1. Nature and/or description of the item/service being procured and anticipated cost:

FEMA intends to purchase satellite services from Knight Sky LLC, 7470-F New Technology

Way, Frederick, MD 21703, on a sole source basis. The cost to support this requirement is

$87,800.00.

2. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

This requirement is to purchase satellite bandwith service to enable National Continuity

Programs (NCP) - Continuity Communications Division (CCD) to provide SATCOM service in response to a National Security emergency posed to the Pacific Territories by North Korea.

These services will support Emergency Management Agencies in Guam, CMNI, and Amerian

Samoa. Administrator Long has instructed FEMA CCD to provide the Pacific territories with the ability to communicate with the Continental U.S. that does not rely on the use of a terrestrial phone network for any part of its communications path. During a disaster there is potential risk that the terrestrial network could be severely damaged or degraded, and the ability to be able to communicate peer-to-peer or one-to many without using the terrestrial communications infrastructure is necessary. An urgent and compelling need exists, and following the competitive ordering procedures would result in acceptable delays.

3. The anticipated price will be determined fair and reasonable based on one or more of the price analysis techniques described below in accordance with FAR Part 13.106-3(a)(2). (Check one and provide short explanation or description of action taken):
