AWARD ONE CONTRACT WILL BE ISSUED TO THE CONTRACTOR WHO’S OFFER REPRESENTS THE BEST VALUE PROPOSAL RECEIVED WHEN EVALUATED AGAINST EVALUATION CRITERIA IN PROVISION 52.212-2 ON AN ALL

OR NONE BASIS.

The Bureau of Land Management (BLM) does not have all funds available to award all the acres to be treated in the project area at this time. By utilizing an “option” it allows the BLM to put more money towards the project at a later date without re-advertising.

The estimated total number of acres for treatment within the project area over the next 5 years is not to exceed 4107. See the attached maps, which identify the project area.

The contractor who is awarded the contract will be issued Task Orders in the project area as funds become available to the BLM office. The BLM will flag and GPS the acres.

All Task Orders issued will have to be completed within the time frame allotted.

ESTIMATED START WORK DATE: To be determined at Pre-work meeting CONTRACT COMPLETION DATE: To be determined at Pre-work meeting

TERM OF CONTRACT

This is a Multi-Year contract and as such may continue for a period of up to 5 years.

SITE VISIT DATE AND PRE-PROPOSAL INFORMATION

A site visit is scheduled for this project. The meeting location will be City Hall 307 South Main St. Dorris, CA 96023. The meeting time will be 12 noon on April 29th 2015. Questions will be answered and then we will travel to the project location and view portions of the project area.

Questions may be directed towards Peter Hall at the office 530 233 7928 or cell 530 640 1507. This site visit will be rain or shine and it is advisable to bring a 4 wheeler. If raining we will not be driving trucks across the wet dirt roads due to the fact that we do not want them rutted.

SECTION C.3 - SERVICE ACTIVITIES

Purpose: The purpose of this contract is to provide services for wildlife habitat improvement, fuels reduction and rangeland health through the reduction and or removal of non old growth juniper. It is the intention of the BLM to complete this project in the most cost effective manner.

Line item 1– Density Management Without Utilization

–Consisting of severing juniper with the following restrictions and stipulations.

C.3.1 No cutting or damage of old growth juniper.

C.3.1.1 The contractor will be responsible for ensuring his or her crew can identify old growth juniper to ensure it is not accidentally cut.

C.3.2 All juniper over two (2) feet tall and not meeting old growth requirements must be severed. At least 60% of the acreage shall be done with equipment that will allow the severed juniper to be positioned on top of each other to create a doodle/bundle to facilitate skidding at a later date. The doodles/bundles shall be made so that a normal grapple skidder could manage no more or less than one doodle/bundle. Doodles/Bundles need to be positioned to facilitate skidding towards the closest existing road. The doodle/bundle will be created such that within the doodle/bundle all of the butt ends are relatively even with each other. SEE ATTACHED PHOTO. No doodle/bundle may be within 15 feet of the bole of a leave tree.

Up to 40% of the project area may be severed by hand/chainsaw and left on the ground where they fall.

Work Sequence: Cutting shall be performed in an organized systematic manner as determined in the pre-work conference.

Cutting: Designated trees within the project boundaries shall be completely severed from the stump(s). No live or dead limbs shall be left on the stump of cut trees. Stump height shall not exceed 12 inches measured on the uphill side. Stump height may be 4 inches over the top of rocks or other obstacles that would damage the cutting surface of the machine or tool doing the cutting.

Government inspections will consist of:

a. Compliance Inspections. Visual compliance inspections will be made on a periodic basis. Such inspections are not final and do not constitute acceptance by the Government.

b. Final Inspections. Final inspections for payment will be made on the completed project unit unless otherwise agreed upon in writing. Contractor shall request a final inspection. Inspection requests shall be in writing and pursuant to FAR 52.246-4, shall include results of Contractor’s quality inspections. Inspections will be completed within ten (10) calendar days after the notice is received for each item. If a formal request for an item inspection is within the ten (10) working days since the previous request, the time will not start until the time for the previous inspection expires.

C.10.2 Government Inspections

Contractor’s compliance with service work and product removal specifications will be evaluated by a visual inspection. Payment will not be made until deficiencies in slash disposal, piles or cutting trees required to be cut or in removing timber included in Table 1 are corrected.

Contractor’s compliance with the road maintenance specifications will be evaluated by a visual inspection. Payment will not be made until deficiencies are corrected.

C.10.3 Disputed Inspection.

When formal inspection by the Government is accomplished through visual inspection, the Contractor may request re-inspection without rework if the results are unacceptable. Re-inspection must be requested in writing within 48 hours after receiving written notice of the inspection results. Re-inspection will be accomplished within ten days after receipt of the contractor's written request.

The same inspection procedures will be used. The inspection pattern will be shifted so that new samples will not overlap previously inspected samples.

If re-inspection results are still unacceptable without re-work, the Contractor shall pay the actual costs incurred by the Government for the re-inspection. Actual costs will be determined by the use of detailed logs indicating time spent, transportation utilized, etc.

C.10.4 Re-inspection after Rework.

The Government will charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes re-inspection or retest necessary.

The following local clauses are provided in full text:

FAR 42.1502 Contractor Performance Assessment Reporting System (JULY 2010)

(a) The clause directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR42.15.

(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.

(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at http://www.cpars.csd.disa.milJ. The CPARS User Manual, registration for On Line Training for Contractor Representatives, and a practice application may be found at this site.

(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at http://www.cpars.csd.disa.mil/. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating ''No comment" in Block 22, and then signing and dating Block 23 of the form. Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government. If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.

(f) The following guidelines apply concerning your use of the past performance evaluation:

(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.

(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, preaward surveys, responsibility determinations, production readiness reviews, or other similar purposes.

(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30- day review period.

(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
