a. The Contractor shall give Government personnel who have been or will be adversely affected or separated as a result of award of this contract the right of first refusal for employment openings under the contract in positions for which they are qualified, if that employment is consistent with post-Government employment conflict of interest standards.
b. Within 10 days after contract award, the Contracting Officer will provide to the
Contractor a list of all Government personnel who have been or will be adversely affected or separated as a result of award of this contract.
c. The Contractor shall report to the Contracting Officer the names of individuals identified on the list who are hired within 90 days after contract performance begins. This report shall be forwarded within 120 days after contract performance begins.
6. How long have the individual, incumbent staff been on site? Current staff has been onsite 2-6 years.
7. When this requirement was procured 5 years ago
I remember preference was going to be given towards companies with a local office. Is that still the case with the re-compete? Yes, the preference is that the vendor has a local office.
8. If we have CPARS evaluations completed for our past performance reference, may we submit CPARS results in place of past performance questionnaire? It is the customers preference to have recent past performance from current customers (last 3-12 months).
9. If our staffing plan is to offer current incumbent staff positions on the new contract, do we need to submit resumes of our proposed

does DOI consider Key Personnel and should we submit these resumes with our proposal? If incumbent staff is used, no resumes will be needed. If new staff is brought in then resumes will be needed. We would also need a background check on any new employee. BLM will pay for the background check.
10. Is the Quality Control Plan part of the 25 page or less Technical Response or is it to be provided as a separate document? Separate document.
11. Are there any further instructions to offerors as far as page limitations and how you would like our proposal submitted? See page 41 of the Solicitation Package, L.5 Offeror

12. Item 7 says past performance information is limited to no more than five (5). Does this mean you will accept less than 5 or must it be exactly
5? Up to 5, but no more than 5.
13. Is the incumbent currently providing 10 FTE or are some/all of the employees providing this support government employees? This contract is for additional support to the sections listed in the solicitation. Contract employees make up about 20% of the total current staff.
14. Are attachments 2b and 2c for government use?
Yes, these are for government use after award of the contract.
15. Can offerors use past experience on contracts that they managed for other companies in similar size and scope? Past experience needs to be relevant to recent contracts awarded to the company submitting a proposal. The purpose of past performance questionnaire is to evaluate the companys ability to meet the requirements, not an individuals within the company.
16. Can the hard copy be delivered? If so, where? No hand delivery. Mail overnight as needed to the address provided in the solicitation.

Equivalent Rates for Federal Hires." FAR Table of Contents. Please use the provided link for access to the requested FAR clause.
19. Does Executive Order 13495 apply to this solicitation? Yes. The right of first refusal of employment under the contract in positions for which they are qualified.
20. Is the requirement covered under any
Collective Bargaining Agreement (CBA)? No, contractors are not covered under the Federal
Employee CBA.
21. Kindly provide an extension to the due date, in order to implement the necessary changes arising from the Q&A document. New proposal due date is June 30th by 3 PM Mountain Time.
22. Please provide the applicable Occupation code from the Area Wage Determination. Accounting

23. Section B.2 - Services and Prices/Costs is incorrect. The Quantity and Unit do not coincide with each other. Please provide a revised table.
The Quantity shows the amount of Accounting Clerk
III positions to be filled. The Unit shows how these positions will be billed. A revised table is not needed.
24. Are we to submit hourly billing rates or monthly billing rates? Each position is to be billed at an hourly rate. Contract will be billed on a bi-weekly basis. Contractor will submit two (2) invoices each month for payment.
25. As per the PWS, 200 hours of overtime per contractor is anticipated on the contract. Please advise if the overtime hourly billing rates are to be provided in our proposal? Should we provide a straight time and overtime rate, or blend the impact of overtime into a single rate? Provide an hourly billing rate for straight time, and a rate for overtime.

be conducted by teleconference? Preference is for meetings to be conducted in person.
27. Please provide the past performance questionnaire in a word editable format so our customer can complete the form with ease. No other form will be provided. Customer can complete by hand.
28. The Contractor Pricing Sheet (Attachment 4) only provides for one hourly rate per year. The
SF 1449 has two CLINS (00010 and 00020). We plan to pay a higher rate for the 2 positions providing Collection and Billing Management services. Should we show two rates or blend the rates to provide a single rate? What do the two
CLINS on the SF 1449 represent? Show straight time rate and overtime rate separately. The separate CLINS represent internal sources of funding for the contract.
29. Since the proposal due date has been extended, due past performance questionnaires still need to be submitted by June 17th? Past performance questionnaires will be accepted up to the new due date of June 30, 2015 by 3 pm
Mountain Time.
30. Page 41 indicates a firm fixed price contract will be awarded, but the remainder of the document indicates a labor hour contract. Which is correct? This will be a labor hour contract.
31. Does the Government want pricing submitted in a separate volume? Contractor pricing sheet, signed SF1449 and Offerors Representations and
Certifications may be submitted separately from the Technical Proposal.
32. Could the Government please clarify whether services and training required under the proposed contract? This section means that the Contractor is responsible for training their employees and their actions in regards to EEO, discipline and adverse actions.
33. Will the Government consider revising the title of the description of services to Statement of Work since there is a strictly defined management structure whereby contractor employees

are subject to the authority of Federal TDY employees? Attachment 1 has been changed to
Statement of Work.
34. Does the Government intend for these
Accounting positions to be Wage Determination roles, and therefore subject to the prevailing
Colorado wage rate for Accounting Clerk III?
Yes.
The following has been removed from the Statement of Work, and no longer applies to this contract:
A higher level for performance is expected for this position and the ability to research non-reoccurring problems and resolve the problem.
Due to this additional responsibility the person should be paid an additional $4.00 an hour on top of the published Wage Determination Rate.
35. If this is a Wage Determination Rate pricing structure, then should the Government consider revising this RFP to comply with the Service
Contract Act regarding expectations of performance, contractor responsibilities, and other performance functions? No. Statement of
Work will remain the same.
36. Will the Government consider adding a Project
Manager position to this solicitation to account for the extensive on-site support, coordination, and management communication required to ensure a seamless operation by a 10-person team? No, this will not be considered for this contract.
37. Does the Government recognize that this level of Performance Requirements is not necessarily feasible with the qualifications and experiences of employees that meet the Accounting Clerk III wage rate? No, incumbent staff have successfully performed the required job functions outlined in the Statement of Work.
38. What are the education, experience, certification and/or credential requirements for
Accounting Clerk III for these services? Please refer to the Department of Labor for these details. It is the responsibility of the
Contractor to refer qualified staff.
