Cull Tree: Trees that have broken, dead or forked tops or show signs of low vigor because of disease (e.g. root rot, blister rust, mistletoe, etc.) or other factors.
Cut (Severed) Leave Tree: A tree noted during inspection as a tree that should not have been severed.
Damaged Leave Tree: A leave tree damaged through felling of other trees or brush resulting in broken tops. A leave tree with a significant amount of lateral branches broken or damaged, especially branches in the upper ½ of the crown. Also includes a leave tree that has been damaged through contact with cutting tools.
DBH: Diameter Breast High. The width (diameter) of a tree, measured with a diameter measuring tape or biltmore stick at 4.5 feet above the ground surface as measured from the uphill side of the tree.
Diameter: The width of other vegetation (not trees) measured 1 foot above ground from the uphill side.
Dominant: Trees with crowns extending above the general level of the crown cover and receiving full sunlight from above and partly from the side; larger than the average trees in the stand, and with crowns that are well developed but possibly somewhat crowded on the sides.
Fixed Radius Plot: A plot with a fixed radius extending out from the plot center.
Forest Fuels: Natural fuels other than logging slash. Included is dead woody debris on the forest floor (twigs, branches, fallen hardwood and coniferous trees), live woody and herbaceous material in the understory (shrubs, brush, etc.) capable of providing fuel for a fire, and standing live and dead hardwood and coniferous trees, less than twelve (12) inches DBH, that provide a fuel ladder for moving fire from the ground into the crowns of green trees.
Fuel Break: Areas where slash and forest fuels (see definition for slash & forest fuels) are removed according to contract specifications.
Girdling: Girdling consists of making three parallel cuts around the tree, not to exceed eight inches between the top and bottom cut. Cuts must penetrate at least 1/2 inch into the wood of the tree. Trees shall be girdled below the lowest live limb on the tree.
Hardwood: A broad-leaved tree, which usually has a single well-defined trunk and attains a height greater than 20 feet. Includes, but not limited to, species such as: alder, big leaf maple, and aspen. Sprouting hardwood species may be in the form of multi-stemmed clumps.
Hazard: A vegetative structure that constitutes an unacceptable threat to working conditions.
Hazard Reduction: The planned treatment or manipulation of naturally growing vegetation or any other flammable material for the purpose of reducing rate of spread and output of heat energy from any wildfire occurring in the area treated.
Intermediate: Tress shorter than those in the dominant and codominant classes but with crowns extending into the crown cover formed by codominant and dominant trees; receiving a small amount of direct light from above but none from the sides; usually with small crowns considerably crowded on the sides.
Lodged Trees and Brush: Severed trees and brush leaning into, supported by, or covering a leave tree.

Overtopped/Suppressed: Trees with crowns entirely below the general level of the crown cover, receiving no direct light either from above or from sides.
PI: Project Inspector. The PI is responsible for checking the Contractor's compliance with the technical specifications, drawings, work schedule, and labor provisions at the site of the work. The PI is the person designated by the CO to perform, as needed, on-the-job Government inspection of work accomplished by the Contractor.
Pruning: The removal, close to the branch collar or flush with the stem, of side branches (live or dead) and multiple leaders from a standing tree.
Project (Treatment) Area: Area designated for treatment of slash, forest fuels, brush, shrubs and excess trees.
Includes construction of firelines, fuel breaks, wildlife corridors, and other required work.
Reserved Trees: Individual species of trees within a treatment unit that the contract or COR designates are reserved from treatment.
Reserved Areas: Certain areas within a treatment unit that the contract or COR designates reserved from treatment.
Slash: Any material which has been severed by the Contractor and/or woody debris created by the Contractor's operation and any dead woody debris and/or old slash lying on the ground created by previous operations (i.e.
logging slash) or natural processes (i.e. wind thrown trees, snapped off limbs).
Slashing: The severing of all brush, shrubs and excess trees.
Slashing Area: Area designated for treating of trees not designated for retention, shrubs, and brush according to the contract specifications.
Snag: A standing dead (or living hardwood or coniferous tree that has 10 percent or less live crown) over 8" DBH.
All cull trees 10” DBH or larger shall be considered as snags. These trees shall not be severed unless considered a safety hazard by the Contractor.
Stob: Sharp pointed limbs of living or dead vegetation.
Supervisor: See Crew Supervisor.
Treatment (Project) Area: Area designated for treatment of slash, forest fuels, brush, shrubs and excess trees.
Includes construction of firelines, fuel breaks, wildlife corridors, and other required work.
7.0 NOTIFICATION OF CONTRACTOR’S PRESENCE ON A WORK SITE
A. The contractor shall notify the Project Inspector when the contractor and/or the contractor’s crew will be on the work site.
B. The contractor shall notify the PI when the contractor intends to cease operations on a work site for a period of five (5) days or more. The contractor shall also notify the PI when the contractor will resume operations on a work site.
8.0 INSPECTION
Timely inspection by the Government may not be performed when the Contractor accelerates the rate of performance over and above the work schedule approved at the pre-work conference.

8.1 SLASHING, HAND PILING, AND PILE COVERING
UNIT #1-Pre-Commerical Thinning A. The Government will make periodic inspections as a basis for acceptance and payment and recommendations for adjustments in work quality while work is in progress. The Contractor is encouraged to observe inspections while they are being made.
B. Inspections will be made on a series of 1/10th acre plots (37.2 foot radius) located at random intervals across each work unit. Sufficient plots will be taken to obtain at least a ten (10) percent sample of the work unit.
C. Each plot will be evaluated for compliance with contract specifications as stated in Section 5.1 that pertains to pre-commercial thinning. On each plot, the following information will be recorded and have a value of 1 point per item:
1. The number of trees that should have been thinned on the plot.
2. The number of thinned trees on the plot.
3. The number of unsatisfactory treatments due to the following:
a. Improper selection of trees to thin.
b. Improper spacing of thinned trees.
c. Improper stump height.
d. Leave trees damaged during the thinning operations. Primary concern is bark damage over ½ the circumference of the leave tree.
e. Number of trees with unacceptable pruning heights (minimum or maximum), semi-detached branches and bole cuts.
D. Inspections will be made on the piles constructed throughout the unit. Piles will be evaluated by the COR or PI to be in compliance with the specifications in this contract (Sections B.5.1.1.C). A pile that does not comply with specification is equivalent to 1 percentage point that goes into determination of work quality.
UNIT #6- Slashing, Hand Piling, and Pile Covering A. Inspections will be made on a series of 1/20th acre plots (26.3 foot radius) located randomly across the work unit. A sufficient number of plots will be taken to obtain at least ten (10) percent sample of the work unit. For example, on a 100 acre unit the contractor should expect a minimum of 20 plots randomly distributed throughout the unit.
B. Inspections will be made on the piles constructed throughout the unit. Piles will be evaluated by the COR or PI to be in compliance with the specifications in this contract (Sections B.5.1.2.C). A pile that does not comply with specification is equivalent to 1 percentage point that goes into determination of work quality.
C. The following information will be recorded for each plot inspected:
a. Total number of trees cut and/or removed from the plot.
b. Number of unacceptable cuttings, either missed entirely, severed, but with live limbs, or stumps greater than specifications.
c. Number of trees with unacceptable pruning heights (minimum or maximum), semi-detached branches and bole cuts.

8.2 ACCEPTANCE
A. Satisfactory Work Quality: A minimum work quality standard of 90 percent is required for inventory plot acceptance. A minimum work quality standard of 90% is required. Work quality of 95% or better shall be paid as 100%. Work quality between 90% and 95% shall be paid at the actual percentage of work quality.
B. Unsatisfactory Work Quality: If the plot quality percentage falls below 90% the COR will immediately notify the contractor in writing and direct them to improve the quality of work.
If the quality of future plots is not raised to or above the minimum acceptable level within 5 consecutive work days after written notification, the Contracting Officer may issue a suspend work order.
C. Determination of Work Quality Percentage:
Work quality percentages are derived from data developed from inspection plots. The final work quality percentage times the bid price determines the pay. A work quality percentage of 95 percent or higher will result in full payment. If high stumps or uncut surplus trees are the primary reason for unsatisfactory work, the Contractor shall rework areas designed by the Government until satisfactory work is obtained.
Example:
Number of trees that should be found = 80 Number of errors (unsevered surplus trees, etc.) = 8 8 divided by 80 x 100 = 10% 100% minus 10% = 90% 90% x bid price per acre = Pay Rate
