particle count, moisture content, distillation/boiling point, acid number, halide/halogen ion, color, and purity. Not all listed tests can be conducted for each material, nor are they required. The Government will be responsible for submission and associated shipping costs for material samples submitted for laboratory failure characterization and analysis. (CDRL A002)

5.2 MATERIAL FAILURE CHARACTERIZATION

5.2.1 The Contractor shall ensure utilization of the results from lab analysis, as well as additional characterization of fluids; residue and contamination will be used to identify reason and origin for deviation from specification. This may include, but is not limited to Gas Chromatography (GC), Fourier Transform Infrared Spectroscopy (FTIR), Gas Chromatography- Mass Spectroscopy (GCMS), and Electron Spectroscopy for Chemical Analysis (ESCA), Scanning Electron Microscopy (SEM), and Energy Dispersive Spectroscopy. Failure characterization results will provide information to assist in determination of the origin and possible future elimination of the non-compliant material. Analysis and recommendations will be documented in a written report, suspected origins of said failures, as well as possible methods for returning the material(s) to specification quality. (CDRL A002)

5.3 MATERIAL RECOVERY PROCEDURE DEVELOPMENT AND VALIDATION

5.3.1 The Contractor shall ensure identification of the origin of the non-compliance, as well as the type and concentration of the contaminants used to develop a recommended recovery procedure. Recommendations will be documented in a written report. Additional information will be presented, where possible, to assist in avoidance of future occurrences of non-compliant materials. The recovery procedure will then be validated and used to conduct limited recovery and repackaging of fluids into one (1) gallon containers for an annual total quantity not to exceed 500 gallons. (CDRL A002)

5.4 MATERIAL REPACKAGING AND SHIPPING

5.4.1 The Contractor shall repack and ship materials that may consist of 1 gallon/four (4)-liter amber jugs with Teflon lined polypropylene caps for recovered material, associated protective packaging and labeling materials, and any other laboratory supplies. Prior to use, all packaging materials shall be approved by the Government. The validated recovery procedure will be used to conduct limited recovery and repackaging of fluids into 1-gallon containers for an annual total quantity not to exceed 500 gallons. Said containers will be suitably packed for shipping and shipped to the DoD ODS Reserve in Richmond, VA upon completion. DLA Aviation Richmond will notify Government Technical Point of Contact (TPOC) when material has been received and inspected via email.

6.0 GOVERNMENT FURNISHED PROPERTY

6.1 GOVERNMENT FURNISHED MATERIAL

The Government shall be responsible for supplying samples for Laboratory Analysis and Material Failure Characterization in addition to Validation & Recovery. The Government will arrange transportation and pay for all associated costs for the transport of Legacy DoD Materials from DLA Richmond to the Contractor’s facility.
