Section B: Description of the Supplies/Services Required
The requests the purchase of L-Band Receiver/Base Band Down Converter I/O Module. These assets will be acquired using other than full and open competition procedures. The item is considered a commercial item as defined under “Commercial Item” in FAR 2.101 Para (1). The proposed action will be awarded as Firm Fixed Price. The detailed description is as follows:

Section C: Justification for Soliciting from a Single Source
The Program Office has determined, through their extensive deployment experience, technical expertise, and market research that Innovative Computer Engineering (ICE) L-Band Receiver/Base Band Down Converter I/O Module P/N ICE-LB2D-r2 is the only solution which meets all Government requirements.
ICE is the OEM and sole-source for the L-Band Receiver/Base Band Down Converter I/O Module, P/N ICE-LB2D-r2 and is the only source certified by the Program Office to support their fielded systems. The Program Office Configuration Control Board maintains full configuration management authority and has determined the L-Band Receiver/Base Band Down Converter I/O Module (P/N: ICE-LB2D-r2) provided by ICE supports their forward deployed systems. The program office has determined, through their extensive deployment experience, technical expertise and market research that ICE's L-Band Receiver/Base Band Down Converter I/O Module (P/N: ICE-LB2D-r2) is the only solution which meets all Government requirements and has already been tested and approved for use in the existing system architecture.
This item is a critical component that is essential for system operation. The system was designed with specifications guided by their specific product characteristics and vital to mission completion. Due to the existing architecture designed implemented by the program office, no other product from a substituted Original Equipment Manufacturer (OEM) would meet the requirement and would take additional time and resources to test and approve a substitute product. The assets requested in this document have been tested and approved by the Program Office for use in this mission. Moreover, introducing a different module assembly would delay support. A different module would have to be vetted through the configuration management process, research and developed, tested and evaluated, and would alter the equipment baseline.
Section D: Efforts to Obtain Competition
Market research was conducted on GSA Advantage, Google and FedBizOps. All research led to the OEM, ICE as the only known vendor for this item that satisfies the Government's requirement. Due to the fact that a different module would have to be vetted through the configuration management process, research and developed, tested and evaluated, and would alter the equipment baseline, as well as installing unapproved assets into the existing architecture would introduce configuration anomalies, that Government would not be able to recover its investment from developing competition. Therefore, it is in the Air Force's best interest to go directly to ICE to acquire this product.
Section E: Steps to Preclude Future Single Source Awards
In the event that future requirements increase considerably and if economically feasible, another inquiry or request to purchase this product will be included upon initiation of a purchase request for a new procurement. Every feasible effort will be made to promote competition whenever practical considering technical data, cost and security constraints.
