Cook Ridge Ponds Statement of Work Roan Plateau 2015

PROJECT:

The Bureau of Land Management (BLM) is constructing 8 new ponds on the Roan Plateau. 7 of the ponds will be along Cook Ridge . Number 8 is located off in the East Fork Parachute Creek area. Refer to the attached map for pond locations.

LOCATION AND ACCESS:

The project is generally located in T.5S., R.94W., encompassing several sections, approximately 13 miles west of Rifle, Colorado (see attached map). Access to the project area is off of State Highway 13. At the Rio Blanco Store site, turn west onto the Piceance Creek Road (County Road 5). Travel approximately 5 miles and turn left (south) onto Cow Creek Road (a dirt road). Travel approximately 14 miles to Cook Ridge.

SITE CHARACTERIZATION:

The majority of the project is located along the existing BLM Cook Ridge Road. See photos below for typical site characteristics.

DESCRIPTION OF WORK

The Contractor will construct small ponds that will collect water runoff from an existing road or drainage area.

The Contractor shall clear and stockpile vegetation from the work site. All topsoil shall also be stockpiled in a separate location. Construct embankments by using excavated materials within the work area. Embankments are estimated to be 6 feet high x 60-100 feet long. Embankments shall be arc shaped and have 2:1 fill slopes.

Minimum top width shall be 6 feet. Minimum freeboard shall be 2 feet. Upon completion of embankment, evenly spread topsoil materials within the pond holding area. Cleared vegetation shall be evenly spread over fill slopes and embankment top. The BLM is estimating 5 hrs of work at each site. Disturbed area will be approximately 1/5 acre per pond. Road drainage ditches and water bars may need to be maintained/improved to drain into the newly constructed ponds. The pond near the East Fork of Parachute Creek will be slightly larger since it will be collecting runoff from the adjacent drainage area verses from the roadway.

Additional Specifications:

• The Contractor will be responsible for power-washing or comparable cleaning, to ensure that noxious weed seeds are removed from any and all equipment and vehicles used on the project prior to entering the project area. BLM may require a pre-implementation inspection to ensure compliance. The Contractor is responsible for any additional transport or expenses associated with non-compliance with equipment cleaning.

• The Contractor will furnish and install portable traffic regulation signage. 1) along the BLM road leading toward the work areas and 2) in the immediate work zone to warn visitors of the heavy equipment use. The signing which will include hours of operation and will be approved by the BLM Project Inspector (PI) or the Contracting Officers Representative (COR). Overall public safety will not be compromised.

• The PI or COR must be informed of any objects or sites of cultural, paleontological, or scientific value such as historic or prehistoric resources, graves or grave markers, human remains, ruins, cabins, rock art, fossils, or artifacts that may be discovered during construction activities. The objects shall not be damaged, destroyed, removed, moved, or disturbed. Any person who knowingly violates this may be subject to fines and/or imprisonment (Public Law 16-95; 16 U.S.C. 470).
