BASE COURSE AGGREGATE SUPPLY

MILL CANYON ROAD

Project Specific Requirements

1. GENERAL CONDITIONS

1.1. Summary of Work – The work covered by this contract consists of the furnishing 3,125 tons of Base Course Aggregate material delivered to Mill Canyon primitive camping area located in Grand County, Utah.

1.2. Project Location – The Mill Canyon primitive camping area is located on Mill Canyon/Cotter Mine Road (BLM 215), approximately one (1) mile west of U.S. Hwy. 191 and 14 miles north of the town of Moab, Utah. The Mill Canyon Road is an improved gravel road with one at-grade wash crossing that can become impassable during and after rain events. (See attached location map)

1.3. Aggregate Source Requirements – The aggregate materials furnished under this contract shall be obtained from a commercial sand and gravel operation holding a current operating permit/license issued by the state in which the pit is located.

1.4. Submittals – Prior to commencing work, Contractor shall submit a signed letter certifying that the source of material meets the project specifications. Attached to the letter shall be copy of a soil testing analysis report demonstrating that the material source complies with the specific requirements found in Section 2 of this requirement. The analysis report shall be prepared by a third party testing agency qualified to perform such work.

1.5. Measurement – Material shall be measured in tons. A printed weight ticket showing the date, type of material, and net weight shall be provided for every load. Contractor shall provide one copy of each weight ticket at the time of delivery and attach one copy of each ticket to invoice submitted for payment.

1.6. Payment – This is a lump sum contract. Payment shall be made for the contract quantity of material delivered to the project site in conformance with this specification. Contract price shall include all costs associated furnishing the material, including but not limited to labor, equipment, permits, profit and overhead.

1.7. Quantities – Contractor shall be responsible for tracking the quantity of material delivered to the site over the course of the project. No payment will be made for material that is in excess of the contract quantity unless such extra material is delivered at the request of the Government and a modification to the contract is approved in advance by the Contracting Officer.

2. MATERIAL REQUIREMENTS

2.1. Base Course Aggregate. Furnish had, durable particles or fragments of crushed stone, crushed slag, or crushed gravel without organic matter and lumps or balls of clay, conforming to the following:

a. Los Angeles abrasion, AASHTO T 9650% max.
b. Fractured faces, ASTM D582150% min.
c. Liquid limit, AASHTO T 8925 max.

3. DELIVERY REQUIREMENTS

3.1. Equipment: Material may be delivered by belly-dump or end-dump type of truck at the discretion of the Contractor. Tandems or trains are permitted.

3.2. Moisture Conditioning: Water is to be added to the base course aggregate material at the pit as necessary to ensure that the material is near optimum moisture content when deposited at the site. Material shall be sufficiently moist to allow spreading and compaction without separating, but not so wet that it causes rutting or pumping.

3.3. Placement: Material is to be deposited at the locations specified by government representative. Material will be spread and compacted by others.

3.4. Rate of Delivery: Material shall be delivered at a steady rate between 350 tons/day and 700 tons/day unless otherwise agreed to by both parties.

3.5. Schedule: Delivery shall occur between the dates of July 20, 2015 and September 17, 2015. Once delivery commences, the work shall be continued at a steady rate until completed. Delivery days shall be limited to Monday – Thursday, 7:00 am to 5:30 pm unless otherwise arranged in advance with the Contracting Officer’s Representative.
