PLEASE NOTE THE FOLLOWING CLARIFICATIONS
1. If a pallet exceeds 54” (inches) in height, another pallet must be inserted before additional seed is stacked for shipping. NO EXCEPTIONS
2. Documentation of permission to collect CONTINUES TO BE required for all wildland collections (Agency permit, and/or private land owner agreement). Documentation will be submitted with seed delivery.
3. There is no other offered/additional offerings in this solicitation.
4. BLM will continue the option for vendors to provide Pre-qualified seed for Blue Tag, Certified seed only with some SI exceptions. Refer to Specification 5 in this bid. PRE-QUALIFIED SEED
STILL REQUIRES SAMPLES TO BE SUBMITTED.
5. The Government continues to reserve the right to select seed lots that are annual brome free within the specific species offered categories (lots that are certified annual brome free including but not limited to:
Bromus tectorum, and B. japonicas). Vendor will clearly state “Brome Free” after the seed type. For example; Streambank Wheatgrass, Sodar ANNUAL BROME FREE. Sampling and re-testing will be at the discretion of the RSW.
6. When submitting an offer for Source Identified (SI) species, please use the “name” cited on the yellow certification tag. If no “name” is cited, please submit the County/State/Elevation information. A vendor who has non-certified seed only submits that seed under ‘B’ certification category for cultivars/varietals or ‘AOC’ for non-cultivars (S/Selected, SI/Source Identified, T/tested class) certification category.
7. When submitting an offer for SI or AOC seed, Provide County, State, AND elevation information for all SI and AOC seed in column Q on Attachment 1.
8. CONTRACTOR will pay the lab for providing the test results for all elected 2nd tests. (Inspection and Acceptance – 7.G)

SPECIFICATIONS
1. SEED OFFERS
The Government reserves the right to award on any item offered in any category, or a combination of the categories, per the evaluation criteria specified in Section 4 of this solicitation, “Basis for Award,” if it is in the best interest of the public and the best value for the Government to do so. The total estimated amount of seed is 230,000 pounds. The estimated quantity includes only currently approved and funded projects. All awards are contingent upon price reasonableness and the availability of funds at the time of award.
Offerors may offer all available seed above the estimated amount for an item to fulfill emergent needs or projects which may be approved prior to award.. For each Item No., the BLM will make awards which adhere as closely as possible to the estimated quantities listed in the schedule. However, based on emergency needs, price reasonableness, and the total offers received, the actual quantity purchased by variety, may vary from the original estimate.
Substitutions: Do not offer alternate species for substitution within a stated variety. For example, you cannot offer Paloma Indian Ricegrass or any other variety or species of grass under the Item No. XYZ Indian Ricegrass Rimrock. You will need to offer Paloma under its specific item number. If substitutions need to be made individual warehouses will select the species and variety that they wish to substitute for.
Seed bids will be competed on a lowest PLS price per pound. However award amount will be for bulk price per pound, expressed with a maximum of two decimal places calculated from PLS price.
If one offeror receives award of more than one item, simultaneous performance is required.
All costs of transportation from shipping point(s) to destination shall be paid by the Contractor and included in his price offered for the item(s). The Contractor shall be responsible for any/all damage occurring in transit.
Potentially Desired: This category will include those species that the Field Offices have requested for purchase that are not included in the required list.
NOTE: Seed specifications may be included herein for items which are not specified in the seed price schedule.
2. LICENSING REQUIREMENTS
All successful offerors shall comply with the Seed Dealers Licensing requirements of the Pure Seed Law for the State in which seed is delivered (currently Idaho and Nevada). For the State of Idaho a Seed Dealers License is required (Title 22, Chapter 4). Reference the following sites for the Pure Seed Law by State:

3. FEDERAL SEED ACT, DESTINATION STATE LAWS, NOXIOUS WEEDS - STATE LAWS
All seed offered must meet all requirements of the Federal Seed Act (7 U.S.C. §. 1551-1610 incl.) and the seed laws of the states of Arizona, California, Colorado, Idaho, Nevada, New Mexico, Montana, Oregon, Utah, Washington, and Wyoming, as applicable.
4. SEED OFFER CATEGORIES: CERTIFIED/CERTIFIED PRE-VARIETY
GERMPLASM/NON-CERTIFIED/AREA of ORIGIN CLAIMED
a. CERTIFIED SEED: (Letter designator (A) in the schedule)
1. Seed of a variety/cultivar that has been verified for its genetic identity and purity by an official seed-certifying agency. For various certified class definitions refer to the Association of Official Seed Certifying Agency (AOSCA) website at www.aosca.org. Once you enter the site click on programs, then “seed certification”. Also, click on “Native Plant connection” to download the publication entitled “The AOSCA Native Plant Connection”. This publication explains the certified pre-variety germplasm (PVG) program specified in the next section.
2. RELEASED VARIETIES: Certified Seed of released varieties is field cultivated seed of native or introduced species produced according to rules established by AOSCA and official state seed certification programs.
o Wild collected (e.g. released varieties such as Lassen Antelope Bitterbrush or Hobble Creek
Sagebrush, can be classified as certified when specific collection areas have been established).
o Classes of certified seed are foundation (white tag), registered (purple tag), and certified (blue tag).
3. Seed purchased as "Certified" will conform to all requirements and standards for certified seed of the state in which the seed was cleaned, bagged, and tagged. Seed shall be certified only by the legally authorized seed certifying agency in each state (i.e., Crop Improvement Association). Each bag of seed shall bear the official certification tag attached in the approved manner under the supervision of the certifying agency. All bags containing certified seed shall be marked (stenciled or marked with indelible ink) with the lot number under which the lot was originally certified. All costs of seed certification shall be included in the unit price (the responsibility of the contractor).
4. All blue, white and purple tag certified seed shall meet the Association of Official Seed Certifying Agencies (AOSCA) quality standards and/or State standards, whichever is stricter, for the State in which the seed was certified or of seed origin. Visit the website at http://aosca.org.
5. Seed varieties which have plant variety protection (PVP) shall be tagged with official tags from the company which owns the rights to the variety showing authorization for use of the plant materials.
6. An Analysis tag shall be attached to each bag of seed including the following information:

b. PRE-VARIETY GERMPLASM (SEED LETTER DESIGNATED PVG IN THE SEED PRICE SCHEDULE): Certified Pre-Variety Germplasm (PVG) seed is either wild collected or field cultivated seed of native or naturalized species produced according to rules established by AOSCA and official state seed certification programs. PVG seed tags include verified source information of county, state and elevation of both the site or original collection and the site of field production, if applicable. Three categories of certified PVG may be accepted:
1. Tested Class (light blue tag) is designated as germplasm for which progeny testing has proven desirable traits to be heritable.
2. Selected Class (S) (green tag) seed is designated as germplasm showing promise of desirable traits, having been selected either within an accession or plant population or as a common site comparison among accessions or populations of the same species.
3. Source Identified (SI) Class (yellow tag), is seed designated as unevaluated germplasm identified only as to species and location of the wild growing parents. The majority of certified PVG wildland collected seed offered is tagged Source Identified.
4. Along with PVG Seed Certification Tags, Tested, Selected and Source Identified Seed shall be delivered with analysis tags with the following information:

c. NON-CERTIFIED SEED (ONLY IN OTHER OFFERED CATEGORY – Use letter designator
(B) on the schedule):
1. Cultivated seed from released varieties to which varietal identity and purity have not been verified through a seed certification agency.
2. This is not for cultivated wildland collected seed.
3. Varieties protected by Plant Variety Protection are not allowed to be sold by variety name except as a class of certified seed.
4. Seed purchased as non-certified will be labeled with an analysis tag.

1. Wildland collected seed that is not certified as Source Identified or another category of PVG seed. AREA OF ORIGIN CLAIMED SEED SHALL BE DELIVERED WITH AN
ANALYSIS TAG AND A SIGNED AREA OF ORIGIN AND SPECIES STATEMENT
(ATTACHMENT 2 - AOC STATEMENT). The offeror, by submission of this statement, is claiming that seed meets area of origin location requirements.
2. Along with Area of Origin and Species Statement, AOC seed shall be delivered with analysis tags with the following information:

5. PRE-QUALIFIED SEED (Clearly stated “Pre-qualified” in the schedule):
a) Only Certified, Blue Tagged seed, except for those species listed in b) below, that meets the minimum PLS, maximum restricted and/or noxious weed free content standards (ALL WESTERN STATES) will qualify as Pre-qualified Seed and will be accepted as such by BLM. Certified seed is defined as seed tagged with an AOSCA certification.
b) The following Source Identified/SI species will be open to the Pre-Qualified option: winterfat/ Krascheninnikovia lanata;
c) Seed shall already be certified only by the legally authorized AOSCA seed certifying agency in each state (i.e., State Dept. of Agriculture, Crop Improvement Association, etc.). Each bag of seed shall bear the official Blue Tag certification tag attached in the approved manner under the supervision of the certifying agency.
d) Must provide analysis report upon which certification was based or documentation (re-sampled and tested) for meeting the seed quality standards. An updated viability test must be provided and be dated less than six (6) months of bid submission.
e) Except for if c) above >6 months, seed will not be required to be re-tested upon contract award.
(BLM will exercise its right to perform random seed testing for compliance.)
f) All bags containing certified seed shall be marked (stenciled or marked with indelible ink) with the lot number under which the lot was originally certified.
g) Seed purchased under this option will still be labeled with its applicable seed analysis tag and will include:

6. ORIGIN AND SOURCE REQUIREMENTS
a. Certified Seed (variety/cultivar)
1. ORIGIN Requirement:
For Certified seed offered under this solicitation ORIGIN (where the seed is grown in a cultivated field) shall only be from a country or state of North America (unless otherwise specified) Classes of certified seed are foundation (white tag), registered (purple tag), and certified (blue tag).
2. SOURCE Requirements:
WITH A VARIETY NAME: Source is not restricted nor does source information have to be provided since seed is a known cultivar.
b. Non-Certified Seed (variety/cultivar)
For seed offered under this solicitation ORIGIN (where the seed is grown in a cultivated field) shall be from a country or state of North America (unless otherwise specified)
WITH A “VARIETY” NAME: Source is not restricted nor does source information have to be provided since seed is a known cultivar.
c. Source Identified and Area of Origin Claimed Seed (Certified PVG and non-certified germplasm respectively)
All geographic site requirements as specified in this section must be met with the seed that is offered on the schedule. Offeror, by submission of its offer, is claiming that seed meets geographic site requirements. The requirement to provide Source Identified (or other category of PVG) Tags or Signed Species Area of Origin Claimed Statement for non-certified wildland collected seed is at time of delivery. Geographic site (COUNTY, STATE, ELEVATION) is required as part of the Bid package.
a. For seed offered under this solicitation ORIGIN (where the seed is grown in a cultivated field) shall be from a country or state of North America.
b. For seed offered under this solicitation geographic site (where the seed is Wildland Collected) shall be from the source requirements as listed below.
a. GEOGRAPHIC SITE FOR SEED LISTED IN THE SCHEDULE AS NATIVE (N): Native seed will be from AZ, CA, CO, ID, MT, NM, NV, OR, UT, WA, WY. Cultivated fields will be limited to the origin requirements as listed above.
b. If seed categorized as Introduced with a known varietal name but wildland collected, the seed cannot be referred to with the varietal name and the geographic site where collected shall be provided. However, origin must be from North America (i.e. wildland collected in a country or state of North America).
7. INDIVIDUAL SPECIES
7.1 SANDBERG’S BLUEGRASS SEED
Source Identification (SI) certification and Area of Origin Claimed Specification – All Sandberg’s bluegrass seed (Poa secunda) delivered under this contract shall be accepted when collected from Idaho, Oregon, and Washington. However, seed will also be accepted when collected from sites in northern Nevada, Utah, or California (north of 40° North Latitude). Seed from collection sites in
Nevada, Utah, or California (north of 36° North Latitude and south of 40° North Latitude) will also be accepted if collected from sites between 4,000 feet and 7,500 feet elevation.
Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Poa secunda plants.
7.2 BOTTLEBRUSH SQUIRRELTAIL SEED
Source Identification (SI certification), and Area of Origin Claimed Specification – All bottlebrush squirreltail seed (Elymus elymoides) delivered under this Contract shall be accepted when collected (source/origin) from collection sites in Arizona, California, Colorado, Nevada, New Mexico, or Utah (North of 34° North Latitude and south of 45° North Latitude) will also be accepted if collected from sites between 3,500 and 6,500 feet elevation.
Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Elymus elymoides ssp elymoides or Elymus elymoides ssp. Californicus or Elymus elymoides ssp.
Brevifolius plants.
Debearding – seed shall be processed and cleaned so that a minimum of 90% of the individual seeds.
The remaining 10% of the seeds shall have awns less than ½” in length.
7.3 BLUEBUNCH WHEATGRASS SEED
Source Identification (SI certification), and Area of Origin Claimed Specification – All Bluebunch Wheatgrass seed (Pseudoroegneria spicata ) delivered under this Contract shall be accepted when collected (source/origin) from Idaho, Montana, Oregon and Washington. Seed will also be accepted when collected North of 40° North Latitude from sites in Nevada, Utah, Colorado, or California.
Seed from collection sites in Nevada, Arizona, Utah, Colorado or California (North of 34° North Latitude and south of 40° North Latitude) will also be accepted if collected from sites between 3,500 and 6,500 feet elevation.
Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Pseudoroegneria spicata plants
7.4 NEEDLE AND THREAD GRASS
Source Identification (SI certification) and Area of Origin Claimed Specification - The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Hesperostipa comata plants.
Debearding – Needle and Thread seed shall be processed and awns cleaned so that a minimum of 90% of the individual seeds have less than 1/8” in length of the awn remaining. The remaining 10% of the seeds shall have awns less than ¼” in length.
7.5 SAND DROPSEED
Source Identification (SI certification) and Area of Origin Claimed Specification – All Sand Dropseed delivered under this Contract shall be accepted when collected from Idaho, and Oregon.
However, seed will also be accepted when collected from sites in northern Nevada, Utah, Colorado, or California (north of 40° North Latitude). Seed from collection sites in southern Nevada, Arizona, Utah, Colorado, New Mexico or California (north of 35° North Latitude and south of 40° North Latitude) will also be accepted if collected from sites between 3,500 feet and 6,500 feet elevation.
Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Sporobolus cryptandrus plants.
7.6 WESTERN YARROW
Source Identification (SI certification), Selected Class (S) and Area of Origin Claimed Specification
- Western yarrow (Achillea millefolium var. occidentalis) has a key identifying characteristic: five or six ray flowers are white and surround 25 to 30 white to yellowish disk flowers. The source of Western Yarrow seed will be accepted when collected from naturally occurring sites in New Mexico, Colorado, Wyoming, Montana, Idaho, Washington, Oregon, California, Arizona, Nevada, or Utah. The offered seed must be grown (origin) in North America if the SI seed is harvested from field production.
Ensure each lot number is in compliance with latitude and elevation requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Achillea millefolium var. occidentalis plants.
7.7 GLOBEMALLOW SEED
Source Identification (SI certification) and Area of Origin Claimed Specification – All Munroe’s globemallow seed (Sphaeralcea munroana) and gooseberryleaf globemallow (Sphaeralcea grossulariifolia) delivered under this Contract shall be accepted when collected (source/origin) from sites in Idaho, Utah, Nevada, Oregon, and Washington or from other areas of natural occurrence in the western USA. Desert globemallow (Sphaeralcea ambigua) seed will be accepted when collected from sites of natural occurrence North of 33° North Latitude in Nevada, Arizona, Utah, and California.
Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Sphaeralcea munroana and S. ambigua plants.
7.8 PENSTEMON
Source Identification (SI certification), and Area of Origin Claimed Specification – All penstemon seed (Penstemon sp.) delivered under this Contract shall be collected (source/origin) from Idaho, Montana, Washington, Oregon, northern Nevada, Utah, Colorado, or California (north of 35° North Latitude).
Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from the respective species (Penstemon sp.) plants.
7.9 FOURWING SALTBUSH SEED
Source Identification (SI certification) and Area of Origin Claimed Specification - All Fourwing seed (Atriplex canescens) delivered under this Contract shall be accepted when collected from Idaho, Oregon, Washington, Wyoming, Northern Utah, Nevada, or Colorado (north of 40° North Latitude) and sites in Central Utah, Nevada, or Colorado (north of 36° North Latitude and south of 40° North Latitude) when collected above 4,500 feet elevation. Ensure each lot number is in compliance with latitude and elevations requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from (Atriplex canescens) plants.
Cleaning - Fourwing seed shall be dewinged and cleaned.
7.10 WINTERFAT SEED
Source Identification (SI certification) and Area of Origin Claimed Specification – All winterfat seed (Krasheninnikovia lanata) delivered under this Contract shall be collected (source/origin) from Idaho, Oregon, Washington, Wyoming and Montana. However, seed will also be accepted north of 40° North Latitude when collected from sites in northern Nevada, Utah, or California and north of 36° North Latitude and south of 40° North Latitude in Nevada, Utah, or California between 3,000 feet and 6,500 feet elevation.
Ensure each lot number is in compliance with latitude and elevation requirements The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Krasheninnikovia lanata plants.
Cleaning: Winterfat seed shall be cleaned of all stems and other debris to pass through a 5/16 inch mesh screen.
7.12 BITTERBRUSH SEED
Source Identification (SI certification) and Area of Origin Claimed Specification – All bitterbrush seed (Purshia tridentata) delivered under this Contract shall be accepted when collected (source/origin) from Idaho, Oregon, Washington, northern Nevada, Utah, or California (north of 40° North Latitude). Seed from collection sites in central Nevada, New Mexico, Colorado, Utah, or California (north of 38° North Latitude and south of 40° North Latitude) will also be accepted if collected from sites between 4,500 feet and 6,500 feet elevation.
Ensure each lot number is in compliance with latitude and elevation requirements. The Area of Origin Claimed Statement shall also include verification that each lot of seed was collected from Purshia tridentata plants.
7.13 SAGEBRUSH
All sagebrush will be 2014 collect. If a vendor has 2013 collect please submit under the “Additional Available” section. Priority considerations will be taken for the following amounts from preferred counties within the specified Seed Transfer Zones (STZ):

7.14 NATIVE FORBS – SMALLER QUANTITIES
For the following species, the amount of seed needed for an official sample for a purity test affects the available total material: Castilleja linarifolia, Wyoming Indian Paintbrush; Crepis acuminate, Tapertip
Hawksbeard; Crepis atribarba, Slender Hawksbeard; Crepis occidentalis; Largeflower Hawksbeard; Erigeron pumilus, Shaggy fleabane; Eriogonum niveum, Snow Buckwheat; Linanthus pungens, Prickly phlox; and Lomatium triternatum, Nineleaf Biscuitroot
Vendor will still submit TZ test result (dated <6mos). Purity will be optional. Weed content however will be documented through an acceptable submission such as purity test, pre-harvest field inspection report submitted by an approved State Agriculture agency clearly referring to species offered or other COR approved documentation showing submitted lot conforms to all Federal and western State noxious weed laws related to prohibited and restricted species.
7.15 OTHER:
Source Identification (SI certification) and Area of Origin Claimed Specification – Seed of all other species listed with SI or AOC need to be from collection sites in Idaho, New Mexico, Nevada, Oregon, Arizona, Utah, Colorado, Montana, Washington, Wyoming, New Mexico or California (north of 33° North Latitude and south of 48° North Latitude) will be accepted if collected from sites between 2,000 feet and 6,500 feet elevation. Unless otherwise specified under specific source identified requirements that follow in Section C.
A signed Area of Origin Claimed Statement from the seed collector will be required upon delivery of any wildland collected seed that is not certified as Source Identified seed. The Source/Origin Statement and bag labels (See Section C.9 for Analysis tag requirements) shall list the state, county, elevation, latitude, and species from which each lot of seed was collected (source/origin).
Reference each lot number to ensure compliance with latitude and elevations requirements.
A signed Area of Origin Claimed Statement from the seed collector will be required upon delivery of any wildland collected seed that is not certified as Source Identified seed.
The Area of Origin Claimed Statement and bag labels (See Analysis tag requirements) shall list the state, county, elevation, longitude, latitude, and species from which each lot of seed was collected (source/origin). Reference each lot number to ensure compliance with latitude and elevations requirements.
Seed collection dates will be verified by Source Identification certification number and certification documentation. Area of Origin Claimed statements must include collection dates.
8. DEBEARDING AND CLEANING GENERAL REQUIREMENTS
All seed shall be cleaned so that no stems or debris longer than ¾ inch remain unless stated otherwise in these specifications. Awns removed from seeds shall be cleaned out of the seed.
9. SEED INOCULATION AND SEED TREATMENT
a. All alfalfa seed shall be inoculated with an inoculant specifically manufactured for alfalfa and shall be applied as specified by the manufacturer. Shelf life of the inoculant shall be a minimum of 12 months from delivery of inoculated seed. All seed bags shall be tagged with the name of manufacturer and expiration date of inoculant.
b. A Material Safety Data Sheet (MSDS) is required upon delivery of any seed which has been treated with an inoculant or any type of coating.
c. If seed other than alfalfa and other legume seed is inoculated or coated with treatments of other kinds, that seed can be offered, but the inoculant must be identified and a MSDS or a product data sheet must be submitted with the bid. This inoculant or seed treatment must be identified in the offer and can be a factor in the selection.
10. IMPORTED SEED
a. All seed imported from outside the United States shall comply with the importation laws of the Federal Seed Act and be cleared for admittance by the United States Department of Agriculture (USDA) prior to delivery. Imported seed shall be labeled according to the Federal Seed Act and proper USDA documentation shall be submitted to the COR prior to delivery. For seed offered under this solicitation ORIGIN (where the seed is grown in a cultivated field) shall be from a country or state of North America only.
11. DEFINITIONS
NATIVE (Seed bid items designated with the letter (N)): A species or subspecies with natural occurrence (indigenous) on a site of defined geographic area prior to 1800. The site may be described by floristic books and documented information from USDA-NRCS ecological site data, PLANTS database, etc. A native species may be described by the States, counties, ecoregions, and major land resource areas of natural occurrence.
INTRODUCED (Seed bid items designated with the letter (I)) (synonyms: non-native, exotic, naturalized or foreign): A species, subspecies, or varieties not part of the indigenous plant community on a site prior to 1800.
CULTIVATED PRODUCTION: Seed harvested from land (Public and private) that is intentionally planted or seeded for the production of crops. Does not include areas seeded for rehabilitation, stabilization or restoration.
REHABILITATED SITE: Public or private land which has been planted with seed of known and/or unknown seed source and origin.
WILDLAND COLLECTED: Seed collected from Wildlands, i.e. Public or private land that is non-cultivated (areas of plant growth not intentionally planted or seeded for the production of crops).
VARIETY/ CULTIVAR: A cultivated variety of any species or subspecies. A subdivision of a species or subspecies which is characterized and selected for by growth, plant, fruit, seed or other characteristics by which it can be differentiated from other sorts of the same species or subspecies (Federal Seed Act). For example: ‘Hycrest’ Crested Wheatgrass, ‘Luna’ Pubescent Wheatgrass, and so forth.
VARIETY NOT STATED (VNS): Seed trade term used to indicate that the seed in question maybe a variety, or mixture of varieties, but the variety identify is not officially verified by a seed certifying agency. VNS is always uncertified. The BLM relies on the integrity of the offeror when providing a variety name on a non-certified named variety.
PLANT VARIETY PROTECTION (PVP): A variety may receive Federal PVP status which means the germplasm is protected against unauthorized propagation. A variety protected under Title 5 of the
PVP Act must be sold by variety name and as a class of certified seed.
ORIGIN (Definition according to the Federal Seed Act): The State, District of Columbia, Puerto Rico, or possession of the United States, or the foreign country, or designated portion thereof, where the seed was grown (Federal Seed Act).
GENERATION 0 (G0): Seed from the original wildland collection site or a germplasm which has gone through genetic manipulation and is now defined as a new G0 manipulated germplasm.
GENERATION 1 (G1): The first generation harvested from a seed production field planted with G0 seed or germplasm which has gone through genetic manipulation and is now defined as a new G1 manipulated germplasm.
GENERATION 2 (G2): Fields planted from G1 seed or plants.
GENERATION 3 (G3): Harvested from fields planted with G2 plants or seed.
SOURCE: The location or site where the seed was collected from a natural stand or naturalized area, or rehabilitation site where no selection or testing of the parent population has occurred (G0). Production location may also be identified (G1, G2, G3…). (AOSCA). For BLM the Source information is to include State, County, Elevation and Latitude of the location and the species name.
PACKAGING AND MARKING
1. BAGS AND LABELS
a. All seed shall be delivered in 50 pound bags except for:
o 10, 20, 40 pound bags: Sagebrush o 20-25 pound bags: Winterfat, Blue Grama, Sideoats Grama, o 20 pound bags: Galleta Grass, Purple Threeawn o 1, 5, 10 or larger Pound bags: All forbs
b. All seed bags must be divisible by the total lbs provided to BLM (example: 75 lbs of winterfat seed is delivered in three-25 lb bags).
c. Exceptions to bag size: lesser amounts of SI native grass, such as desert needlegrass; all forbs, or shrub seed may be offered in smaller bags as available seed may be limited.
d. NO DEVIATIONS IN BAG SIZE WILL BE ACCEPTED UNLESS NOTED ABOVE.
e. All seed bags shall be sound, clean, and made from standard poly or woven sacks of similar strength and characteristics. Burlap bags will not be accepted. Paper bags will only be accepted when containing proprietary varieties of seed that are required to be bagged in bags with special markings. ANY BAGS RECEIVED WHICH ARE NOT SOUND WILL BE REJECTED, AND MUST BE REBAGGED (to the exact pounds/bag specified above), BY THE VENDOR, OR REPLACED. Needle and Thread seed shall be double bagged.
f. The weight of the actual bags shall not be included in the stated weight of the seed delivered.
g. The lot number for all seed shall be marked on the bag (stenciled or marked with indelible ink)
2. ANALYSIS TAGS
a. A label (the analysis tag) must be attached to each bag of all seed. Certified, Source Identified and Selected Class seed shall have the required certifications tags also attached. Seed of private varieties shall be marked as required by the owner of the variety. Incomplete analysis tags may be cause for rejection of seed.
b. Analysis Tag requirements for each bid item is located in the Specifications - Seed Bid Items.
c. The cost of the bags, labeling, inspections, and certifications (if required) shall be included in the bidder's price
3. PALLETS
a. All seed must be shipped on pallets. Seed will only be accepted on the following pallet size:
48” X 48” 48 X 40 “
b. Each pallet needs to be clearly marked as to species, lot number(s) and number of pounds of each lot.
c. Where multiple species or lot numbers are included on a pallet, the distinction between lots and/or species must be clearly marked.
d. If a pallet exceeds 54” (inches) in height, another pallet must be inserted before additional seed is stacked for shipping
4. SHIPPING DOCUMENTS
a. To ensure that the correct lot number is being matched to the intended Contract/Order Line item number Shipping paperwork MUST INCLUDE:
o Contract/Order number o The bid line item number (Contract/Order item number) that each seed lot is fulfilling o Spread Sheet ID number o The lot number o Species/Variety o The number of POUNDS by LOT o Warehouse that Seed is being PURCHASED for (not necessarily the delivery location) o Contractor is encouraged to include excel award sheet with vendor lot numbers identified to each line item. This will clarify which lot(s) is being utilized to satisfy each line item.

b. Truck drivers will be held at the delivery point until all bags are counted.
c. With Seed Sampling , vendor will send a copy of Seed Analysis Request Form (Attachment 3) with shipment. (It also can be Scanned and Emailed or Faxed to COR at time of sampling.)
INSPECTION AND ACCEPTANCE
1. INSPECTION (TESTING) AND INITIAL ACCEPTANCE
All seed will be subject to visual inspection and a favorable seed test. Seed will be sampled by the Government or by a certified seed sampler, and tested by an Approved Seed Testing Facility with a registered or certified seed technologist, before final acceptance is made. Initial inspection and acceptance of all seed delivered hereunder shall be made at the point of destination as indicated in Deliveries or Performance.
2. SEED QUALITY
All seed offered must meet or exceed the following seed quality standards.
a. Visual: All seed will be inspected for cleaning requirements as stated in these specifications
b. PLS: Seed must meet offered PLS requirements as stated in these specifications.
c. 0.5% weed seed for all types of seed
d. 2% other crop for all seed except Thickspike Wheatgrass-Critana
e. Thickspike Wheatgrass-Critana – up to 10% Slender Wheatgrass as other crop seed (per seed certification) will be accepted.
f. No seed mixes will be accepted.
3. NOXIOUS WEEDS
a. The Government will comply with all noxious weed laws for the States of Arizona, California, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming. .

b. All seed purchased and delivered to either the Boise Regional Seed Warehouse (BRSW) or Ely Regional Seed Warehouse (ERSW) will be tested for All States noxious weed seeds for all Western States (Arizona, California, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming).
c. The government shall comply with USDA State Noxious - Weed Seed Requirements recognized in the Administration of the Federal Seed Act. Reference:
http://www.ams.usda.gov/AMSv1.0/getfile?dDocName=STELPRD3317318. Final acceptance shall be per the State Seed Law.
d. All seed must qualify for acceptance by meeting all combinations of noxious weed for all western states listed; otherwise the entire lot of seed will be rejected.
4. SEED TESTS AND SEED LAB DESIGNATIONS
a) Unless clearly stated “PRE-QUALIFIED” with required certification paperwork submitted (under Section 5 above), the seed furnished will be tested for purity (pure seed, inert, other crop, weed seed, and noxious weed content), germination (TZ), and may be tested for moisture. All percent viability will be determined by a TZ test. Determination of TZ needs to be performed according to the Association of Official Seed Analysts (AOSA) Handbook. (BLM will exercise its right to perform random seed testing for compliance on Pre-qualified seed.)
b.) Offeror must list TWO different seed labs, in the schedule, where they prefer tests be performed (Refer to Columns 15 & 16 on Attachment 1).
1. ONE TEST will be completed on each lot of seed delivered. If an additional test is required for acceptance, every attempt will be made to honor offerors first lab choice. If lab workload and backlog are problematic to timely seed analysis completion than the second lab choice may be utilized. If there is a problem with using either of the two lab choices, the COR will coordinate with Contractor on alternate lab choice.
2. If labs are not provided by contractor on the schedule, BLM will utilize any state seed laboratories that are most convenient.
3. Except for Pre-Qualified seed lots, seed tests cannot be completed prior to bid closing. Seed tests MUST BE DATED AFTER BID CLOSING. Seed tests dated prior to bid closing will not be accepted and will be discarded. The government will then pull a new seed sample which will be utilized for the seed test to determine acceptance of the seed and subsequent payment and the vendor will be charged for the that test.
Approved Seed Testing Facilities
1. Approved Facilities include Official State Seed Laboratories in Colorado, Idaho, Montana, Oregon, South Dakota, Utah, Washington, and Wyoming. Approved Private Seed Laboratories include the following: AV Seed Testing, Agri-Quality Testing, Inc., SGS and NST Labs.
2. Contractors with close business connections to an approved private seed lab will not be allowed to use their services for seed lot testing. Offerors are cautioned that they must not include any testing laboratories that are associated with the offerors firm in any fashion such as having a financial interest, controlling interest, or associated interests.
Inclusion of any associated laboratories may pose either an actual or potential conflict of interest and may prove detrimental to the evaluation of the offer and subsequent possible awards.
3. If subsequent testing is needed, the second lab choice will be used. If lab workload and backlog are problematic to timely seed analysis completion the COR will coordinate with Contractor on alternate lab choice. No other seed testing laboratories besides those listed above will be used.
5. TESTING STANDARDS
a. The seed delivered under the contract(s) shall be subject to such inspection and tests as may be determined by the Contracting Officer to be necessary to ascertain conformance with the specifications stated herein. Acceptance of, or the waiving of the inspection and tests of any seed will in no way relieve the Contractor of the responsibility for furnishing seed meeting the requirements of the contract(s).
b. Samples will be drawn from each lot of seed delivered in accordance with the methods prescribed in the Journal of Seed Technology, Rules for Testing Seeds, Association of Official Seed Analysts (AOSA) http://www.aosaseed.com.

6. DETERMINING PURE LIVE SEED (PLS)
For the purpose of determining the percentage of pure live seed (% PLS) the following formula shall be used:

All seed will be sampled, INCLUDING PRE-QUALIFIED SEED LOTS, and ONE seed test will be initially completed at an Approved Seed Testing Facility supplied by the contractor in the schedule.
All seed within this contract: CONTRACTOR SAMPLED SEED
In advance of sampling:
A. With split lots, seed samples will be sent to the Boise Regional Seed Warehouse.
B. Samples must be drawn as prescribed by AOSA by a Certified Sampler
C. The quantity of seed in the official sample, fully representative of each lot of seed furnished, must be enough to provide seed for: ONE sample bag to a Seed Testing Lab and TWO sample bags for retesting if necessary.
D. Samplers MUST USE Seed Analysis Request Form (Attachment 3) to request seed lab tests.
E. Seed test analysis will include purity (inert, other crop, weed seed), TZ, and All States Noxious
Weed Exam for Western States. PLEASE COORDINATE WITH COR FOR ADDITIONAL TEST
THAT MIGHT BE REQUIRED.
F. For all Big Sagebrush (Artemisia tridentata) lots submitted, an additional laboratory analysis is now required. Laboratories will weigh 5 – 10 seed lots (50 seeds total) prior to initiating TZ testing.
