GENERAL INFORMATION AND REQUIREMENTS

2015 ROAD CONTRACT

01009 - 1

SECTION 01009

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials to maintain roads, as designated by this Contract. Part of the work shall be completed by motor grader and paid for by the mile and part of the work shall be completed by Crawler tractor w/ripper and paid for by the hour.

On the Work Data Sheet the roads which have an entry for “grader road miles” shall be maintained with a motor grader and the roads with an entry for “crawler tractor hours” shall be maintained with a Crawler tractor w/ripper.

B. Location: Work under this Contract is located in Colorado in the following Counties: Fremont, Teller, Garfield, Gunnison, Park, Moffat, Chaffee, Saguache, Rio Blanco, Montrose, and other Counties –all in Colorado. The work locations are shown on a KMZ and KML file type using Google Earth. Maps provided by the Government are for reference only.

The Contractor is responsible for making any additional maps needed to complete the work.

C. Maintenance will only be allowed on one road at a time, using either the

Motor Grader or the Crawler tractor w/ripper unless accepted by the Contracting Officer Representative.

D. Work Hours: In no case shall work be allowed between one-half hour before sunrise and one-half hour after sunset. The following criteria shall also apply and the Contractor shall be limited to whichever restriction results in fewer hours worked. No work will be allowed on the weekends without written approval from the Government.

1. Section 17301 Roadway Maintenance - Motor Grader shall be accomplished between the hours of 0700 and 1630.

2. Section 17302 Roadway Maintenance – Crawler Tractor W/ripper shall be accomplished between the hours of 0700 and 1630. Time worked other than this shall be approved by the Government. Project inspector must be present before work is started unless approved by the Government.

E. Adverse Weather Conditions: No work shall be done during adverse weather conditions - as determined by the Contracting Officer. No work shall be done while the ground is frozen, while the ground is covered with ice or snow, while the ground is muddy, or contains a high percentage of moisture

– all as determined by the Contracting Officer. Any associated costs with

01009 - 2 these types of mandatory shut downs will be at no additional expense to the Government.

F. Work Data Sheet: Designates the type and quantity of work required at each project location. Any changes from the KMZ file shall be flagged by the Government in the field.

G. Scheduling: The Contractor will be required to notify the Contracting

Officer at least three working days prior to commencing work on any road covered under this section of the Contract.

1.2 DEFINITIONS:

A. Approvals: Approval of the submittals is an indication that the

Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing.

1.3 SUBMITTALS:

A. Requirements: Refer to specifications for submittals required. Submittals shall be delivered at pre-work conference.

B. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmitted.

5. Each item shall clearly note the manufacturer's name and address, trade name, or model number, and locations of use.

6. Requirements: Refer to specifications for submittals required. The

Government will have 10 working days to review the submittals.

1.4 QUALITY ASSURANCE:

A Code and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, with the same force and effect as when they were given in

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.5 PROJECT/SITE CONDITIONS:

A. Access to the Work: Access to the work shall be provided by and at the

Contractor's expense. Public or private access roads damaged by the Contractor shall be restored, at the Contractor's expense, to the same condition they were in at the commencement of work. Any change to access of work will be by written approval from the Government.

1. San Luis Valley Field Office road numbers 5400, 5401, 5402, and 5403 shall only be available for work after June 15, 2015 and through the end of 2015. Any change to this time shall be by written consent of the Contractor Officer.

2. Gunnison Field Office shall only be available for work during late

August through December of 2015.

B. Environmental Considerations: Contractor shall, to the extent feasible, preserve plant life and other natural features in all areas not within the work site. The Contractor will be required to remove all dirt and debris that could contain any weed seeds, by thoroughly washing equipment with a suitable power washer, prior to moving any piece of heavy equipment from one Field Office to another. If equipment leaves the job and returns at a later date then equipment shall be rewashed before reentering the work site. Clean-up litter and discarded material generated by the Contractor and dispose of in accordance with Federal, State, and Local regulations.

1. Excavate areas that have become saturated with oil, gasoline, or bituminous products to a depth of 12 inches beyond contaminated materials;

backfill with approved material. Prior to any excavation of such areas notify the Contracting Officer.

C. Incidental Operations: Land administered by the Government may be used by the Contractor for incidental operations such as materials storage, project office, camping area, and equipment parking. These areas shall be approved in advance by the Contracting Officer.

D. Transportation of Equipment: The moving of Contractor's equipment and supplies to the various work sites, and off the job at the end of the contract period shall be at the expense of the Contractor. Work sites shall be defined as the individual roads as shown on Google Earth. Moving equipment for repairs or for the convenience of the Contractor shall be at the Contractor's expense.

E. Safety: The standard slow moving vehicle emblem shall be attached to the

01009 - 4 rear of all equipment. Equipment used must be equipped with an approved spark arrestor-capable of preventing expulsion of sparks from the engine and a fire extinguisher of approved type that will extinguish oil or gasoline fires available at all times. Equipment used shall be equipped with roll-over protection as required by the Occupational Safety and Health Act, regardless of age.

F. Work Limits: Work limits will be the edges of the roads and ends of associated turnouts shown on the work location maps and listed on the work data sheet. Work will only be done on roads shown on Google Earth and listed on the Work Data Sheets.

G. Control Stakes: The Government may set control stakes or flagging to give the Contractor beginning and ending locations of the roads to be maintained. Stakes and flagging are not required by the Government.

Contractor is responsible for printing maps and using Google Earth to locate roads. Start latitude and longitude and End latitude and Longitude will be provided by the Government to the Contractor through the google earth file (KMZ).

H. English Speaking: At all times Contractor shall have on site a person that is fully capable of fluently speaking, writing, and reading the English language. This person must be able to effectively communicate with the rest of the crew and the government. No work will be allowed if this requirement is not met.

1.6 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted with the bid package.

When requested, the Contractor shall submit an updated schedule within 3 calendar days. Work schedule shall detail which roads are to be worked on, when they will be worked on, names of operators, etc.

B. Time Off: Other than required shutdowns for weather delays no other shutdowns will be allowed. Unless requested in writing by the Contractor and submitted to the Contracting Officer for review and requested approval. This does not include Saturdays, Sundays, or Federal holidays.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. Pre-Work Conference:

1. A pre-work conference will be held prior to the start of work. The

Contractor will be notified in advance of meeting time, date and place.

The purpose will be to review required work, project drawings and specifications, construction schedules and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1. Meetings shall be held at the project site, or as determined by the

Contracting Officer.

2. Meetings may be called by either the Contracting Officer or the

Contractor. Request shall state who should attend and include an agenda

1. Meeting shall be held at the project site, or as determined by the

Contracting Officer.

2. The Contractor shall notify the Contracting Officer before moving to another work site to schedule final inspection of the portion completed.

3. The Contractor shall require the superintendent to be present during this inspection.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.

END OF SECTION

ROADWAY MAINTENANCE – MOTOR GRADER

SECTION 17301

1.1 WORK INCLUDED:

A. Description: Work consists of preventive and corrective maintenance on existing secondary and primitive public access roads, including rebuilding and reshaping of all waterbars, ditches, parking lots, cleaning all turnouts, grading and reshaping of all road beds using a motor grader, at a maximum speed of 3.5 miles per hour or as approved by Government. Speed may be measured using GPS equipment operated by the Government.

1.2 PROJECT CONDITIONS:

A. Typical road sections shown on drawings are target goals to be strived for by the Contractor. Allowable deviation from a typical section shall be approved in writing by the Contracting Officer only for conditions such as rock ledges or materials found unsuitable for a road bed or wearing surface.

B. General Information: During actual road maintenance operations, which will be measured for payment, the Contractor will not be allowed to tow a vehicle or trailer behind the motor grader. Movement and/or staging of these vehicles shall be accomplished prior to or immediately after completion of the designated road maintenance section.

2.1 EQUIPMENT:

A. The Contractor shall furnish with skilled operator, one Motor Grader, with minimum flywheel horsepower of 135. Motor Grader shall be equipped with a hydraulically-operated blade having a maximum width of 14'-0".

B. Breakdowns: In the event of equipment breakdown, all repairs shall be accomplished within 5 calendar days from the date of breakdown. If repairs cannot be completed within the 5 day period, the equipment shall be replaced with other suitable machinery and operations resumed.

2.2 QUALITY ASSURANCE:

A. Submittals: The Contractor shall furnish the Contracting Officer with a written submittal detailing the equipment to be used in this Contract.

Submittals shall be in accordance with Section 01009, General Information and Requirements.

PART 3: EXECUTION

3.1 PREPARATION:

A. Clearing: Contractor is responsible for low hanging branches that may damage Contractor’s equipment. If low hanging branches are cut it shall be by proper equipment, close to trunk of tree, low to ground for brush and material shall be discarded on downhill side of road.

B. Conservation of Material: Shaping and grading operations performed by the

Contractor shall be done in a manner that will conserve usable material;

such material shall be distributed uniformly across the road surface.

C. Shape: The road surface shall be shaped to the applicable cross section shown on Drawing No.CO-940-1, Typical Sections Road Maintenance.

3.2 GRADING:

A. Surfaced Roads: The roadway shall be graded to keep the surfacing material on the roadway. No surfacing material shall be graded into ditches and/or over the shoulders of the road. Damaged areas of the roadway including ruts, holes, washboard sections and drainage features shall be fixed. If grading a 2 lane road, keep the crown to the center of the roadway. All rocks over three inches, weeds, brush and berms, both old and new, shall be bladed from the road or road shoulders. The Contractor shall have a minimum of 3 passes with the motor grader.

B. Unsurfaced Roads: All ruts, holes and wash boarding shall be cut out of the roadway and the suitable material graded uniformly across the roadway so that the damaged areas are obliterated from the roadway. Roadways shall be graded so that the cross slope of the roadway will drain water across the road without ponding. The cross slope can be in either direction depending on the existing road template. Crowned sections of the road shall be graded in such a manner as to keep the crown in the center of the road. Where drainage dips, ditch turnouts, and waterbars exist, they shall be cleaned and restored as nearly as possible to their original dimensions. Drainages shall be provided where necessary to prevent water standing in the roadway.

C. Turnouts: All ditch, waterbars, and turnouts shall be graded away from roadway to prevent water from running back into road.

D. Condition: Roadway waterbars that are partially completed shall be smoothed to allow for traffic passage before being left overnight or on weekends. All loose rock having dimensions more than 3 inches shall be removed from the roadbed. Any material deposited in any cattleguard pit during the Contractor's grading operation shall be removed at the Contractor's expense.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Measurement: Measurement for payment purposes will be made along the centerline of the specified roadway(s). Measurement will be made to the nearest one-tenth (1/10) mile for each roadway included. Distances will be measured using GPS equipment operated by the Government.

B. Parking areas, ditches, roadway and ditch turnouts, approach road connections, waterbars and waterbar gradeouts are considered to be an integral part of the road and will not be measured separately.

C. No payment that is less than 20% of the entire contract award value (the sum of all pay items) will be made (unless it is a final payment). Final payments may be for any remaining amount. This means that a maximum of 5 payments will be made on this Contract.

D. Minimum number of passes: All road maintenance operations require a minimum of 3 passes. Road sections receiving less than 3 passes will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: Payment for roadway maintenance, measured as provided above and completed in accordance with these specifications, will be made at the unit price bid in the bid schedule. Such payment shall be full compensation for work required to be performed by this specification.

17302 - 1

SECTION 17302

1.1 WORK INCLUDED:

A. Description: Work consists of preventive and corrective maintenance on existing secondary and primitive public access roads, including rebuilding and reshaping of waterbars and ditches, grading and reshaping of road beds, building new waterbars, and closing of designated roadways and realigning some areas of roadway using a Crawler tractor w/ripper.

See Section 01009 General Information and Requirements

1.3 QUALITY ASSURANCE:

A. Spark Arresters: Shall meet the requirements of the U.S. Forest Service

Spark Arrester Guide, May 1985.

B. Submittals: The Contractor shall furnish the Contracting Officer with a written submittal from the equipment manufacturer certifying that the equipment to be used in this Contract meets all requirements. Submittals shall be in accordance with Section 01009, General Information and Requirements.

2.1 EQUIPMENT:

A. The Contractor shall furnish with skilled operator, one crawler tractor, with minimum flywheel horsepower of 90. Tractor shall be equipped with a hydraulically-operated 6 way blade having a minimum width of 8’-6” and a maximum width of 10’-10” with a hydraulically-operated rear mounted ripper, holding a minimum of two ripper shanks. Grousers (track shoes) shall be a minimum of 50% of new condition as specified and certified in writing by the equipment manufacturer with a minimum of 18” in length.

B. Breakdowns: In the event of equipment breakdown, all repairs shall be accomplished within 5 calendar days from the date of breakdown. If repairs cannot be completed within the 5 day period, the equipment shall be replaced with other suitable machinery and operations resumed.

C. Overall Operating Condition: All specified equipment shall be in fully functional and operating condition as per manufactures specifications.

This includes but is not limited to the following: functional brakes, clean fuel filters and air filters, fully operational hydraulics, etc.

PART 3: EXECUTION

3.1 PREPARATION:

A. Clearing: Any trees on the roadway will be cut one foot back from where it enters roadway, and the resulting log pushed parallel to roadway on the downhill side.

B. Conservation of Material: Shaping and grading operations performed by the

Contractor shall be done in a manner that will conserve usable material;

such material shall be distributed uniformly across the road surface.

C. Shape: The road surface shall be shaped to the applicable cross section shown on Drawing No. CO-940-1.

3.2 GRADING:

A. Smoothing and Shaping: All ruts, holes, and washboards shall be smoothed and/or filled with earthen materials and compacted by routing equipment over the fill area. Intersections of a road and a cross drainage without a culvert or other drainage structure shall be cut and sloped to the bottom of drainage and graded to prevent water from ponding on the roadway. Road sections without borrow ditches shall be out sloped or in sloped to drain water without ponding. Existing waterbars shall be cleaned and reshaped to the cross-section shown on Drawing No. CO-940-2.

Windrows and berms shall be removed from road section.

B. Waterbars: New waterbars shall be constructed where indicated to the lines and grades as shown on Drawing No. CO-940-2. The downhill side of the waterbar shall be machine compacted.

C. Travel within work area: When the contractor is roading equipment within the work area, between work sites, the rate of travel shall be no less than the equipment manufactures recommended safe travel speed for the prevailing road and weather conditions.

D. Condition: Roadways and waterbars that are partially completed shall be smoothed to allow for traffic passage before being left overnight or on weekends or holidays.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. General: A daily log of hours of actual operating use shall be kept, agreed upon and signed daily by the Contractor or the Contractor's operator and the onsite Government official. No payment will be made for moving equipment to and from the Contractor's base site or between work sites. No payment will be made for any down time (stop time). The work site is determined to be that portion of the road indicated between the “start” and “end” as marked on the Google Earth maps or as indicated in

17302 - 3 the field.

B. No payment that is less than 20% of the entire contract award value (the sum of all pay items) will be made (unless it is a final payment). Final payments may be for any remaining amount. This means that a maximum of 5 payments will be made on this Contract.

4.2 BASIS OF PAYMENT:

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:

DITCH MAINTENANCE

17303 - 1

SECTION 17303

1.1 WORK INCLUDED:

A. Description: The work consists of cleaning and reshaping of existing ditches including turnouts, in accordance with the specifications and drawings. Ditches shall be maintained where the surface of the road is being maintained.

B. Section Includes: Borrow ditches (parallel to the centerline of the roadway), ditch turnouts, culvert approaches, and culvert discharges.

C. Damage: Culverts or end sections damaged due to actions of the Contractor shall be repaired or replaced as directed by the Contracting Officer.

Such repairs or replacements shall be made at no cost to the Government.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PREPARATION:

A. Ditch Maintenance: Contractor shall clean existing ditches and turnouts of obstructions that would normally impede or hinder the flow of water.

Debris accumulated during the cleaning operation shall be removed from the ditch and adjacent roadway and spread outside the borrow ditches.

1. Reshape existing ditches to the configuration typical to that roadway or as shown on the drawings. The slough material removed from the borrow ditches shall be used to rebuild the shoulders of the road. Material in excess of that needed to rebuild the shoulders shall be removed and spread outside the borrow ditches.

2. No material pulled from the ditches shall be left in windrows on the traveled roadway overnight or over weekends. Ditches leading to drainage structures shall be cleaned and reshaped to the invert elevation of the structure.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price 17301(1) Roadway Maintenance – Motor Grader (Mile). It is estimated that 15 – 20% of road mileage maintained have ditches that will also require maintenance.
