GENERAL INFORMATION AND REQUIREMENTS

SECTION 01009
GENERAL INFORMATION AND REQUIREMENTS
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing all labor, equipment, supplies, and materials to construct the new Emerald Mountain Trailhead. The work includes: clearing/grubbing, pit run, new access and parking areas with aggregate surfacing, vehicle wheel stops, trailer parking delineation, precast concrete toilet, concrete flatwork and a new kiosk. All work shall be according to the attached specifications and drawings.
B. Location: Work under this Contract is located in Routt County, Colorado as shown on the Title Sheet.
1.2 REFERENCES:
A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor.
1.3 DEFINITIONS:
A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
1.4 SUBMITTALS:
A. Scope: Submittals include design computations, manufacturers' literature and samples.
B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review.
Submittals shall be delivered to the BLM, Engineering Field Office, 2815 "H" Road, Grand Junction, CO 81506, Attention: Gordon Gardunio.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2. Name of project as it appears in these specifications.
3. Contract number, drawing number, and specification section number to which the submittal applies.
4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.5 CERTIFICATES OF CONFORMANCE:
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
B. Format: The form of the Certificate of Conformance provided by the supplier shall be as follows:
1. The certificate shall state that the named product conforms to the Contract requirements.
2. The certificate shall either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3. The certificate shall provide the name and address of the manufacturer, the testing agency and the date of tests.
4. The certificate shall set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.
1.6 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
1.7 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.

1.8 PROJECT/SITE CONDITIONS:
A. Access to the Work: Access to the work shall be provided by the BLM, during normal working hours, 07:00 a.m. to 5:00 p.m., Monday thru Friday. No work will be allowed on the weekends without written approval from the Government.
B. Environmental Considerations: The Contractor shall, to the extent feasible, keep the overall worksite clean and clutter free. Clean-up litter and discarded material generated by the construction and dispose of at an approved sanitary landfill or other location and manner approved by the Contracting Officer.
C. Portable Toilet: The Contractor shall furnish and maintain a portable toilet at the beginning of the project.
Once the new toilet is placed and is operational, the portable toilet may be removed. The portable toilet shall be cleaned a minimum of one time per week, while on site.
D. Incidental Operations: Land administered by the Government may be used by the Contractor for incidental operations such as materials storage, project office, equipment parking and camping. These areas shall be approved in advance by the Contracting Officer. Environmental considerations of the preceding paragraphs will apply.
E. Road Weight Limits: The Contractor shall strictly adhere to local County and Colorado State road weight restrictions for hauling equipment and materials. It is the responsibility of the Contractor to research, understand and comply with the limits during any portion of the project.
1.9 SEQUENCING AND SCHEDULING:
A. Work Schedule: The work schedule shall be submitted at the pre-work conference. When requested, the
Contractor shall submit an updated schedule within 3 calendar days.
PART 2: PRODUCTS
(There are no applicable requirements.)
PART 3: EXECUTION
3.1 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review the required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
2. The Contractor shall be prepared to summarize and explain procedures planned for the project and submittals requested in the specifications.

B. Progress Meetings:
1. Meetings shall be held at the project site, or as determined by the Contracting Officer.
2. Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.
C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.
3. The Contractor shall require the superintendent to be present during this inspection.
3.2 WORK LAYOUT:
A. Requirements: The Government will set construction stakes to give the Contractor measurements, lines and grades necessary for the work executed under the Contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.

TRAFFIC REGULATION
PART 1: GENERAL
1.1 SUMMARY:
A. Section Includes: Requirements to maintain public traffic convenience and safety during construction.
B. Work Areas: The primary concerns for traffic regulation are the areas immediately adjacent to the individual worksites. The Contractor shall insure compliance with all state or local requirements. Overall public safety shall not be compromised.
1.2 REFERENCES:

1.3 SUBMITTALS:
A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
B. Traffic Control Plan: Submit 2 copies of a drawing showing the location of traffic control devices to be used and a narrative for each worksite. Approval of the traffic control plan by the Contracting Officer is required prior to installing traffic control devices and the beginning of any portion of the work.
PART 2: PRODUCTS
2.1 MATERIALS:
A. Signs: Shall have reflectorized sheeting, and meet the standards of the current Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) for colors, sizes, and shapes.
B. Cones: Cones shall be a minimum of 18 inches high and shall be orange colored and highly visible both in daylight and darkness. For nighttime use, they shall be reflectorized or equipped with lighting devices for maximum visibility. Reflectorized material shall have a smooth, sealed outer surface which will display the same approximate color day and night. Cones shall be capable of remaining upright during normal traffic flow and wind conditions in the area where they are to be used.
PART 3: EXECUTION
3.1 PUBLIC CONVENIENCE:
A. Requirements:
1. The Contractor will be allowed to restrict all non-construction vehicle traffic from entering into the work areas as shown on the drawings. The adjacent Routt County Road 45 shall remain open for the duration of the project. The BLM recreation staff will work closely with the Contractor and the BLM engineering staff to provide assistance toward restricting recreation users from the overall

site during construction. Contractor furnished signs and cones shall clearly delineate closure areas. If required, the BLM law enforcement rangers may become necessary.
2. No detours shall be constructed. The Contractor shall utilize existing road turnouts and topography to direct public access away from the work areas.
3.2 PUBLIC SAFETY:
A. Requirements:
1. The Contractor shall ensure the safety of the general public along roadways adjacent to the designated work areas.
2. Appropriate traffic control signs and devices shall be erected prior to use of the roadway or area and promptly removed when no longer required. When signs and barricades do not provide adequate protection, or when required by the Contracting Officer, the Contractor shall provide flagmen or other appropriate traffic controls.
3. Work shall be scheduled, so that windrows of dirt, open trenches, dirt piles, or other similar or related traffic hazards are eliminated prior to sunset.
B. Signs:
1. The Contractor shall erect warning signs in advance of places on the project where operations may interfere with the use of the road and at intermediate points where new work crosses or coincides with an existing road. Such signs shall be utilized only during the period of the hazard. When the hazard no longer exists, warning signs, except those necessary for the safety of the public, shall be removed, or shall be covered so that the entire sign panel is not visible.
2. Signs shall be placed in positions where they convey their messages most effectively. Locations shall meet the requirements of MUTCD.
C. Other Traffic Controls: Cones shall be used, as required, as channelization devices to prevent vehicular travel in areas that are a hazard to the public or would be a danger to workers and equipment.
D. Maintenance of Traffic Control Devices: Signs and other devices shall be kept clean and readable.
During periods when no work is being done, daily inspection and necessary repairs shall be made to signs and other devices.
A. Units: The work described in this section will not be measured for payment.
4.2 BASIS OF PAYMENT:
A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.
EXCAVATING, BACKFILLING, AND COMPACTING FOR STRUCTURES

PART 1: GENERAL
1.1 SUMMARY:
A. Section Includes: Mobilization and demobilization, excavating, backfilling, and compacting for the various graded areas and structures, as shown on the drawings.
B. Related Sections:

1.2 DEFINITIONS:
A. Unclassified Excavation: Shall consist of the material excavated and its placement regardless of its nature.
1.3 QUALITY ASSURANCE:
A. Failure Criteria: Not limited to the following:
1. Settlement of backfill which would allow moisture to pond.
1.4 PROJECT/SITE CONDITIONS:
A. Estimated Site Volumes: The Government has estimated the following volumes of earthwork materials required to complete the project, as staked:
On-site Excavation: 327 CY Required Backfill: 535 CY, leaving a difference of 208 CY (app. 345 Tons) as required pit run import
B. Borrow Sources: Borrow on Government land will not be allowed.
C. Environmental Conditions:
1. Areas that have become saturated with oil or gasoline shall be excavated to a depth of 12 inches beyond the contaminated material and backfilled with approved material. Contaminated material shall be properly disposed offsite at an approved sanitary landfill. The Contractor shall assume all associated costs for transportation and disposal of contaminated materials.
2. Hand shovel or rake, as necessary, to remove excess material in areas inaccessible to construction equipment and grade to produce a well-drained surface.
D. Removal of Water: The Contractor shall provide and maintain, at all times during construction, ample means and devices with which to promptly remove and properly dispose of all water entering the

excavations or other parts of the work without damage to adjacent property. All excavations shall be kept free from standing water. Any damage caused by water in the excavations shall be repaired by the Contractor at the Contractor’s expense.
PART 2: PRODUCTS
2.1 MATERIALS:
A. General: On-site excavated material shall be unclassified.
B. Material from excavations shall be used as backfill and bedding material unless it contains ice or frozen earth, debris or earth with high moisture content and shall be approved before use. Materials removed in clearing and grubbing shall not be used for backfill.
C. Pit Run: Pit run supplied by the Contractor shall consist of native materials of a size and grading that can be taken directly from the source pit and placed without crushing or screening. The material shall be free of organic material. No gradation will be required. No rock shall be larger than 12 inches in any dimension.
3.1 MOBILIZATION AND DEMOBILIZATION:
A. Summary: All preparatory costs, work and operations, including those necessary for the movement of personnel, equipment, supplies and incidentals to and from the project site. Progress payments will be made as follows:
1. Mobilization: When 10% of the total original Contract amount is earned from other Bid Items, 50% of the bid amount for Mobilization and Demobilization will be paid.
2. Demobilization: Upon final inspection and acceptance by the Contracting Officer, the final 50% of the bid amount for Mobilization/Demobilization will be paid.
3.1 PREPARATION:
A. Clearing and Grubbing: All areas designated for new construction shall be cleared and grubbed. The clearing shall remove all existing surface vegetation. The cleared materials shall be stockpiled throughout the project area and reused to revegetate and stabilize new slopes, as shown on the drawings.
B. Dewatering: All work shall be executed under dewatered conditions. Dispose of excess water by using natural drainage ways near the site to the extent of their natural capacity when no erosion or other damage is encountered.
3.2 INSTALLATION:
A. General:
1. Excavation: Typical cut slopes are 1.5:1. Perform excavation to the lines, grades, and elevations indicated to allow for safety, placing of materials and inspection. When frost action occurs, remove frozen soil and replace with approved soil compacted according to the requirements for bedding.

2. Backfill: Typical fill slopes are 2:1. Backfilling will be permitted only after all inspections have been performed and the required work to be covered has been approved by the Contracting Officer. If backfill is placed prior to inspection, backfill shall be removed to allow complete access and inspection at no additional cost to the Government. Backfill shall be of uniform select material. Rocks over 2 inches maximum diameter shall not be placed within 12 inches of any structure. Place and compact backfill adjacent to structures in such a manner as to prevent wedging action or eccentric loading upon or against the structures. Backfill shall be placed in layers not exceeding 6 inches, loose depth. A minimum of three passes per lift, full width of excavation, shall be required by a vibratory, mechanical compactor, at a moisture content suitable for such density. Thoroughly compact until a uniform density is attained.
B. Pit Run: Pit run material shall be placed in areas where backfill exceeds 1 foot depth and when excavated materials have all been placed. Pit run material shall be placed and compacted in accordance with 3.2, A-2.
C. Final Grading: All fill materials shall be graded, shaped and compacted to the design spot elevations as shown on the drawings and in preparation of aggregated surfacing placement.
D. Excess Material: Excavated materials which are unsuitable for, or are in excess of the requirements for backfill as determined by the Contracting Officer, shall be deposited as waste at a location in the immediate vicinity as directed by the Contracting Officer. Material generated from clearing and grubbing operations shall be evenly distributed on newly constructed cut and fill slopes and waste areas. Materials shall be evenly spread and blended into adjacent topography.
A. Units: Clearing and grubbing will not be measured and paid for separately. The Contractor shall include the cost of this item in other items of the Contract. Mobilization and demobilization shall be paid on a lump sum basis. Excavation and backfill will be measured and paid for by the cubic yard of material placed as backfill. Pit run will be measured and paid for by the ton of material delivered and placed at the work site.
Certified weigh tickets, showing tare weight and gross weight, for each load shall be submitted by the Contractor. Payments will include all transportation, excavation, placement, grading and shaping. No separate measurement or payment will be made for applying water or removing water by aeration for aggregate to obtain the required compaction.
A. Payment: Prices and payment will be full compensation for all the work described in this section.

1.2 SUBMITTALS:
A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
1.3 SEQUENCING AND SCHEDULING:
A. Work Location: Refer to the drawings for the work site.
B. Quantities: The Contractor shall furnish and install estimated quantities according to the bid schedule.
PART 2: PRODUCTS
2.1 MATERIALS:
A. Crushed aggregate surfacing shall be the final 6 inches of the graded areas.
B. Crushed Aggregate Finished Course: The crushed aggregate shall meet the following target gradation values. The general designation for the material specified is Colorado Department of Transportation, Class 6, Roadbase. The Contractor shall submit Certificates of Conformance according to Section 01009, to the Contracting Officer.

C. Soil Moisture: The Contractor shall maintain existing moisture in the aggregate. The Contractor may be required to haul and apply water for the aggregate, if the existing moisture does not provide adequate compaction and the parking surfaces fail during the construction process.

3.1 CONSTRUCTION REQUIREMENTS:
A. Site Preparation: Site preparation shall be done in accordance with Section CO-952-02224 – Excavating, Backfilling and Compacting for Structures.
B. Aggregate Placement: Placing of crushed aggregates shall be from vehicles equipped to distribute material in a uniform layer or windrow. Aggregate shall be placed in 6 inch maximum loose lifts and shall be compacted using vibratory smooth drum roller. Compaction equipment shall make a minimum of three passes across each lift. Compaction shall be completed when a uniform density is attained or when compaction equipment "walks-out" of the fill material. Testing will not be required. Grade and shape to attain a well drained surface.
A. Units: Crushed aggregate will be measured and paid for by the ton of material, as delivered to the job site. Certified weigh tickets, showing tare weight and gross weight, for each load shall be submitted by the Contractor. Payment will include transporting, placing, grading and shaping. No separate measurement or payment will be made for applying water or removing water by aeration for aggregate to obtain the required compaction. The Contractor shall include the cost of these items in other items of the Contract.
A. Payment: Prices and payment will be full compensation for all the work described in this section.

MINOR CONCRETE
PART 1: GENERAL
1.1 SUMMARY
A. Section Includes: Furnishing and placing cast-in-place concrete for various portions of the project.
B. Related Sections:

1.2 SUBMITTALS
A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
1.3 QUALITY ASSURANCE
A. Causes for Rejection: Concrete may be rejected for, but not limited to, the following reasons:
1. Freezing within the first 3 days of placement
2. Excessive or inadequate slump
3. Segregation of aggregate or over-vibration resulting in excessive water on the surface
4. Honeycomb over 25% of the surface
5. Voids larger than 2 inches across
6. Misalignment of concrete
7. Substandard aggregate in the mix
8. Failure to cover or seal concrete during initial 7-day curing period
B. Volume Calculations: The Contractor shall be responsible for calculating quantities of concrete needed to complete the various items of the Contract.
PART 2: PRODUCTS
2.1 MATERIALS
A. Ready Mixed Concrete:
Cement: Portland cement, Type IIA. The use of caked or hardened cement will not be permitted.
Concrete Design Mix: Design the mix to provide concrete, including cement and aggregate, with the following properties and materials.

1. Concrete shall be a minimum 4,000 psi, 28-day compressive strength. The water-cement ratio shall not exceed 5 gallons per sack of cement, inclusive of water in the aggregate. The proportions of aggregate to cement shall produce concrete with a slump of 2 to 4 inches according to ASTM C 143.
2. Aggregate shall be ¾ inch minus.
3. Concrete Color: All ready-mixed concrete shall be colored using Davis Colors, or approved equal.
The color shall be Pebble, mixed at 0.50 lb. per sack of cement.
B. Curing Compound: Refer to concrete manufacturer’s recommendations for type and quantity of curing compound to apply for the specific concrete mix.
C. Fibermesh: All concrete shall be furnished with 100% virgin polypropolene, fibrillated fibers specifically manufactured for use as concrete secondary reinforcement, installed at 1.5 pounds per cubic yard of concrete.
D. Expansion Joints: Shall be constructed where the new flatwork abuts the new precast concrete toilet, as shown on the drawings. The joint consists of two parts, as follows:
1. Expansion Joint Material: ½" thick x 6" high, preformed, closed-cell polyethylene expansion joint filler, “Foamtech” as manufactured by NMW Inc., available from Colorado Concrete Accessories Inc., 2474 Industrial Blvd., Grand Junction, Colorado,81501 (970-242-4651). The expansion joint shall run the full width and depth of the slab.
2. Polyurethane Joint Sealant: The polyurethane joint sealant shall be “Sonneborn, NP1".
E. Control Joints: The Contractor has the option of ½” radius hand tooled or saw cutting the control joints.
PART 3: EXECUTION
3.1 PREPARATION
A. General: Excavate and prepare each work site in accordance with Section CO-952-02224 –
Excavation, Backfilling and Compacting for Structures and Section CO-952-02546 – Aggregate Surfacing.
B. Form Construction: Construct forms to the sizes, shapes, lines, and dimensions shown on the drawings, to obtain accurate alignment, location, grades, and level and plumb surfaces in finished structures. Fabricate forms for easy removal without hammering or prying against the concrete surfaces. Provide crush plates or wrecking plates if stripping may damage the concrete. Form oil may be applied to facilitate removal of forms. Forms shall be wet before placement of concrete.
C. Form Inspection: Notify the Contracting Officer 24 hr in advance of concrete placement to allow for inspection of forming and placement of miscellaneous specialties in the concrete.
Excess water shall be removed from the forms before concrete placement.

3.3 CONCRETE PLACEMENT
A. Ready - Mix Design: Concrete shall not be placed until the ready-mix design has been approved by the Contracting Officer.
B. Placement and Consolidation: Concrete shall be placed in lifts with a maximum depth of 18 inches.
Each lift shall be adequately vibrated, rodded, or spaded into place to fill voids. Concrete shall be deposited as nearly as practical to its final position to avoid flow causing segregation of the aggregate.
Concrete shall not be dropped more than 5 feet vertically without the use of a tremie or similar device.
C. Concrete Placement Under Adverse Conditions: Do not place concrete on a frozen subgrade or against surfaces having deposits of frost, snow, or ice.
3.4 CONCRETE FINISHING
A. Joints: Install expansion and control joints at locations as shown on the drawings. Expansion joint materials shall be installed according to manufacturer’s recommendations. Distance between control joints shall not exceed 10’.
B. Concrete Surface Finishes: After screeding and floating, the exposed surfaces shall be given a light troweled finish and broomed.
C. Form Removal: Formwork not supporting concrete may be removed after curing at not less than 50 degrees F for 24 hours after placing the concrete, and when curing and protection procedures are followed as specified. The concrete should be sufficiently hard so as not to be damaged by form removal.
D. Application of Curing Cover: As soon as the concrete is finished or free water has disappeared from the surface, the concrete shall be kept moist. The surface shall be covered with a waterproof membrane, in accordance with manufacturer’s recommendations. Curing shall continue for at least 7 days. Alternate wetting and drying shall be avoided.
3.5 PROTECTION
A. Requirements: During the curing period, protect concrete from load stresses, shock loads, or vibration. Protect surfaces from damage by equipment, other materials, running water, or rain.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: Minor concrete will be measured and paid for by the cubic yard, as measured in forms.
Payment will include preparation, placement, and finishing.

2.1 MATERIALS:
A. Contractor Furnished Materials: The precast concrete toilet and vaults shall meet or exceed the following requirements:
Note: Due to the requirement of matching existing toilet structures within the Little Snake Field Office area, the BLM is specifying a Tioga Special as manufactured by CXT Concrete Buildings, Spokane Industrial Park, 3808 N. Sullivan Road, Bldg. #7, Spokane WA 99216. 509-921-8766. www.cxtinc.com.
Prior approved equals may be considered, however, color, finish, fittings and exact matching to existing facilities is crucial.

B. Bedding and Backfill Material: The bedding and backfill material shall be according to Section CO-952- 02224 - Excavating, Backfilling and Compacting for Structures.
C. Aggregate Surfacing: Aggregate surfacing shall be in accordance with Section CO-952-02546. The surfacing will be used for the toilet access approaches from the parking areas.
PART 3: EXECUTION
3.1 INSTALLATION:
A. Excavation and Backfill: All excavation and backfill shall be in accordance with Section CO-952-02224 -
Excavating, Backfilling and Compacting for Structures.
B. Staking: The Government will set grade stakes for the Contractor. The vaults will be staked so that there will be 0.1' of fall from the back to the front.
C. Installation: The Contractor shall use a certified CXT toilet installation crew. The Contractor shall set the toilet vaults and building, in accordance with manufacturers specifications, at the designated site and as shown on the drawings.
D. Appurtenances: The Contractor shall install the appurtenances associated with the building, according to the drawings.
1. Rubber Gasket: The Contractor shall install the “rubber-nek” gasket on the top edge of the vaults, prior to placement of the building.
2. Toilet Risers - The Contractor shall install toilet risers. Silicone caulk shall be applied between the toilet riser flange and the concrete floor before the toilet riser is installed.
3. Vent Pipes: The Contractor shall install the vent pipes through the hole in the roof. The vent pipes shall be sealed around the top of the roof opening and at the vault connection with silicone caulk.
E. Aggregate Surfacing: The Contractor shall smooth and shape the immediate areas surrounding the toilet installation to the lines and grades as staked to produce a well drained surface, prior to placing crushed aggregate. Crushed aggregate shall be accomplished according to Section CO-952-02546 - Aggregate Surfacing.
A. Units: The work described under this section will be measured and paid for by each, new precast concrete toilet structure, installed and accepted. New aggregate surfacing will be measured and paid separately in accordance with Section CO-952-02546.
A. Payment: Prices and payment will be full compensation for the work described under this section.

1.2 SUBMITTALS:
A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
PART 2: PRODUCTS
2.1 MATERIALS:
A. General: Refer to the drawings for specific material requirements and location, including sizing and dimensions for the various bid items included in this Contract. The Contractor shall insure that all items are properly sized and oriented into their specific locations. Submittals shall be in accordance with Section 01009 – General Information and Requirements. Prior approved equals meeting or exceeding the requirements for all items will be considered.
B. Steel Trailer Parking Delineator:
1. Steel pipe shall be nominal 6 inch, Sch 40(6.625x.280), black pipe. Used pipe will not be accepted.
2. End plates shall be 3/16” plate steel.
3. Anchor rods shall be #6 rebar.
C. Steel Wheel Stops: Wheel stops shall be fabricated using the same materials as the delineators.
D. Accessible Parking Wheel Stop: The wheel stop for the accessible parking area shall be commercially fabricated using 100% recycled rubber. Dimensions shall be 4"H X 6"W X 72"L. Include with blue reflective strips and a minimum of 3 anchors with lag bolts.
E. Existing Kiosks: Refer to the drawings for the location of existing 2 kiosks.
F. New Kiosk: The Contractor shall furnish and install one new kiosk. In order to match several existing kiosks within the general area, the new kiosk shall be a RockArt, 3-Panel, Model #03-460, with metal roof.
Upright members and frame shall be dark brown. The roof shall be green, simulated shingles. Also required will be three, #03-603, polycarbonate covered sign panels. The vendor highly recommends using aluminum assembly fixtures, #03-524, for installing the kiosk. Three fixtures are required. Upon installation, the Contractor can return to the vendor for full price refund.

3.1 GENERAL:
A. Layout: The Contractor shall measure and verify layout prior to construction. The Contractor shall adhere to the specifications, manufacturer’s recommendations and drawings during construction.
3.2 INSTALLATION:
A. General: Install all the various miscellaneous specialties at the locations as shown on the drawings.
Perform all required preparation and placement, as required. Ensure that all items are installed and erected in a professional manner and in accordance with the manufacturers recommendations. Set plumb and square in alignment to adjacent features, according to the drawings. All items shall be fully operational and ready for use upon final inspection.
B. Accessible Parking Wheel Stop: Install in accordance with manufacturers recommendations.
C. Existing Kiosks: The Contractor shall remove both kiosks and store on site, as directed by the Contracting
Officer. The Government will provide disposal. The Contractor is responsible for any damage incurred during the removal process. Backfill all holes.
D. New Kiosk: The Contractor shall install the new kiosk in accordance with all manufacturers recommendations.
PART 4: MEASUREMENT AND PAYMENT
4.1 METHOD OF MEASUREMENT:
A. Units: The work described will be measured and paid for by each item, installed and accepted according to the specifications and drawings. No separate measurement or payment will be made for removing and storing the two existing kiosks. The Contractor shall include consideration for these items in the bid price for other items of the Contract.
