SPECIFICATIONS

1.0 GENERAL

1.1 The purpose of this contract is to secure services for herbicide spraying and the chemical to be applied.

There are four line items for this contract. Two for chemical application, one for the chemical to be applied, and one for the adjuvant to be supplied which are all considered Base. The line items identified as Chemical and Adjuvant will be supplied by the Contractor. Any unused chemical or adjuvant will be the property of the Government. Contractor will be paid for all chemical and adjuvant purchased by the Contractor for the contract. The Contractor shall furnish all labor, equipment, chemical (see detailed instructions item #7, Kind of Chemical and Adjuvant Requested) tools, materials, supervision, supplies, equipment, and incidentals; and perform all work necessary to complete the application in accordance with these specifications, the Detailed Specifications in this contract, and the Herbicide Label(s). The application on the treatment is between 50 and 200 feet wide along existing road systems for the Bruneau and Four Rivers Field Offices of the Boise District, Bureau of Land Management (BLM).

1.2 Background: The Bruneau Fuel Breaks Project is located in eastern Owyhee County and falls under the Fuel Breaks to Maintain and Restore Sage-grouse Habitat Environmental Assessment. The objective of this treatment is to maintain 47 miles of fuel breaks by targeting invasive grasses with herbicide to allow for establishment of native vegetation within the fuel breaks, for restoration and maintenance of sage-grouse habitat and to enhance firefighting capability. The roads to be treated are mostly existing greenstrip maintenance with the Wickahoney road system having been mowed in 2014. All roads were chemically treated in 2015.

The Paradigm Fuel Break Project is located in Elmore County and falls under the Environmental Assessment (EA) of the same name. The EA proposes to establish a 356-mile network of fuel breaks over six to ten years along existing roads between Blacks Creek Road and Glenns Ferry, north of Interstate 84 to the base of the foothills. Approximately 83 miles of disking and 18 miles of mowing were implemented in the fall of 2016 and approximately 62 miles of disking and 39 miles of mowing are planned to be treated in 2017. The objective of the herbicide treatment is to maintain these disk and mow lines and to prepare the disked area for green stripping.

1.3 Scope of Work: Bruneau - 47 miles of road with a 50 foot buffer on both sides of the road will be treated from the road, with the exception of 4 miles along the CCC road that will be 300 feet on only the west side of the road. This equates to 648 acres along the Wickahoney Rd, CCC Rd, and Blackstone Rd systems.

Paradigm – 132 miles of road previously disked with a 100 foot buffer on both sides of the road will be treated. This equates to 1,566 acres throughout the project area. 17 miles of road were mowed in 2016 and 20 miles of road will be mowed in 2017, each with a 200 foot buffer on both sides of the road. The entire 200 feet of the 2016 mow and the first 50 feet of the 2017 mow will be treated with herbicide.

This equates to 524 acres throughout the project area. Total acreage for Paradigm herbicide treatment is 2,090 acres. Equipment shall be capable of traveling off road over moderately rocky terrain with low topography.

Avoidance areas will be flagged (see Section 2.0 – Locations). Approximately three (3) miles or 37

Document No. Document Title Bruneau & Paradigm Chemical Application acres of Bruneau and thirty (30) miles or 420 acres of Paradigm included in the projects are state managed lands. Approximately two (2) miles or 31 acres included in the Paradigm project are Bureau of Reclamation (BOR) managed lands. A Memorandum of Understanding (MOU) is in place with Idaho Department of Lands and BOR to implement this project on state and BOR managed lands.

1.4 The performance period will tentatively commence toward the end of September. Period of performance is (60) calendar days to allow for timing of treatment with appropriate rainfall according to product label. Work shall not be performed between February 28th and August 31st as not to impact Sage Grouse congregating on leks and also due to high fire danger during the summer months.

1.5 The Contractor’s applicators shall hold a current Idaho Commercial Applicator’s License in the state of Idaho. Proof of license must be presented to the Contracting Officer before any award of Contract will be made.

1.6 Fall 2017 application would coincide with the dormant season of existing perennial vegetation, adequate soil moisture, and prior to fall green up. Project sites may need to be sprayed at the same time, or within a very short window due to weather; therefore, if bidding on multiple sites, enough equipment would be needed to perform simultaneous applications. During the contract and application period, county and BLM jurisdiction roads may not be passable due to muddy wet conditions. (See Section 5.4, Vehicle Access and Use).

1.7 The Contractor shall stop operation if inclement weather conditions (wind or rain) occur during the spraying operation. The contractor is responsible for following herbicide label instructions on proper spraying conditions, including wind speed. (See section 5.0 Execution of Work)

1.8 All loading or material transfer sites shall be at least 100 feet away from any perennial or intermittent streams or other water sources.

1.9 Applicator Logs

A. The Contractor’s applicators shall maintain a daily Pesticide Application Record (PAR).

B. The daily PAR shall be signed by the applicator(s) and turned into the Project Inspector upon completion of the contract.

1.10 The Government will pay for treatment spraying by the acre upon submission of proper invoices, after acreage is determined to have been sprayed by using the computer generated shapefile from a GPS Differential Guidance/Tracking System.

1.11 The Contractor shall conduct herbicide spraying procedures safely and in accordance with the Label restrictions of the herbicide and the herbicide application restrictions of the State of Idaho. (See Section

7.0 - Safety).

1.12 The Contractor shall follow Environmental Protection Agency (EPA) guidelines for application of herbicides (if applicable).

1.13 The Contractor shall strictly adhere to the herbicide label instructions.

1.14 The Government will have the option to inspect the Contractor's equipment, herbicide and surfactants supplied, and work before, during, and after completion of this contract.
